COMMUNIQUE ON PLANT DISEASES AND PESTS SUBJECT TO INTERNAL QUARANTINE

Objective:

Article 1– This Communication is prepared for the purpose to determine and declare the harmful organisms in order to contribute to agricultural production by preventing from the pests, recently introduced to Turkey or present for long, such as insects, mites, nematodes, fungi, bacteria, viruses and weeds from contaminated crops, seeds, seedlings, saplings, cuttings, scions, grafting slits, tubers, roots, bulbs, fruits, blossoms, leaves, tissues and other vegetative organs or from spreading out in uninfected areas, and by preventing or minimizing plant or crop losses.

Legal Basis

Article 2- This Communication is prepared by the Ministry of Agriculture and Rural Affairs in accordance with articles 16 to 19 of Plant Protection and Agricultural Quarantine Law, articles 39 to 52 of Agricultural Quarantine Regulations which was put into force by the Decree No. 6/ 3346 of Council of Ministers and Article 2/K of the Decree No. 441 which has the force of law and relating the establishment and duties of the Ministry of Agriculture and Rural Affairs.

Measures to be taken

Article 3– The plants, crops and vegetative parts mentioned in Article 1 of this Communication, which are contaminated by the harmful organisms agents listed in the ‘List of Diseases and Parasites Subject to Internal Quarantine’ attached to this Communication cannot be exported or transported from the area where they are grown. Technical clearing practices, control measures to be taken, documents to be prepared and all the other works to be done prior to transportation of contaminated plants, crops or vegetative parts for their free distribution and sale will be executed with care by the Provincial and Subprovincial Directorates of Agriculture.

Revising the List

Article 4– The list attached to this Communication may be rearranged by the Ministry of Agriculture and Rural Affairs.

Validity

Article 5- This Communication comes into force on the date of its publication.

Execution

Article 6– Provisions of this Communication are executed by the Ministry of Agriculture and Rural Affairs.
