The Greensville County Planning Commission meeting was held Tuesday, July 12, 2016, 7:30 P.M., at the Greensville County Government Building, 1781 Greensville County Circle, Emporia, Virginia.

Commissioner Allen moved to approve the Agenda. Commissioner Barnes-Rhoades seconded the motion. All voted aye to approve the Agenda.

In Re: APPROVAL OF THE MINUTES – May 10, 2016

Commissioner Tucker moved to approve the minutes of May 10, 2016. Commissioner Barnes-Rhoades seconded the motion. All voted aye to approve the minutes of May 10, 2016.

In Re: PUBLIC HEARING

Commissioner Robinson moved to go into Public Hearing. Commissioner Barnes-Rhoades seconded the motion. All voted aye to go into Public Hearing.

In Re: SP-2-16 April W. Clarke

Mr. Pope reviewed the staff report with the commissioners stating that the applicant’s request was to establish a family day care for more than five (5) children. Staff’s recommendation was to approve with the following conditions:

  1. A Special Use Permit is granted to Mrs. April W. Clarke, hereinafter operator, for a child day care to be established at her residence known as 674 Riverview Road.
  1. At all times be in compliance with all local, state, and federal rules, regulations, laws, and statutes, and ordinances with special attention given to the following:
  1. The Virginia Department of Social Services Rules and Regulations
  2. The Virginia Uniform Statewide Building Code
  1. The operator is responsible for securing all permits for all aspects of the activity and is responsible for adhering to all terms and conditions imposed by this permit.
  1. Provide to the Planning Department documentation from the Department of Social Services (if permit is required), and the Greensville County Building Department that the operator has satisfied each department’s requirements to operate a child day care.
  1. No parking is to occur within the right-of-way of any public road.
  1. Children may not be dropped off or picked up within the right-of-way of any public road, with the exception of the children that will board or exit the school bus.
  1. Adult supervision shall be provided for all children that will be boarding or exiting the school bus at operator’s residence.
  1. A sign no larger than four (4) square feet which identifies the property may be installed upon the property. The sign must be set back a minimum of five feet (5’) from the road right-of-way.
  1. Utilizing the permit issuance date as the annual date, if the day care is not established within two years or is not utilized for a two year period, the activity will be deemed abandoned and this permit terminated.
  1. Failure to abide by the above conditions may result in the immediate revocation of the Special Use Permit.

Mr. Pope further stated Mrs. Clarke would have been present but is assisting this week with the Calvary Baptist Church Vacation Bible School.

Chairman King asked if there were any comments from staff or the commissioners. Commissioner Allen asked what determined how many children she could keep. Mr. Pope advised that the Department of Social Services and the size of the house by building code standards determined the number of children allowed.

Chairman King asked if there were any further comments from staff or the commissioners. There were none.

Commissioner Barnes-Rhoades moved to go into Regular Session. Commissioner Tucker seconded the motion. All voted aye to go into Regular Session.

In Re: SP-2-16 April W. Clarke

Commissioner Robinson moved to approve SP-2-16 with the conditions presented by staff and forward the decision to the Board of Supervisors for consideration. Commissioner Barnes-Rhoades seconded the motion. All voted aye to approve SP-2-16 with conditions as presented by staff and forward the decision to the Board of Supervisors for consideration.

In Re: OTHER MATTERS

In Re: Revised – Greensville County Code 18.2, Stormwater Management Ordinance

Mr. Pope advised the Stormwater Management Ordinance was revised according to DEQ rules and regulations. The revisions were reviewed and approved by the Greensville County Board of Supervisors at their June 6, 2016 meeting.

Mr. Pope advised the Stormwater Management Permit Fee Schedule was revised according to DEQ rules and regulations. The revisions were reviewed and approved by the Greensville County Board of Supervisors at their June 6, 2016 meeting.

In Re: American Planning Commission (APA) Chapter Annual Conference

Mr. Pope advised the annual conference would be held on July 17, 2016 in Wintergreen Resort in Nelson County if anyone was interested in attending.

Mr. Pope further mentioned the 88th Certified Planning Commissioner Program offering the best possible training for those who give their time to serve as Planning Commissioners will be held September 23, 2016 through November 29, 2016 in Glen Allen, VA if anyone was interested.
