POSITION OBJECTIVE:

Develop, maintain, and assist with implementing a Departmental WHS Management System compliant with AS/NZS 4801 Occupational health and safety management systems – specification with guidance for use to achieve the Department’s WHS policy.

MAJOR DUTIES:

·  Develop and manage the Department’s WHS Management System (WHSMS).

·  Develop policies, procedures and systems that guide Departmental managers and employees in the implementation and operation of the WHSMS.

·  Establish and maintain effective working relationships with key stakeholders. Participate on corporate management committees and working groups to lead and facilitate discussions, negotiations and agreements that support effective WHS management and consultation across the Department.

·  Provide high level advice and support to the Department’s Executive, WHS Management Committee and senior managers in relation to WHS legislative and regulatory requirements, including the provision of contemporary information and guidance on emerging WHS issues.

·  Develop and maintain the Department’s WHS Register and Plan.

·  Coordinate risk assessments and facilitate the development of safe working procedures applicable throughout the Department.

·  Development and implementation of WHS training programs.

·  Lead and conduct WHS system and procedural audits.

·  Perform any other assigned duties at the classification level that are within the employee’s competence and training as a senior member of the Human Resources Branch, and as directed by the Manager Human Resources.

Classification Band Advanced Assessment Point

The classification of this position under the Tasmanian State Service Award provides the opportunity for its current occupant to advance from Range 1 to Range 2 within the same Band. Performance requirements at the upper end of the band are expected to be more challenging and assessment criteria are expected to be more rigorous than those that apply to normal salary progression.

Employees are to have served at least six months at their current salary level prior to the salary movement and are assessed as meeting the performance criteria of their Performance Plan to at least a satisfactory level.

RESPONSIBILITY, DECISION MAKING AND DIRECTION RECEIVED:

The occupant operates with considerable autonomy and is required to provide leadership regarding the design, development and operation of the Departments WHS management system.

The occupant works with a significant degree of operational independence in initiating, influencing and shaping WHS policy that have a direct and significant effect on organisational outcomes. Direction is received from the General Manager, (Corporate Services) on behalf of DPIPWE Executive, and also the Manager (Human Resources).

Represent the Department in dealings with a range of internal and external stakeholders in relation to program activities.

As an administrative specialist the Principal HR Consultant (WHS) is responsible for supervising, mentoring and coaching other employees and required to remain abreast of contemporary developments in WHS and related issues.

Responsibility may be shared with relevant managers for the development of strategy, policy or program outputs.

The occupant is responsible for ensuring a safe working environment by complying with relevant WHS legislation, codes of practice and policies, procedures and guidelines issued under the Department’s WHS Management System and for promoting the principles of managing diversity.

The Principal HR Consultant (WHS) reports directly to the Manager, Human Resources.

Guidance or instruction may on occasion be received on the implementation of highly technically complex modifications that provide solutions consistent with policy, regulatory and/or technological requirements and developments.

KNOWLEDGE, SKILLS AND EXPERIENCE (SELECTION CRITERIA):

(in relation to the Major Duties)

1.  High level working knowledge and understanding of:

·  AS/NZS 4801:2001 “Occupational Health and Safety Management Systems – Specifications with Guidance for Use”

·  AS/NZS ISO 31000:2009 “Risk Management – Principles and Guidelines”

·  Work Health and Safety Act 2012 and associated regulations and Codes of Practice.

2.  Demonstrated experience in the development and implementation of a WHS management system (including the formulation of safety policies, procedures and guidelines) and conducting WHS investigations and auditing (including preparing reports and providing recommendations for action).

3.  High level communication, consultancy and relationship management skills with the ability to establish and maintain sound working relationships with key stakeholder’s at all organisational levels. Strong written and verbal communication skills.

4.  High level leadership experience in WHS and influencing skills to shape innovation and build on a safety culture throughout the Department.

5.  An understanding of contemporary management practices and the ability to supervise and coach less experienced employees.

6.  Excellent organisational skills with an ability to work to tight deadlines and deliver outputs within set timeframes to achieve results, particularly in a changing environment.

DESIRABLE QUALIFICATIONS AND REQUIREMENTS:

Tertiary qualifications in work health and safety

Lead Auditor – WHS Management Systems

Investigate WHS Incidents equivalent to BSBWHS505A.

DEPARTMENT’S ROLE:

The Department of Primary Industries, Parks, Water and Environment (DPIPWE) is responsible for the sustainable management and protection of Tasmania’s natural and cultural assets for the benefit of Tasmanian communities and the economy. The Department’s activities guide and support the use and management of Tasmania’s land and water resources and protect its natural and cultural environment.

The Department is also responsible for delivering the services that support primary industry development and the protection of the State’s relative disease and pest-free status.

Under Tasmania’s emergency management arrangements DPIPWE is the management authority (lead agency) for various aspects of the management of biosecurity emergencies (includes exotic animal, plant and marine disease and pest emergencies), environmental emergencies (includes marine pollution spills), fire in national parks and other reserves, floods from dam failure and sea inundation from storm surge. In regard to those types of emergency prevention, preparedness and response activities are core business of this agency and potentially may involve all staff in some way.
