Agenda Item: KBE Goal 1: Next Generation Learners – Unbridled Learning Accountability Reporting:
Ken Draut presented a PowerPoint discussing the new accountability system and how superintendents can access district, school and individual student information in the new Kentucky School Report Card. Questions regarding percentile rank/school rank and growth were discussed during the presentation.
The state action plan for foster children was also discussed. There is a concern about student records taking weeks to transfer from one district to another. Comments were made regarding establishing a position for social workers or a district level liaison.
Key Questions/Concerns:
Superintendents discussed the need to make sure all stakeholders, particularly teachers and students did not get discouraged when test scores come out. The focus must be on continuous improvement. Also, a discussion occurred on how you discuss the scores with stakeholders when you can’t compare them with the previous test. Ken Draut reminded them that student growth isn’t about a test; it’s about comparing to other students’ growth.
A request was made again (has been brought by other superintendents) to expand college and career readiness (CCR) options to include end-of-course (EOC) exams as a method to achieve CCR status.
No discussion occurred on foster children.
Agenda Item: KBE Goal 2: Next Generation Professionals:
Felicia Smith discussed the Professional Growth and Effectiveness System (PGES) with the council. This year is KDE’s extended field test year with two fields being tested, teacher effectiveness and principal effectiveness. Fifty-four districts are currently being field tested. Superintendents were asked to be thinking about schools in the district to participate in the statewide pilot, (1-2 language arts teachers, 1-2 math teachers, 1-2 English Language Learner teachers and 2-3 teachers in non-assessed areas.) No new teachers are to be used in the pilot.
Jeff Stamper provided a PD 360 demonstration for the council. PD 360 includes more than 2500 research-based videos. The council viewed several tabs on the PD 360 toolbar (Live Book, Focus, Videos and My Portfolio just to name a few).
Discussion/Action:
Lu Young asked about the expectation for principal participation in the pilot. Dr. Holliday said the expectation is to have at least one principal or 10% of the district’s principals, whichever is greater. Lu also asked how long principal certification as an evaluator will be valid Felicia Smith replied that a final decision hasn’t been made, but it looks like three years.
Agenda Item: Feedback and Reflection:
Commissioner Holliday asked the superintendents about any concerns they might have.
1). Teachers having difficulty putting copyright material into CIITS.
Felicia Smith said that we were working on a solution for intellectual property rights on CIITS submissions.
2). Scanning feature needed for teachers to upload information.
Felicia Smith said a solution was also being finalized for this area.
3). Concerns regarding Al Cross’ editorial in the Courier Journal.
A lengthy discussion occurred about the article and how it was perceived in Eastern Kentucky. Dr. Holliday apologized for how the context was presented and explained that the intent was to say that the whole state needed to work on teacher quality.
