A. Rationale for Adding Program

1. Why Chung-Ang University?

Chung-Ang University (CAU) is one of the top comprehensive universities in Korea, and hence offers Saint Mary’s students an excellent opportunity to study their desired subject area. Ranked as the world’s most innovative country by the Bloomberg Innovation Index 2015, ahead of countries like Japan, Germany, and USA, South Korea is a very attractive study abroad destination for students wishing to have an immersion experience in both technologically and culturally advanced non-Western environment. In spite of the popularity of South Korea, the College does not have a study abroad program in South Korea.

Established in 1918, CAU is a private university with over 30,000 students and 982 faculty members. It consists of 10 undergraduate colleges and 16 graduate schools. It operates two campuses, in Seoul and Anseong, Korea. Respected as leading institution providing quality education and fully accredited by the Ministry of Education of Korea, CAU offers a wide range of bachelor’s, master’s and doctoral programs including a law school, global MBA programs and a medical school. CAU is recognized as the nation’s best in the fields of pharmacy, culture and art education. With the help of its schools of art and culture, the university stands at the center of the Korean culture wave, currently sweeping Asia and beyond.

According to the 2013 university ranking by Korea Joongang Daily, CAU ranked 8th overall in South Korea, in particular it was the nation's number one in the fields of theatre studies, film studies and photography. More recently CAU’s business school is consistently ranked as a top ten school in South Korea. CAU ranked 7th in reputation, 7th in papers published on SCI journals. According to QS university rankings in 2013, CAU ranked 12th in Korea and 71st in Asia.

CAU is a no stranger to Saint Mary’s. Since the signing of the general cooperation agreement by the presidents of CAU and Saint Mary’s in May 2015, Saint Mary’s has been collaborating with CAU on a number of short-term exchange programs. Last summer, School of Economics and Business Administration (SEBA) hosted 21 CAU undergraduate global finance majors at Saint Mary’s campus for an 8-day study tour program. In January 2016, two SEBA professors and 20 Saint Mary’s undergraduate students enrolled in a Jan term travel course (JAN 186) were hosted by CAU. During the 9-day stay at CAU, SEBA faculty and students experienced the quality of CAU’s faculty, who mostly possess their Ph.Ds from top U.S. universities such as Yale, MIT, UC Berkeley, and University of Michigan. SEBA is currently working to host another group of undergraduate students from CAU this summer, and the destination for newly approved Jan term travel course (JAN 184) to Seoul, Korea will be delivered at CAU campus in Seoul. In addition, SEBA’s new Masters in Management (MSM) Program also plans to offer its international field study course at CAU in April 2017. Based on our interactions with CAU, we have developed a trusting relationship with its faculty and administration.

In summary, we believe CAU will be an excellent partner university to establish a study abroad program in South Korea. Chung-Ang University already administers a wide range of student exchange programs with its partner schools around the world on a semester or academic-year basis. B. Program design

1. Where will the program take place?

CAU is a comprehensive private institution located in Seoul, South Korea. Seoul is economic, political, and cultural center of South Korea with about 10 million residents in the city proper, and another 10 million living surrounding Seoul.

Today, Seoul is considered a leading and rising global city, resulting from an economic boom called the Miracle on the Han River which transformed it to the world's 4th largest metropolitan economy with a GDP of US$845.9 billion in 2014 after Tokyo, New York City and Los Angeles. In 2015, it was rated Asia's most livable city with the second highest quality of life globally by Arcadis.

A world leading technology hub centered on Gangnam and Digital Media City, the Seoul Capital Area boasts 15 Fortune Global 500 companies such as Samsung, the world's largest technology company, as well as LG and Hyundai-Kia. In 2014, the city's GDP per capita (PPP) of $39,786 was comparable to that of France and Finland. Ranked sixth in the Global Power City Index and Global Financial Centres Index, the metropolis exerts a major influence in global affairs as one of the five leading hosts of global conferences.

Seoul is also the world's most wired city and ranked first in technology readiness by PwC's Cities of Opportunity report. It is served by the KTX high-speed rail and the Seoul Subway, providing 4G LTE, WiFi and DMB inside subway cars. Seoul is connected via AREX to Incheon International Airport, rated the world's best airport nine years in a row (2005–2013) by Airports Council International.

Located at the south of the Han River, which divides Seoul into the north of the river “Gangbook” and the south of the river “Gangnam”, in Seoul, CAU campus is in close proximity of the city centers both in Gangbook an Gangnam, making it easy to access various palaces, museums, and other cultural venues.

2. Which semester is it designed for? Could it apply to both semesters?

CAU operates on a semester calendar in which Spring Semester runs from early March to about June 20 and Fall Semester runs from early September to December 20. The study abroad program will be offered during the Fall and Spring semesters. The CAU calendar will allow SMC students to take either or both semesters without missing the Jan Term courses.

3. What are the learning outcomes for the program?

Because CAU is a leading university in which the majority of its professors are trained in the US and other advanced nations, the learning outcomes for each course will be somewhat consistent with those of Saint Mary’s. In addition, the students will also gain cultural immersion experience in which the majority of the students are local Korean and international students from China. Due to the exchange program, the participating students will:

· Understand the difference and similarities between the US and South Korea in terms of social, cultural and political aspects

· Broaden one’s awareness and ability in working cross-cultural setting

4. How many students can attend?

The exchange agreement will take priority over study abroad (fee paying) program. There will be a total exchange of 4 students per academic year or 2 year-long students per academic year. Once the exchange quota is fulfilled, additional SMC students may enroll at CAU as fee paying study abroad students.

5. Does the program include an SMC faculty member’s participation? If so, how?

CAU does not require an SMC faculty member’s participation because it is a major comprehensive university with 1,000 full-time faculty and an extensive array of students services.

6. What is the design of the program overall in terms of study time, travel itinerary, housing, transportation, and cultural immersion opportunities? What are the typical fall/spring program dates?

· Study Time: Fall or Spring semesters or both.

· Travel Itinerary: Direct flight from SFO to Seoul/Incheon airports

· Housing: CAU has excellent international students dorms with various amenities including wifi, English TV channels, study rooms, computer lab, gyms, dining halls, convenience stores, and café. The semester housing fee is about $1,300 which includes meals.

· Dining: CAU offers various on campus dining options at very reasonable costs. Dorm meals are less than $3 for breakfast, lunch, and dinner. There are a few on campus restaurants including McDonalds, and hundreds of local restaurants within 10 minute walking distance.

· Transportation: Direct flight from SFO to Seoul/Incheon airports served by United Air, Asiana Ari, Korean Air, and Singapore Air. From the airport, CAU is about an hour away via bus or taxi. CAU is about 5 minute walking distance from Heukseok subway station and has many buses that are connected to various parts of the city.

· Cultural Immersion opportunities: Because of CAU’s central location in Seoul, students have access to various cultural venues. For example, students can participate in CAU organized field trips to Seoul City Tour, Korean Folk Village, Samsung Innovation Museum, and Suwon Fortress. In addition, CAU offers cultural experiences including performance of traditional Korean musical instruments, Korean traditional ceramics class, Korean traditional clothing wearing experience, and Taekwon-do lesson. CAU is also in close proximity of numerous palaces, museums, theatres, and performing halls.

7. What are the benefits of this program for both the students and SMC?

The most salient benefit of this program for SMC students is the immersive study abroad or exchange opportunity in Seoul, which is currently unavailable. Considering the increasing importance of South Korea in global economy, being able to partner with one of the best universities in South Korea will provide SMC students high quality academic experience in the dynamic city of Seoul, South Korea.

CAU is also a good fit for SMC because it is known for its strength in many liberal arts majors including theatre and film making. CAU is also known for the size, the largest in South Korea, and the quality of the business programs where the majority of the professors are trained by the major research universities in the US. Because of this, CAU business school offers extensive list of courses in English, making it easy for SMC students to obtain necessary course units for graduation.
