MAJOR FUNCTION

This is a professional staff position reporting to the Planning Manager and is responsible for coordinating the planning programs for the Southwest Florida International Airport and Page Field General Aviation Airport with the general public and surrounding communities, particularly airport noise studies, the airport noise “hot-line”, and airspace issues. Work involves coordinating public outreach and education programs, community presentations on airport noise and other planning efforts, daily interaction with southwest Florida communities and individuals concerned about aircraft overflights, and the coordination, management and direction of airport noise studies and other airport planning efforts with hired consultants, and coordination with the FAA and developers on tall structure issues.

Employees in this class work under the direction of the Department Director of Planning and Environmental Compliance. The primary focus of this position is to assist in the development, implementation and maintenance of a comprehensive airport noise program. This position requires the ability to communicate effectively to the general public and community organizations via the Port Authority’s web site, the noise comment “hot-line”, Power Point presentations, and written reports and documentation. This position will also be the point of contact between the Port Authority and hired consultants managing and directing the preparation of noise studies, noise analysis, and research. This position also includes the attendance of meetings during and after normal working hours and addressing citizens, local officials, government agencies, private agencies user groups and citizen groups.

There will be a variety of assigned projects for review based on the needs of the department which may include but are not limited to Lee County Comprehensive Plan Amendment assistance, Lee County development code changes, FAR Part 150 study, FAA Environmental Assessments, and Master Plan Updates. The position requires an aAbility to review and comment on adjacent landowner rezoning and Lee Plan amendments and review of Port Authority and on-airport construction design for compatibility with FAA and FDOT airspace regulations and local planning and zoning requirements.

GENERAL POSITION DUTIES

Oversee the LCPA Noise Program and coordinates activities with other the general public, communities, and other departments. Have a complete understanding of the FAR Part 150 process, participate in study updates and incorporate the implementation portion of the plan pertaining to the Lee Plan and Lee County Land Development Code. Provide technical assistance and information to other departments and outside consultants. Prepare reports relating to noise complaints received on the LCPA Noise hotline, in writing or verbally. Document all statistics relevant to aircraft operations and complaints. Coordinate with various Federal, State and Local agencies, airlines

and other interest groups and deal directly with the public concerning noise issues and prepare presentations. Prepare quarterly noise reports.

Process all construction projects required to submit for tall structure permits per the Lee County Development Code, FAA regulations or FDOT regulations. Coordinates with and assists LCPA governmental affairs department to process all FAA and FDOT airspace issues. Conducts planning research and coordinates planning activities. Prepares annotations to ordinances and publishes final decisions. Reviews development plan packages to ensure local development is in compliance with the development standards ordinance, zoning ordinance, comprehensive plan and other federal, state and local regulations.

Attends meetings with Lee County staff, City of Fort Myers staff, Port Authority working groups and community/citizen groups to discuss programs, make presentations, and to obtain and provide information. Provides and maintains public relations with the general public in responding to planning and zoning needs and interest.

Performs other duties as assigned. Contributes to the positive morale of the Port Authority.

MINIMUM QUALIFICATIONS

Knowledge, Abilities and Skills: Excellent communications and presentation skills a must. Ability to effectively communicate, educate and interact with community leaders, neighborhood organizations, and interested parties regarding airport planning issues, including airport overflights and noise. Must become knowledgeable of state, federal and local laws and regulations governing airports. Ability to review and analyze technical reports and papers for completeness and accuracy. Ability to present planning information clearly in oral and written form. Ability to establish and maintain effective working relationships with state and federal officials, working associates, subordinates and the general public.

Training and Experience: Graduation from a four year college or university with a degree in Community Relations, Public Relations, Planning, Aviation Management, or any other equivalent combination of education and experience. Must have experience using personal computer with knowledge of MS Word, Excel, and Power Point. Possession of a valid Florida driver's license.

Training and Experience: Graduation from a four year college or university with a degree in planning, aviation management, public administration or related field. One year of professional work in planning and/or airport related position. An advanced degree or course work in a related field may be substituted for experience. Must have experience using personal computer with knowledge of MS Word, Excel, and Access and Power Point. Knowledge in AutoCAD is desirable. Possession of a valid Florida dDriver's lLicense.
