ORDER

In continuation of this office order of even number dated 12/9/2006 & 13/9/2006 several representations have been received from teachers for inclusion of their names in the eligibility list for promotion to the post of PGT.

After considering the objections received in the branch for inclusion / Correction, a List (Male-Female) has been prepared on the basis of Seniority No. in the feeder cadre for inclusion in the eligibility list.

All the DDEs are herby directed to forward the following service particulars of the teachers mentioned in list enclosed.

1. ACRs for the period from 2000-01 to 2004-05 (five years). In case ACRs for a particulars year is not available than non-availability certificate as per rules may be furnished by the DDEs and ACRs for the preceeding year may be forwarded.

2. Work & Conduct and Integrity Certificate (Annexure-1).

3. Latest Vigilance Clearance Report (Distt. level).

4. A Certificate by HOS after checking the Service book of the teacher to the effect that No Penalty is in operation as on date (Annexure-2).

5. A Certificate by HOS to the effect that the Seniority No. and Block Year has been verified from the Seniority list available on the web site. (Annexure-3)

6. A Certificate by HOS to the effect that the teachers fulfill the requisite educational qualification as per the R.R.s (enclosed) and prior permission was obtained in case the requisite qualification has been acquired after joining the service. (Annexure-4). Attested photo copies of the educational qualifications required for promotion as PGT be enclosed

7. Empl. I.D. must be quoted on all the documents of the teachers.

8. . The cut of date for acquiring requisite qualification is 31/12/2005.

The last date for submission the requisite documents by DDE concerned on the prescribed Performa. (Consolidated Hard Copy in( Excel format) and soft copy CD only) in E-II Branch on 25/09/2006 positively failing which the matter will be viewed seriously and necessary action under CCS Rules may be taken.

The final eligibility list is available on the website of the Department.

1. All DDEs Dte of Edn. with the direction to download the list and circulate among the schools in their Distt or teachers working under them and ensure that all the consolidated list on the prescribed Performa (Hard copy and Soft copy CD only ) must be submitted up to 25/09/2006.

2. All HOS with the direction to forwarded the particulars of the teachers working in their school to the Admn. Branch of the Distt immediately. HOS may ensure that in case any name of Kashmiri Migrant Teachers/Guest Teachers etc. is found in the list, the same may be brought to the notice of E-II Branch. HOS will be directly held responsible for non-submission of documents on or before the due date.

Requisite qualification as per R.R. for the post of Lecturer (Excluding Painting / Music / Home Science / Physical Education).
Essential: (As mentioned in Column No.8)
1 / Master's Degree (or its equivalent Oriental Degree in the case of P.G.T. Sanskrit/Hindi) in the subject concerned from any recognized University.
2 / Degree/Diploma in Training/ Education.
“Qualification mentioned at S.No.2 above relaxable in the case of candidates:
(i) / Having obtained Ph.D. Degree in the subject concerned from a recognized University/Institution;
(ii) / Having obtained First Division in Higher Secondary, Degree and Post Graduate Examination with the mandatory condition that the candidate will acquire the B.Ed./B.T. qualification within a period not exceeding three years from the date of his joining the service.
Promotion: (As mentioned in column No.12)
1. / TGT in the scale of Rs. 1400-2600/- (Pre-revised) possessing Post Graduate Diploma of 2 years duration in Science from Delhi University with 5 years regular service in grade.
OR
TGTs / Language Teachers in the scale of Rs. 1400-2600/- (Pre-revised) possessing qualification prescribed for direct recruitment and 5 years regular service in the grade.
2. / For the Posts of Lecturer in Hindi, Sanskrit , Punjabi etc. only trained Graduate Teachers / Language Teachers in Sanskrit and in Modern Indian Language concerned will be considered for promotion in their respective subject. For the Post of Lecturer in other subjects only Trained Graduate Teachers (Science ‘A’ , Science ‘B’ Commerce, Agriculture and General will be considered.
Requisite qualification as per R.R. for the post of Lecturer (Painting).

INSTRUCTIONS

  1. For Head of School

(i) ACRs , W&C, IC, VCR and Other Certificates alongwith the attested photocopies of requisite educational qualification for Promotion as PGT be kept in a file cover .

(ii) Name , Designation , Emp. I.D. School Name , School I.D.,Phone No. (School & Teacher ) and Post for Promotion should be written on the file cover .

(iii) In Case the seniority no. of feeder cadre is assigned or any correction is needed after issue of final seniority list then a copy of order / corrigendum be attached.

(iv) In case any of the ACR required for promotion has been submitted with the ACP case, than the present where about of the file be mentioned Or if possible the attested photo copy may be attached.

2. For D.D.E.s

(i) A check list be kept in each file cover submitted by the H.O.S. duly signed by the dealing asstt. (Admn Br. ) and Supdt. (Admn) of the distt.

(ii) A consolidated list ( Hard Copy) on the prescribed Performa duly signed by A.D.E.(Admn.) and D.D.E. be forwarded up to 22/09/2006 positively . The consolidated list be prepared subject wise that is all the T.G.T. for one particular subject be taken keeping in view the feeder cadre seniority and 1st Genl. Category there after S.C. and S.T.

(iii) Supdt. (Admn.) ensure that while writing the grading of ACRs in the consolidated Performa, do not use ------Do------where the grading of two teachers is same.
