Wendy Walsh is currently serving as the Federal Emergency Management Agency (FEMA) Higher Education Program Manager at the Emergency Management Institute (EMI). This program has been supporting academia for over 20 years, serving as the focal point for emergency management higher education, fostering the professionalization of this field via educational efforts and contributing to the resilience of the Nation by creating a strong cadre of emergency management and homeland security professionals.
Prior to this assignment she of served as the Homeland Defense and Security Coordinator at the Naval Postgraduate School (NPS) in Monterey. In this position, she facilitated opportunities for homeland security research and technology collaboration within NPS, serving as a catalyst for establishing and managing viable intellectual and financial partnerships with other federal agencies, state and local governments, academia and the private sector that are addressing issues of Homeland Defense and Security.
Ms. Walsh is a founding member of the NPS Maritime Defense & Security Research Program and coordinated and instruction for the International Maritime Security Education program deliveries at NPS and the NATO School in Oberammergau, Germany. Ms. Walsh serves as the Maritime Security Educational Director for the Littoral Operations Center (LOC).
She has also been an active participant in projects that leverage military modeling, simulation and virtual environments to augment homeland security training, exercises and research. She has supported the development and implementation of the Massive Multi-player Online War-game Leveraging the Internet (MMOWGLI) game as well as managed the NPS Healthcare Modeling & Simulation Certificate Program. She has supported the development of the NPS Center for Infrastructure Defense (CID) and has developed and sustained information sharing research to improve the security of the global maritime supply chain since 2007.
In 2013 she was appointed to the California Cybersecurity Task force co-chairing the Workforce Development & Education Subcommittee for the task force and supported the development of the state’s cybersecurity strategy. She received the State’s award for Leadership in Cybersecurity Education in 2014.
Prior to working for NPS she served the US Department of Homeland Security (DHS) as a President’s Management Fellow filling the position of Citizen Corps Program Specialist within the Preparedness Directorate. In that position, she worked closely with the States of California, Nevada, Hawaii, Arizona and the Pacific Territories to better prepare citizens and align private sector activities with governmental homeland security efforts.
She has also worked for the State of California, assisting in emergency and disaster preparedness, planning and exercises as well as served as the public information officer (PIO) for a large state developmental center. She holds a BA in Political Science, Masters of Public Administration from Sonoma State University and is a DHS Master Exercise Practitioner. She is currently pursuing a PhD in Information Sciences.

During the consultations and negotiations that led to its finalization, strong calls were made to develop practical guidance to support implementation, ensure engagement and ownership of action by all stakeholders, and strengthen accountability in disaster risk reduction.
UNISDR invites stakeholders to nominate experts or representatives to help develop the “Words into Action” guides on priority topics below. Each year, September is recognized as National Preparedness Month, which serves as a call to action to prepare, now and throughout the year, for the types of emergencies that could affect us where we live, work, and visit.
This year’s National Preparedness Month theme is “Don’t Wait. Communicate. Make Your Emergency Plan Today.” Don’t wait! Make a plan with your family and friends for how you will stay safe and communicate during an emergency or disaster that can affect your community. The themes for four of the five weeks in September raise awareness about disasters including floods, wildfires, hurricanes, and power outages. The themes call attention to emergencies and disasters that could happen across the country this time of year. The fifth week leads up to National PrepareAthon! Day on September 30, when the nation will come together to take action and practice their preparedness in advance of an emergency.

v Humanitarian Disaster Institute - Two Announcements - September 9, 2015

Convening at the United Nations Church Center in New York on September 25, 2015 (which is the day Pope Francis will be addressing the United Nations) this working-conference will be devoted to a mix of informational sessions, audience driven conversation with experts, and networking. The World Evangelical Alliance (WEA) in collaboration with several of its global partners participated in the preparation for the United Nations’ (UN) World Humanitarian Summit (WHS) by submitting a comprehensive paper on ‘the unique and essential role of the evangelical community in humanitarian response and development.’
Titled ‘A Call to Commitment and Partnership – A World Evangelical Alliance Brief on the Evangelical Community and Humanitarian Development’, it explains who evangelicals are, why they engage in humanitarian work, and how they work: from the global level of associations, networks and international Non-Government Organizations (NGOs) to the grassroots level of local churches.
“We welcome the opportunity that the World Humanitarian Summit provides to faith-based organizations to participate in a meaningful conversation on how to better respond to the ever increasing humanitarian needs around the world,” said Bp Efraim Tendero, Secretary General of the WEA.
“Representing a diverse constituency of some 600 million evangelicals in 129 countries, the WEA’s paper reflects both, our wide experience of serving those in need and our ethos of intentionally and consistently living out our faith in unconditional service.” Research has long shown that people and communities turn to faith in times of humanitarian crises to make meaning and find hope, the report says, adding that new studies have also begun to bring light to the important role faith-based organizations provide in humanitarian contexts. This role is based upon a theology of Christian faith that models itself on the unconditional love of Jesus Christ, who calls us to love our neighbor. In the humanitarian context, love is expressed through timely, lifesaving action in service to all in need without discrimination.
The evangelical community is committed to participating as an active partner in humanitarian response and development, recognizing that in a diverse world we will act alongside other faith and non-faith groups, and do so with respect and humility.
The paper that was prepared in collaboration with Micah Global, the Humanitarian Disaster Institute of Wheaton College, Food for the Hungry, and Tearfund UK, also calls on the UN to improve the acceptance/understanding among the international community of the unique value of faith based organizations, and thereby more deeply engage the faith communities in humanitarian and development response.
It features contemporary and historical illustrations of how evangelical organizations, churches and individuals have responded to calamities, such as the Ebola crisis in West Africa or the floods in Mozambique. But it also addresses ‘misperceptions and proper criticisms of the evangelical community around gender discrimination and proselytizing,’ calling upon the evangelical community to ‘work together toward addressing these issues.’
“As we worked on this paper and gathered the insights from participants around the table, we were reminded again of our call to serve a suffering world in the name of Christ. The paper can be read as a devotional, a call, a challenge to respond to those in need,” said Commissioner Christine MacMillan, WEA’s Director of Public Engagement and one of the authors of the paper. “As WEA, we encourage churches, Christian organizations, and individuals to use this paper for reflection on our ethos and our values as we seek to live out our faith in God’s so loved world.”
