The Mississippi Department of Information Technology Services (ITS) is seeking the services described below on behalf of the Mississippi Department of Public Safety (MDPS) - Criminal Information Center (CIC). Our records indicate that your company currently has a valid proposal on file at ITS in response to General RFP #3508 for Consulting Services. Our preliminary review of this proposal indicates that your company offers services that are appropriate to the requirements of this project. Written responses for the requested services will be considered.
1. GENERAL LOC INSTRUCTIONS
1.1 Beginning with Item 4.1, label and respond to each outline point as it is labeled in the LOC.
1.2 The Vendor must respond with “ACKNOWLEDGED,” “WILL COMPLY,” or “AGREED” to each point in the LOC including the attached Professional Services Agreement.
1.3 If the Vendor cannot respond with “ACKNOWLEDGED,” “WILL COMPLY,” or “AGREED,” then the Vendor must respond with “EXCEPTION.” (See attached instructions regarding proposal exceptions.)
1.4 Where an outline point asks a question or requests information, the Vendor must respond with the specific answer or information requested.
1.5 In addition to the above, Vendor must provide explicit details as to the manner and degree to which the proposal meets or exceeds each specification.
2. GENERAL OVERVIEW AND BACKGROUND
The Mississippi Department of Public Safety’s Criminal Information Center (CIC) is responsible for maintaining the state’s criminal history records. In April 1998, CIC implemented a new automated system known as the Mississippi Criminal History System (MCHS). This system operates on common IBM hardware platforms running the Linux operating system and a PostgreSQL Database Management System (DBMS). The system includes a criminal records repository, a message switch, and an Automated Fingerprint Identification System (a Unix RISC platform that uses Oracle DBMS.) At the time of implementation, Mississippi was one of fewer than ten states that had a state-of-the-art coupled system whereby every arrest record in the system is automatically associated with a fingerprint record. Since implementation, MDPS has required the services of a technical consultant specializing in SAS to design and develop database application solutions and scripts that facilitate end-user access to the PostgreSQL metadata repository. By extracting, searching, navigating and understanding the complex SQL data structures, the SAS consultant assists MDPS in analyzing and using the repository data.
MDPS is also responsible for maintaining the state’s Sex Offender Registry (SOR) system. The SOR is a web-based XML application utilizing a Microsoft Access database. The technical consultant is also responsible for maintaining and updating this application to ensure compliance with State and Federal requirements. The consultant will be responsible for working with a contractor to implement a system to replace the Microsoft Access database. In addition, the technical consultant will be responsible for maintaining existing SAS reports and SAS web access routines.

4. STATEMENTS OF UNDERSTANDING
4.1 ITS reserves the right to award this project to one (1) or more Vendors for one (1) or more individuals.
4.2 The anticipated start date will be Monday, July 2, 2007. We will notify the awarded Vendor(s) of the actual start date upon completion of the evaluation process.
4.3 Vendors may propose no more than two (2) individuals to be considered separately.
4.4 Individuals proposed must be a U.S. citizen or meet and maintain employment eligibility requirements in compliance with all INS regulations. Vendor must provide evidence of identification and employment eligibility prior to the award of a contract that includes any personnel who are not U.S. citizens.
4.5 Individual(s) will be required to work on-site at MDPS, located at 3891 Highway 468 W., Pearl, Mississippi 39208, an average of 20 hours-per-week during normal business hours (Monday – Friday, 8:00 AM – 5:00 PM) under the direction of Clay Johnston.
4.6 Vendor is expected to provide services approximately 20 hours per week during normal business hours (Monday – Friday, 8:00 AM – 5:00 PM) of on-site programming support for one year for the Mississippi Department of Public Safety’s Criminal Information Center (CIC) located at 3891 Highway 468 W., Pearl, Mississippi 39208.
4.7 Individuals must complete and submit an Experience Questionnaire with vendor’s response for each individual proposed. All relevant experience must be included in the Experience Questionnaire. Proposals received without Experience Questionnaires for each individual proposed will be eliminated from consideration.
4.8 A copy of the individual(s) resume must be included. Proposals received without resumes may be eliminated from consideration. However, ITS will not use a resume to add experience to the Experience Questionnaire. The Experience Questionnaire must certify the amount of experience in months and the applicable specification(s) met by each project.
4.9 A telephone number must be included for each individual proposed so they can be contacted for a telephone interview. ITS will pay toll charges in the continental United States. The Vendor must arrange a toll-free number for all other calls. ITS will work with the vendor to set up a date and time for the interview; however, we must be able to contact the individual directly. Individuals scoring less than 50% of telephone interview points may be eliminated from further consideration.
4.10 Proposed individuals may be required to attend an on-site interview with MDPS/CIC. All costs associated with the on-site interview will be the responsibility of the vendor. Individual(s) proposed must be available for an on-site interview with a 7 day notice from ITS. Individuals scoring less than 75% of on-site interview points may be eliminated from further consideration.
4.11 The references given the in the Experience Questionnaire must meet the following criteria:
4.11.1 Be able to be reasonably contacted by phone or email.
4.11.2 Be able to be reached directly without any vendor involvement.
4.11.3 Failure to reach a reference will result in a score of zero (0) for that specific reference
4.12 Vendor must propose a fully loaded cost inclusive of travel to do all work on-site at MDPS/CIC.
4.13 Vendor must propose a fully-loaded cost, including travel, to do all work on-site at MDPS in Pearl, MS. Vendor must commit to the hourly-rate for one year.
4.14 ITS reserves the right to extend this agreement with the winning vendor, beyond the initial term. In order to do so, vendors must state a fixed, fully-loaded hourly rate or the annual percentage increase (to be incorporated into the initial contract in the possibility of an extension) that would cover both a 20-hour-per-week extension and an as-needed extension.
5. GENERAL REQUIREMENTS
5.1 Vendor must be aware the specifications listed below are minimum requirements. Should the vendor choose to propose consultant(s) that exceed the requirements, it is the Vendor’s responsibility to specify in what matter the proposed consultant exceeds requirements.
5.2 Proposed personnel must have at least three (3) years of extensive, verifiable SAS development experience (i.e. not entry-level personnel.) Proposed personnel will be expected to work independently, perform analysis on current systems, initiate necessary maintenance changes, make recommendations to CIC for system improvements, and design and develop the recommended changes.
5.3 The Vendor must acknowledge that fingerprint-based background checks may be performed by MDPS on any personnel assigned to this project, particularly those who will be working onsite at the CIC.
5.4 Experience in criminal information systems (e.g., sex offender regulations, III standards, FBI standards) is highly desirable. Vendors with this experience will be given extra consideration during the evaluation and scoring. Vendor must specifically document proposed personnel’s range of experience in the Experience Questionnaire.
5.5 Individuals proposed must be proficient in spoken and written English.
6. TECHNICAL REQUIREMENTS
In each instance, Vendor must express his working knowledge of the particular requirement.
6.1 Vendor must provide installation and maintenance of a SAS System for Windows, including, but not limited to, the following SAS components.
6.1.1 Base SAS Software
6.1.2 SAS/ACCESS Interface to PostgreSQL
6.1.3 SAS/ACCESS Interface for PC File Formats
6.1.4 SAS/AF
6.1.5 SAS/CONNECT
6.1.6 SAS/FSP
6.1.7 SAS/STAT
6.1.8 SAS/GRAPH
6.2 Upon CIC’s request, Vendor must use SAS to develop programs to support, at a minimum, the following.
6.2.1 Maintenance and reporting from the Mississippi Criminal History System (MCHS) PostreSQL database.
6.2.2 Maintenance and reporting from the Mississippi Sex Offender Microsoft Access database.
6.2.3 Processing the monthly Interstate Identification Index (III) Sync tape from the FBI.
6.2.4 Performing the monthly FBI validation process using SAS/CONNECT.
6.3 Vendor must provide additional technical support in the following areas as needed.
6.3.1 Assist with LAN support on Novell and Microsoft Windows servers.
6.3.2 Assist with hardware support of LAN attached PCs.
6.3.3 Assist with Windows operating systems and program maintenance and installation support for PCs.
6.3.4 Provide program support for the Sex Offender website using Microsoft SQL Server, Microsoft Internet Information Server and Active Server Pages.
6.4 ITS and MDPS reserves the right to eliminate any proposed individual that fails to meet the requirements.
6.5 Individual(s) proposed must have the following business skills.

7. PROPOSAL SUBMISSION AND EVALUATION
7.1 The experience listed on the Experience Questionnaire must be verifiable via reference checks. Experience listed that cannot be verified will not count toward the minimum requirement.
7.2 A Reference Information Sheet must be completed and submitted with vendor’s response for each individual proposed. Vendor must provide at least 33 references for each proposed individual. ITS prefers that references be from completed and/or substantially completed jobs that closely match this request. Reference information must correlate to the information provided on the Experience Questionnaire. Reference information must include, at a minimum, entity, supervisor’s name, supervisor’s telephone number, length of project, and a brief description of the project. References that are no longer in business cannot be used. Inability to reach the reference will result in that reference being deemed non-responsive.
7.3 Individuals receiving negative references may be eliminated from further consideration.
7.4 A properly executed contract is a requirement of this LOC. After an award has been made, it will be necessary for the winning Vendor to execute a contract with ITS. A Standard Professional Services Agreement has been attached for your review. The inclusion of this contract does not preclude ITS from, at its sole discretion, negotiating additional terms and conditions with the selected Vendor(s) specific to the projects covered by this LOC. If Vendor can not comply with any term or condition of this Standard Contract, Vendor must list and explain each specific exception on the Proposal Exception Summary Form explained in Section 8 and attached to this LOC. If the winning Vendor has a Master Agreement with ITS, it may not be necessary to negotiate a separate contract.
7.5 Winning vendor must be willing to sign the attached Professional Services Agreement within 15 working days of the notice of award. If the Professional Services Agreement is not executed within the 15 working day period, ITS reserves the right to negotiate with the next lowest and best vendor in the evaluation.
7.6 Vendor must provide the state of incorporation of the company and a name, title, address, telephone number and e-mail for the “Notice” article of the contract.
8. REQUIREMENTS FOR AWARDED WORK
8.1 Initial contract period will be from July 1, 2007 through June 30, 2008July 1, 2007 through June 30, 2008. The number of contract hours will not exceed 1,0401,040 hours.
8.2 Awarded individual(s) will be allowed to work remotely when deemed appropriate by the State. All work completed remotely must be pre-approved by MDPS. Some of the tasks required under this agreement, such as training, must be performed on-site at the MDPS office located at 3891 Highway 468 W., Pearl, MS 392083891 Highway 468 W., Pearl, MS 39208.
8.3 Awarded individual(s) may be required to attend monthly, on-site meetings with MDPS.
8.4 Training must be provided by the individual(s) that perform(s) the service.
8.5 The individual(s) must be available during the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday. Individual(s) may occasionally be required to work outside of these hours.
8.6 Awarded individual(s) will work under the direction of Clay JohnstonClay Johnston, MIS Director.
8.7 The individual(s) assigned to this project will remain part of the project throughout the duration of the contract as long as the personnel are employed by the Vendor, unless replaced by the Vendor at the request of ITS. This requirement includes the responsibility for ensuring all non-citizens maintain current INS eligibility throughout the duration of the contract.
9. PROPOSAL EXCEPTIONS
9.1 Please return the attached Proposal Exception Summary Form with any exceptions listed and clearly explained or state “No Exceptions Taken.” If no Proposal Exception Summary Form is included, the Vendor is indicating that no exceptions are being taken.
