14. General Summary of Function/Purpose of Position
This positionserves as the recognized resource/liaison for the Department of Health and Human Services (DHHS/DHHS)Partnership and is responsible for analyzing and recommending policy and programs for mental health and related services for children who are abused and neglected in the child welfare system, statewide, department wide for services delivered through the Community Mental Health Services Programs (CMHSP)/Pre-paid Inpatient Health Plans (PIHPs). This position serves as therecognized resourcewithin MDHHS to plan, oversee and expedite mental health projects that meet the unique needs of abused and neglected children. This position is responsible for planning and providing policy direction for projects withinDHHS directed to increasing access to mental health services for children and families involved in the child welfare system. This includes the DHS Incentive Payment, Waiver for Children with Serious Emotional Disturbance (SEDW) and initiatives related to children on DHS adoption subsidy and other DHS programs. This position will provide support for the SEDW in coordination with the operation of the SED Waiver in the Federal Compliance Section of the Division of Quality Management and Planning. The position is responsible for technical assistance to the field regarding these programs and collaboration with PIHP/CMHSPand for the overseeing evaluation of these initiatives.

Serves as the recognized resource/liaison for themental health and child welfarepartnership including: development of alternative strategies for servicesto better address the mental healthneeds of children in the child welfare system and their families, development of overall program evaluation and outcome management system for servicesimpactingchildren's populations.
Individual tasks related to the duty:
Serves as a liaison between PIHP/CMHSP and DHHSto improve mental health services to children in the child welfare system and their families.
Identifies potential barriers/need areas and make recommendations for improvement related to mental health programs, policies, and issues impacting children in the child welfare system.
Provides consultation to internal and external groups that are examining issues impacting this population to make policy and program recommendations.
Makes recommendations and develops new partnerships and projects between PIHP/CMHSP and DHHS hat impact this population.
Analyzes system issues or needs for improvements and makes recommendations for consideration by the Core Implementation Team which includes DHHS/Children's Services Agency and Behavioral Health and Developmental Disabilities Administration(BHDDA) manager level staff who meet bi-weekly to oversee implementation of the DHS/DCH projects.
Provides staff support the MDHHS Children's Mental Health Core Team including developing agendas and group process for discussion of issues.
Serves as a liaison between PIHP/CMHSP and DHHS for the SEDW, DHHS Incentive Payment and other programs and services as they impact service delivery for children with serious emotional disturbance and their families.
Provides staff support to the DHHS Children's Mental Health Leadership Team which includesDHHS Deputy and Bureau level administrators.
Develops documents for policy, program and system improvement recommendations for review and consideration by the Children's Mental Health Leadership Team.
Works with DHHS to develop evaluation and reporting parameters as needed to meet DHHS Requirements.
Coordinates with MDHHS Children's Mental Health Core Implementation Team and Leadership Team to provide feedback to MSU regarding the evaluation.
Works with State Wraparound Training Coordinator and Michigan State University regarding data collection for Wraparound quality assurance.
Ensures meeting materials and notes are distributed to participants.
Follows-up on tasks assigned during meetings.
Obtains and provides information to MDHHS Children's Mental Health Core Implementation Team, as needed or requested.
Coordinates across organizational units within the Michigan Department of Health and Human Services in all of the above.

Serves as a system of care technical advisor at the local community level in coordination with PIHP/CMHSP and local DHHS
Individual tasks related to the duty:
Plans and coordinates system of care technical assistance and information across systems (CMHSP/PIHP and DHHS) at the CountyDirector, administrative staff, supervisory and line level to ensure successful collaboration includingimplementation of the SEDW Project in local communities.
Plans and coordinates technical assistance and consultation regarding: service parameters, provider qualifications to the mental health services delivered through the CMHSPs/PIHP
Plans, organizes and provides operational technical assistance (TA) to local DHHS and CMHSP staff at scheduled site meetings or upon request for new sites and to problem solve barriers to implementation for existing sites.
Plans, organizes and presents at state and local trainings on the SEDW and other Mental Health and Child Welfare related topics in coordination with the Federal Compliance Section in the Division of Quality Management Staff.
Works in coordination with the MDHHS Training Coordinator regarding technical assistance needs for Wraparound Community Teams and other Wraparound programmatic/clinical/fidelity issues.
Participates in phones calls with MDHHS, PIHP/CMHSP and local DHHS related system level issues and concerns or problem solving around children with complex needs.

Coordinates with operations staff within the Federal Compliance Section of the Division of Quality Management and Planning to implement the SED Waiver DHHS project.
Individual tasks related to the duty:
Participates in the MDHHS SEDW Operations Team Meeting identifies agenda items and provides follow up with needed.
Reviews disenrollment from the SEDW to ensure children continue to receive appropriate mental health servicesas they return home and who are no longer on the SEDW.
Provides programmatic technical assistance (TA) to local CMHSPs at meetings and/or conference calls regarding system of care issues.
Provides input regarding clinical and content expertise as it relates to the waiver application, renewals and annual reports.

Oversees implementation of models of evidence based practice for the Treatment Foster Care and Therapeutic Foster Care
Individual tasks related to the duty:
Coordinatesefforts to identify and evaluate this risks, opportunities and outcomes of various evidenced based approaches for implementation in the Therapeutic Foster Care and Treatment Foster Care.
Identifies potential barriers/need areas and make recommendations for improvement related to delivery of mental health mental health services for children served in the Treatment Foster Care and Therapeutic programs, polices, and issues impacting children in the child welfare system.
Provides consultation to internal and external groups that are examining issues impacting children and families needing Therapeutic Foster Care and Treatment Foster Care to make policy and program recommendations.
Provides staff support to the Treatment Foster Care and Therapeutic Foster Care Team.

23. What are the essential functions of this position?
Mental Health and Child Welfare Partnership Position is responsible for analyzing, recommending policy and programs for mental health and related services for children who are abused and neglected in the child welfare system, statewide, department wide for services delivered through the Community Mental Health Services Programs (CMHSPs)/Pre-paid Inpatient Health Plans (PIHPs). The position will also:
  • Serves as the recognized resource within MDHHS to plan, oversee and expedite mental health projects that meet the unique needs of DHHS abused and neglected children.
  • Serves as the liaison for the DHHS partnership including: development of alternative strategies for DHHS programs to better address the needs of children in the child welfare system and their families, development of overall program evaluation and outcome management system for programs impacting children’s populations.
  • Serves as a system of care technical advisor at the local community level in coordination with PIHP/CMHSP and local DHHS
  • Coordinates with operations staff within the Federal Compliance Section of the Division of Quality Management and Planning to implement the SED Waiver.

This position is an updated position post Department merger. The essential activities have not changed which is to assure better access to mental health services for children in child welfare.
25. What is the function of the work area and how does this position fit into that function?
The Division of Mental Health Services to Children and Families recommends policy and programs for children with serious emotional disturbance (SED), developmental disabilities (DD) and early intervention services and for providing technical assistance and support to the CMHSP/PIHPs to implement effective mental health services for children. The Mental Health and Child Welfare Partnership position is responsible for specifically recommending policy and programs that increase access for children in child welfare to appropriate mental health services and for assisting with technical assistance and implementation of programs aimed towards that goal. This position is working closely with the Federal Compliance Section of the Division of Quality Management and Planning as the clinical expert to manage the implementation of the SEDW as well as other projects that impact DHHS children and other children with SED and their families. This position coordinates closely with DHHS to implement services and programs within the mental health system that meet the unique needs of children who are abused and neglected.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position.
EDUCATION:
Master’s degree in Human Services field preferred
Possession of a bachelor’s degree in any major, bachelor's and/or master's in Human Services preferred.
EXPERIENCE:
Departmental Analyst 12
Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of community-based mental health services for children.
Knowledge of the needs of children with a serious emotional disturbance and their families.
Knowledge of the child welfare system and the needs of children who are abused and neglected and their families.
Knowledge of system of care principles and practices
Other areas of Knowledge, Skills, and Abilities:
Ability to plan, coordinate and expedite work projects
Ability to plan, direct, and coordinate programs and administrative activities of a complex, interrelated and interdependent nature, where unknowns and numerous contingency factors are involved.
Ability to formulate policies and procedures relevant to child mental health and children in child welfare.
Knowledge of the Medicaid regulations and Child Welfare Policy and Programs
Ability to communicate with others verbally and in writing
Experience and success in developing and delivering training to human services professionals and families.
