Higher Ground Group Residential Housing

Catholic Charities has 49 single room occupancy units of Group Residential Housing at Higher Ground. Applications Please follow the below steps to be referred to Higher Ground Group Residential Housing (GRH) program. Applications are available at the Housing front desk and in the Higher Ground Shelter, but are only accepted on a quarterly basis. Please call the Higher Ground Housing Front Desk at 612-204-8551 for the next date applications will be accepted.

Potential applicants must meet all of the following requirements:

  • Applicants must meet the State of Minnesota definition of Long Term Homeless, meaning they have been homeless for the past year or have had four episodes of homelessness in the past three years.
  • Applicants must currently be receiving or be eligible for county or federal benefits.
  • Applicants must be single, adult males with no dependents.
  • Applicants must be able to live with only the stated available services.
  • Applicants must voucher at Harbor Light the night before they move in.

Potential applicants with any of the following offenses will not be considered for housing:

  • Applicants with arson, drug, violence or weapon charges in the past ten years.
  • Applicants with 2nd or 3rd sex offender statuses.
  • Applicants who are currently restricted from a Catholic Charities facility.
  • Applicantswith outstanding debt to Catholic Charities.

Note: Individual applicants are subject to approval by Higher Ground management.

If you have an advocate, shelter worker, social worker, or other social service worker please fill out the packet with their assistance. Incomplete applications will not be accepted.

Higher Ground Shelter plus Care Housing

Catholic Charities has 17 units of Shelter plus Care housing at Higher Ground, 11 efficiencies and 6 single room occupancies. Because of the high demand and slow turnover for these units, applications will not being taken at any set time since our waitlist is as long as it is.Please call the Higher Ground Housing Intake Coordinator at 612-204-8249 to check if the application process is scheduled to be opened. Below are the requirements for applying to this housing.

Potential applicants must meet all of the following requirements:

  • Applicants must meet the Federal definition of Long Term Homeless, meaning they have been homeless for the past year or have had four episodes of homelessness in the past three years.
  • Applicants must have a documented disability in accordance to the Department of Housing and Urban Development standards.
  • Applicants must be single adults with no dependents.
  • Applicants must be able to live with only the stated available services.

Potential applicants with any of the following offenses will not be considered for housing:

  • Applicants with arson, drug, violence or weapon charges in the past ten years.
  • Applicants with 2nd or 3rd sex offender statuses.
  • Applicants who are currently restricted from a Catholic Charities facility.
  • Applicants with outstanding debt to Catholic Charities.

Higher Ground Housing Services

Services Provided by Higher Ground Housing:

  • Arranging for a personal care attendant/nurse, health related services, social services, transportation to medical or social service appointments
  • Help with learning how to do personal laundry
  • Handling or assistance with personal funds and assistance with necessary forms to maintain housing and other benefits
  • Help understanding tenant rights and responsibilities along with renter/landlord communication and conflict resolution
  • Assistance with rental assistance, maintaining housing and crisis prevention/intervention to ensure housing stability
  • Regular visits with case worker and development of an individual service plan
  • Information/referrals to food shelves, employment programs, community services, etc.

We can help you with the services listed above, but you can decide to get help from other people or agencies. We can help you find those agencies of you can’t find them by yourself.

Services NOT Provided by Higher Ground Housing:

  • Personal care services, including but not limited to housekeeping, self care, hygiene, taking trips to the store, preparing meals, toileting, medication monitoring, etc.
  • Legal services or advice
  • Meal or food assistance
  • Provide general transportation
  • Full-time on site or on call nurse
  • Physical assistance or escorts to resident’s room
