MEMORANDUM OF UNDERSTANDING

PA BUILDING OFFICIALS CONFERENCE

AND

NORTHAMPTON COMMUNITY COLLEGE

The PA Building Officials Conference, hereafter “PENNBOC” and Northampton Community College, hereafter “NCC,” both have as part of their mission the training of building code enforcement inspectors.

The purpose of this Memorandum of Understanding (MOU) is to establish a long-standing cooperative relationship that will enable significant benefits to accrue to these organizations , all persons they serve, and all persons actively involved in the training and preparation of building code inspectors / officials. Key among these are:

· Elimination of duplication of effort;

· Enhancement of programs being offered;

· Recognition of advancing occupational professionalism;

· Increased consistency of actions and application of respective code provisions by inspectors;

· Increased number of qualified inspectors.

In order to bring about the aforementioned goals, the following guidelines will become operational and are hereby agreed to:

All courses, seminars and other training experiences will be taught by certified inspectors / instructors recognized by the Pennsylvania Department of Labor and Industry, or the International Code Council, or other mutually agreed certifying bodies.

All training will be conducted by persons with particular expertise in the field, and local inspectors / instructors will be used whenever possible and practical. As the employer, NCC will have final approval of all inspectors / instructors. Recommendations pertaining to instructional staff will be considered from PENNBOC but employment will be per NCC policies. The NCC Director of Corporate and Public Safety Education (NCC Director) will supervise all inspectors / instructors. Quality assurance of all delivered programs will be per NCC systems with input from PENNBOC.

All course offerings and scheduling will be developed by NCC. Scheduling conflicts with PENNBOC events will be avoided whenever possible and practical.

A minimum of ten students per course should be strived for and in circumstances when the enrollments in a course are less than ten students, the decision to offer the course will be made by the Northampton Community College Director of Corporate and Public Safety. Whenever possible and practical, NCC may consult with PENNBOC to explore alternatives to class cancellations.

PENNBOC is recognized as a pioneering state-wide association of building code inspectors / officials within the Commonwealth of Pennsylvania. To advance the purposes of this Agreement and in recognition of the of value of collaboration with the PENNBOC, NCC agrees to include the PENNBOC logo on all presentation and printed materials for any jointly offered program or course. NCC also agrees to offer tuition discounts to all jointly offered courses and programs. The percentage of discount will be at the discretion of the NCC Director.

As a mechanism of process improvement, at the end of every semester a meeting will be scheduled between PENNBOC and the NCC Director to review activity and issues related to the content and delivery of the courses / program and overall administrative operations.

This MOU will be for a three-year period covering January 1, 2011 through December 31, 2013.

This MOU may be revised and extended by written Agreement of both parties.

This MOU can be canceled by either party with a 30-day written notice of intention to cancel this MOU.
