C. Description of the change request:
Definition of new message components for VAS (Value Added Service) management including:
- Information about the Service Provider, intended as VAS supplier.
- Common data for all VAS categories (e.g. Ticketing, Loyalty or Fleet Cards etc.).
- Data details for the specific managed VAS.
- Customer identification data used by Service Provider.
- Loyalty data used by Service Provider to manage his Loyalty program.
- Loyalty data used by Service Provider to manage his Loyalty program.
Addition of a new code values for the following code list:
- Add the Service Provider as a new party (PartyTypeCode).
- Add new payment transaction types (CardPaymentServiceTypeCode).
AcceptorAuthorisationRequest, AcceptorAuthorisationResponse and AcceptorCompletionAdvice messages will be extended with service provider and value added services information. AcceptorCompletionAdviceResponse message contains Service Provider information without value added services details.
D. Purpose of the change:
The purpose of the change is to extend the current financial messages in order to integrate value added services management to financial messages; this means to include messages to the Service Provider into the standardization domain.
The current proposed extension of the messages also allows executing value added services delivery as contextual as at payment transaction on the acquiring device.
E. Urgency of the request:
Publication of new message versions in April/May of 2015.
F. Business examples:
The cardholder, using his card containing both value added services and payment applications, is going to request a service (i.e. theater ticket). In the same transaction, the cardholder shall be allowed to pay and obtain the value added services on his card, through payment and related service information that are contained on the messages.

Resolution:
For the implementation of this CR the participants agree that there are two important issues to be clarified before:
· Will these enhancements implemented as additional CAPE message components or as local or external extensions?
· The approach should be much more generic means other VAS programs or product data information of other providers (e.g. petrol sector or Loyalty card issuers) should also to be taken into account for the definition of the business data structures.

The CR will be forwarded to the RA including the commented above.
