The Nebraska Department of Education initially supported having local development, administration, and reporting of assessments in the core subject areas. State writing had been administered through the Nebraska Department of Education. TheSchool-based, Teacher-led Assessment Reporting System (STARS) was utilized until Spring 2009 for Reading, Mathematics, and Science assessments. STARS assessments have been replaced with Nebraska State Accountability Assessments (NeSA). The following is a comparison of the two assessment systems.

Individual school districts were allowed to develop their own standards and tests, as long as they met or exceeded state standards for rigor. / State-developed assessments
Administration of Assessments
Since a school comparison was never intended under the STARS assessment system, NDE did not prescribe a standardized testing procedure for districts to follow. Assessment retakes were allowed, and often led to increased numbers of students who qualified as “proficient.” Some schools (districts) reported elevated proficiencies due to the allowance of student retakes (sometimes using the same form). / NeSA administration of assessments is highly controlled. (Examples of testing procedures:)
  • Teachers are not given access to tests prior to testing date
  • Student accommodations are strictly limited
  • Students must take tests within specified testing windows under strict testing conditions.
  • Teacher directions and responses are scripted
  • Etc.

Comparative Data and Published Results
As directed by NDE, schools across the state developed their own assessments of the state standards for the purposes of allowing individual teachers to identify strengths and weaknesses in student learning and their own instruction. While the quality of each assessment was judged rigorously by the NDE, these assessments were never intended as a tool to provide comparisons of individual schools and/or districts.
Nebraska's system did not allow an "apples-to-apples" comparison between schools. / Comparisons between schools and districts can be made, since the testing is uniform for all students.
Schools and Districts will be ranked, based on results.
Nebraska is compelled to publish the list because it accepted State Fiscal Stabilization Funds as part of the federal stimulus package.

NeSA statewide tests in grades 3-8 and 11 were administered for the first time in spring 2010. The tests measured the newly revised Nebraska reading standards and determined whether Nebraska students were proficient on standards.

Federal Accountability: Cohort Four-Year Graduation Rate

The Cohort Four-Year Graduation Rate is calculated by dividing the number of students in a cohort who graduate with a regular high school diploma in four years or less by the number of students in the Graduation Cohort. The Cohort Four-Year Graduation Rate will be used by NDE for reporting beginning with the 2011 Graduation Cohort using NSSRS longitudinal data. The 2011 Cohort Four-Year Graduation Rate will be used for the AYP Other Academic Indicator for high school in 2011-2012. This rate is based on the standards published by the US Department of Education.

A student belongs to a Graduation Cohort based on the school enrollment status. A cohort represents the set of students sharing an expected graduation year. The expected graduation year is determined by adding four years to the school year when the student reaches 9th grade for the first time and remains unchanged. The 2011 graduation cohort is the group of students who entered 9th grade for the first time in the 2007-08 school year.

The cohort is “adjusted” by adding any students transferring into the cohort and by subtracting any students who transfer out, emigrate to another country, or die during the time before the expected graduation year. The High School Diploma Recipients count does not include certificates of achievement/attendance, alternative awards or General Education Diplomas (GED), those students remain in the denominator.
