DIESEL EMISSION CONTROL DEVICE ELIGIBILITY APPLICATION

This is an application for Verified Diesel Emission Control technologies (VDECs) to be included on the list of technologies eligible for the New York City Diesel Emission Reduction – Voucher Incentive Fund (NYCDER-VIF). This application must be completed, submitted to the Voucher Processing Center (VPC), and the technology must receive approval prior to the technology being eligible for a voucher.

NYSERDA and the VPC reserve the right to request additional information or clarification of information provided in this application. This application applies to and must be completed by the original technology manufacturer (OEM) or its authorized representative.

The following are eligibility requirements for Verified Diesel Emission Control technologies under the NYCDER-VIF:

·  A prospective retrofit vehicle must be a Class 3 - 8 diesel truck with an Engine Model Year 1994 to 2006.

·  Technology must be currently verified by EPA or CARB for on-highway use. The verification must list the specific engine family name found in the prospective retrofit vehicle the VDEC will be installed on.

·  Eligible VDECs include but are not limited to: Level 1 Diesel Oxidation Catalyst (DOC) and Level 3 Diesel Particulate Filter (DPF) (Passive and Active) that reduce emissions of particulate matter (PM10 and PM2.5), hydrocarbons, carbon monoxide or other toxic air pollutants.

·  VDECs cannot be a part of a standard or required engine configuration (i.e., if the technology is required by law to be installed on the vehicle, then the equipment would not be eligible).

·  Eligible VDEC funds do include installation of Crank-Case Ventilation Filter (CCV) on vehicles that do not yet have CCV even if the vehicles already have a DOC or DPF installed.

·  The VDEC technology must be purchased from a participating approved Vendor (see Section 2.1).

·  All prospective retrofit vehicles must be greater than 10,001 lbs. Gross Vehicle Weight Rating (GVWR) and meet all federal and state requirements for operation in New York State.

·  All prospective retrofit vehicles must be highway capable, in good working condition, and be legally registered as a vehicle in New York State and have an engine model year of 1994 – 2006.

·  If a Vendor does not own a New York State repair facility or does not have a contract with a New York State entity to provide repair and warranty service, the Vendor must submit a plan for how it intends to provide warranty service, replacement parts, and technical support in New York State. The maintenance/repair plan must be submitted to the VPC for approval. The plan must be approved by NYSERDA for vehicles to be eligible to receive incentives under the Program.

·  Vendors, as part of submitting documentation to the VPC for eligible technologies, must send the costs of the technologies and installations they want included in the Program. The voucher amount covers up to 80 percent of the technology purchase and installation cost.
