Introduction

This is monthly Regional WASH cluster meeting held in Jowhar of Middle Shabelle Region in monthly basis. The meeting was opened with recitation of koranic Verses by Omar Mohamed Omar ; after that, Middle Shabelle Regional WASH focal Point briefed the standing agendas to the participants of the meeting and welcomed WASH partners to March, 2016 Monthly WASH Coordination Meeting.

After that, the participants made a quick round table of introduction presenting their names and organizations which they are from.

Review and endorsement of the last cluster meeting minutes and follow up on the action points if existed (10 min)

The chair distributed printed previous meeting minute , then requested from participants to review , after ten minutes review, all participants endorsed as it was.

There has been an argument raised why electronic process- survey monkey was included in Middle Shabelle region, because we have agreed unanimously that current structure of Middle Shabelle WASH focal point and his deputy to remain the same in next year.

Then, Middle Shabelle WASH focal point explained that this year, election process was standardized in all regions, and all only active WASH partners in Middle Shabelle Region as well as participate in regional meetings over the past 12 months and in 4 W matrix can have an access to vote , so that do not worry your decision will be the same as you reached in February, 2016 meeting.

Action Point

ü  National & Regional WASH cluster should release hygiene kit distribution in Response to AWD outbreak which has been temporarily halted in Balad as well as hygiene kits to be approved for some affected villages of Jowhar district.

Action point which was standing previous meeting was explained well to the WASH partners by Middle Shabelle Regional Focal Point and here it is:

National WASH cluster instructed WOCCA to store these hygiene kits in Middle Shabelle Supply hub, then that was done by WOCCA.

·  Updates on AWD/Cholera and Responses

QOd-Qod Foundation reported that there are 5 cases in Bulo Haji and 12 cases in Khalafow, no mortality cases were reported, the affected children are being treated at their homes.

WOCCA reported that there are 15 cases , 9 of the cases were referred to Qadar Red Crescent health Facility in Balad, 6 in Intersos one mortality aged 13 years old.

There are also 3 cases in Degaanley, they recovered.

There are scenes of change of Behavior, villages who previously benefited from hygiene kits distribution kept their aqua tabs and have now started using now since they are using water from hand dug holes inside the river know as in Somali (XIN)

as well as there are 5 cases in Walamoy, 2 were referred to Balad town, 2 cases were treated in Walamoy while one adult mortality has been reported in Walamoy Village of Balad district.

Balad District Administration and District Medical Officer of Somali Ministry of health provided medical supplies including ringer lactate and ORS.

WOCCA chlorinated 37 shallow wells

There have been 15 cases, 13 adult and 2 children, all recovered, 1 were referred to Intersos health facility in Balad.

Tardo reported that from 1st March to 29th, 2016, 73 cases of AWD were reported in operational health facilities in Jowhar town, these were from Bacadley, Gaashaanle, Maagaay, Maandhere, Kulmis/Hantiwadag and Horsed of Jowhar town, as a result of water scarcity situation can worsen.

WARDI reported that two children aged 8 and 7 years died in Kulmis village as a result of AWD on 25/03/2016 after when they have drank contaminated water from the river of Shabelle which has small stagnant remaining water in some places.

According to reports we got from Intersos, 16 cases of AWD are in Regional Hospital CTC today dated 30th March, 2016.

Hormud Foundation is doing water trucking for 20 villages of Jowhar District

PAH chlorinated Shallow wells in Raqeyle, Nukay, Gaashaanle and Baardhere villages of Jowhar district.

PAH is providing free water to Jowhar IDPs numbering to 670 HH from three kiosks , each family is getting 60 liters per day which is three jerry-cans.

·  Impacts on Water scarcity on Riverine villages of Jowhar, Balad and Mahaday Districts.

ACDO did an assessment in 9 villages of jowhar district from Timire to Sabbuun, we have identified that spme of them fetch water from unprotected shallow wells whose water quality is very poor as well as with less quality, for instance there is only one unprotected shallow well in Bulo Waray and the community reported that it yield only 20 Jerrycans per night which is not enough to residents in that village.

So that , some communities requested solar like Gedo berkan, Magadley, Gaafaay, because their solars were looted during clan conflict three years ago; they need only minor rehabilitation solar plus pump.

IMC reported that there is only one shallow well in Timire, and this village hosts two other villages namely Bulo Sheikh Hilowle and Abdi galadey , people there are around 500 HH , so that I would propose that this is the right for WASH intervention, because if WASH interventions are there, it can lessen effects of diseases as well as medical supplies consumption.

WARDI reported that prices of water is higher in some places of Jowhar district, for example in Buurdhere barsane, one barrel of water costs 15 USD while one jerry-can costs 1 USD, not only that village which is suffering from water scarcity, but also there are other villages which are suffering the same including Cillanley, Bangoroyo, Geed cadlow, Eyrib, Macey Turey, Oodle, Buulo Haji, Garas Dhere, Gumeys, Shimbirow, Qalafow, Kaxareey, Libaaxle, Foorar, and so forth.

Many impacts of water scarcity were reported including:

ü  Poor sanitation and hygiene in some villages, because people have no enough water to bathe, wash, cook and drink.

ü  Movement of people and livestock in search of drinking water.

ü  Some shallow wells dried up and they need to deepened.

ü  Transportation of water increased since people fetch water from operational boreholes in Balad and Jowhar district, for example, transportation cost of one barrel of water cost 100,000 Somali Shilling.

·  Ongoing/Planned response

·  PAH is doing embankment of two breakages previously caused flooding and it is ongoing in Raqeyle village, as well as making drainage channels in Raqeyle.

·  Wocca is rehabilitating 25 shallow wells in Warsheikh District of Middle Shabelle Region.

·  PAH is providing free water to Jowhar IDPs numbering to 670 HH from three kiosks , each family is getting 60 liters per day which is three jerry-cans.

·  Hormud Foundation is doing water trucking for 20 villages of Jowhar District

·  WASH gaps

ü  AWD affected villages need WASH facilities and hygiene kits.

ü  there is a need for better sanitation and hygiene awareness and practices.

ü  Shortage of protected shallow wells.

ü  River has dried up and there are stagnant and contaminated water in some places.

ü  Open defecation in most of the villages in Riverine banks.

Lack of funding is the biggest challenge for WASH partners in Middle Shabelle Region.

Lack of stand by PCAs for responding in case of an emergency disaster, so as to respond emergencies in timely manner.

ü  Regional WASH cluster delivers message to RICCG so as OCHA to makes an advocacy for Middle Shabelle
