Bid Instructions

This Invitation to Bid (ITB) is only for GM product dealers that have been prequalified by the State of Michigan to provide various vehicles as a result of their response to RFP-LG-071I0200131 dated May 14, 2010.

The prequalified dealers are as follows: Champion Chevrolet, Champion Chrysler, Fairlane Ford Sales, Garber Chevrolet, Gorno Ford, LaFontaine Auto Group, Red Holman Buick GMC, Shaheen Chevrolet, Signature Ford, Bill Snethkamp Lansing Dodge Inc., Sterling Heights Dodge, Thelen Chrysler Dodge Jeep, Tri-County International Trucks, Inc., Varsity Ford, and Berger Chevrolet.

There are 16 items that are up for bid during this bid cycle, with a listed manufacturer cutoff date on March 7th, 2013. The list of items is in Attachment A: Bidder Workbook. Bids and confirmation sheets are due before February 11, 2013 at 5:00 PM Eastern Time.

1. Bid Submission: Bids and confirmation sheets must be submitted electronically via the Bid4Michigan website (www.bid4michigan.com)

Faxed Bids will not be accepted. Proposals that are received after the specified due date and time will not be considered unless (a) all other bids received on time do not meet specifications, or (b) no other bids are received.

2. Questions concerning the ITB must be submitted no later than 3:00 PM, Eastern Time, on February 7, 2013.

Answers to questions will be prepared and posted under ITB number ITB- ITB-KP-020513GM at: www.bid4michigan.com.

The State may modify the ITB at any time during the bid process. All changes to the ITB will be posted as an Addendum under ITB-KP-020513GM and each posting officially revises the ITB.

Awards

Awards will be made to the bidder that meets specifications and offers the lowest price to the State.

In an attempt to offer a broader range of service to MDOT and MiDEAL members, the State reserves the right to make an award to one dealership by awarding by item or group (i.e. all Silverado C10903 (E-85).

Vehicle awards will be published in a spreadsheet format as a change notice to the awarded pre-qualified dealer’s Contract.

Evaluation of price proposals includes consideration of a qualified disabled veteran preference. MCL 18.1261 establishes a preference of up to 10% for businesses owned by qualified disabled veterans that are considered for award in accordance with subsection (a). Indicate on Attachment A if this preference applies. Submittal of the following documentation will be required before the preference can be applied:

(a) Proof of service and conditions of discharge: DD214 or equivalent

(b) Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter or equivalent if the disability was documented after discharge

(c) Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity

Bid Submittal

1. For each vehicle, be sure to enter in a MDOT price and a MIDEAL price. The MDOT price includes delivery charges to the Main St. Garage in Lansing, MI. The MIDEAL price does not include delivery charges but SHALL INCLUDE THE 1% ADMINISTRATIVE FEE.

2. Delivery fee to MiDEAL members will be a maximum of $3.00 per mile starting at the first mile.

3. If you have any specification exceptions to the MDOT specifications, please include these in the column titled Exceptions to Spec.

4. All vehicles shall be priced according the specifications listed in Appendix B. This is a separate attachment available on www.Bid4Michigan.com.

5. When submitting the pricing spreadsheet, please include your dealership name at the end of the file name. For example: Vehicle Pricing Spreadsheet_Ford. This identifies which dealer has submitted the pricing sheet.

6. BE SURE YOU SAVE THE APPENDIX A SPREADSHEET TO YOUR FILE ON YOUR COMPUTER SO YOUR CHANGES ARE SAVED AND SUBMIT YOUR PRICING SHEET TO WWW.BID4MICHIGAN.COM. USE THE FILE SAVING METHOD DESCRIBED ABOVE.

7. Vehicle Order Confirmation sheets are to be submitted to www.Bid4Michigan.com prior to the bid due date and time. Confirmation Sheets are required for MIDEAL vehicles ONLY. Save each spec number in a separate PDF file in the following format:
