MINUTES OF THE PARISH COUNCIL MEETING HELD AT ROSSINGTON MEMORIAL HALL AT 7.00 pm on TUESDAY 8 DECEMBER 2015

4459. WELCOME AND INTRODUCTION

Cllr B Johnson welcomed everyone to the meeting.

4460. PUBLIC PARTICIPATION FORUM

RESOLVED to note there were no members of the public present.

4461. HAZEL SYKES, UPDATE ON SECTION 106 FUNDS FOR EMPLOYMENT AND TRAINING FOR IPORT DEVELOPMENT

QUESTION: Is the £200,000 Section 106 monies that was secured through Helios Slough for people in Rossington to access training?

ANSWER: £600,000 has been secured with £200,000 already available so training can now get started at the Rossington Miners Welfare Learning Centre (that was funded by Coalfields Regeneration Trust to support a former mining area). The Learning Centre will not only offer training but recruitment to attract local businesses into Rossington. We are working with schools and colleges not just for entry level jobs but so they can take qualifications to enable them to move up the ranks. Each Company has their own criteria, entry level and requirements that need to be matched.

QUESTION: You mentioned working with schools and colleges, but what about adults?

ANSWER: People generally want a job on their door step and employees tend to like their employees to live locally. There is a low level of unemployment in Rossington but there will be jobs for those who want to work locally. Our focus now is on long-term incapacity and back to the work place.

QUESTION: Will there be opportunities for those on lower wages to enhance their skills?

ANSWER: We are looking at upskilling but there is no funding for this.

4462. ANNOUNCEMENT

· Poppy Day Appeal. Bawtry raised £2,107.09, Rossington raised £2,995.60 which included a donation of £342.00 from Mrs Margaret Webster who knitted and sold 342 poppies.

· Parish Precept 2016/17. C Cowan, Senior Finance Officer for Financial Management informed the Parish Council that the Precept is to be done electronically this year. The Council inputs the amount of Precept required and the form automatically calculates the precept for Band D Council Tax for the year ending 31 March 2017.

· Tour de Yorkshire. Ros Jones, Mayor of Doncaster wrote to all Parish and Town Councils raising awareness of the Tour de Yorkshire. To showcase Doncaster and local areas they are looking for ideas on how the Parish Council can get involved to create a carnival atmosphere along the route.

· Neighbourhood Plan for Bawtry. Jane Stimpson informed the Parish Council that Bawtry has applied for designation of a Neighbourhood Plan.

4463. APOLOGIES AND APPROVAL REASONS FOR ABSENCE

RESOLVED to note the following:

· Apologies and reasons for absence were received from C Beaumont and W Reynolds and were approved by the Parish Council.

· Section 85 of the Local Government Act 1972 states that if a Councillor fails to attend a Council Meeting, a Council Committee or represent the Council at an external event for six consecutive months, unless the failure to attend has been approved by the Council, they cease to be a member of the Council. A Councillor may have given apologies but they are merely a courtesy and acceptance of them is not the same as the Council approving their reason for absence. If the Council has not therefore approved the reason for absence then the Councillor will have disqualified themselves as a councillor. As the Councillor will have disqualified themselves, there would be no need for the Council to ‘remove’ them from the Council as they would have done so by their own actions.

4464. DECLARATIONS OF PERSON AND PREJUDICIAL INTEREST

RESOLVED to note there were none

4465. ENVIRONMENTAL IMPACT FROM INCREASE IN TRAFFIC

· Iain Thomson, Partnership Manager for Harworth Estates responded by explaining the movement of lorries 24/7 was not directly influenced by their development at the former Rossington Colliery. The road corridor was purchased by DMBC so any nuisance arising from misuse or odour, etc should be reported to the relevant authority. With that in mind they decided not to accept the invitation to the Parish Council meeting but is happy to talk through as and when necessary.

· The information in the letter from Richard Purcell, Head of Planning at DMBC was deemed to be out of date.

RESOLVED to note the Clerk to write to Richard Purcell.

4466. DEVELOPMENT OF LINKS BETWEEN ROSSINGTON AND THE NEW PGA VILLAGE

RESOLVED to note ideas and suggestions to be sent to the Clerk and visited at future Parish Council meetings.

4467. MINUTES OF THE PARISH COUNCIL MEETING ON 10 NOVEMBER 2015

RESOLVED to note the minutes were passed as a true record proposed by J Cooke, seconded by G Dutton.

4468. MATTERS ARISING

Item 4445. Councillors to provide the Clerk with a wish list of jobs in the Rossington Hall Development and PGA Golf Course.

Item 4458. Staff using private vehicles for work to be revisited at the next Parish Council meeting.

4469. MINUTES OF THE PLANNING COMMITTEE MEETING ON 24 NOVEMBER 2015

RESOLVED to note minutes were passed as a true record proposed by J Gibson, seconded by J Parkin.

4470. MATTERS ARISING

RESOLVED to note the following:

· J Gibson to book and attend the DMBC Planning Meeting

· Rachel Blake and John Cooke to investigate further.

4471. RPC FINANCIAL UPDATE

RESOLVED to note the following:

· The 30-Day Bank Account Balance stands at £106,182.68 as at 8 December 2015.

· The Current Account Balance stands at £10,420.24 as at 8 December 2015.

· The Easter Eggstravaganza final cost was £1,589.20, £439.20 over the predicted budget.

· The Mega Fun Day final cost was £8,377.97, £1,622.03 under the predicted budget

· The Firework Display final cost was £6,600.

· The Clerk to contact the stall holders who had not made a donation for attending the Firework Display.

· The Parish to leave the 30-Day Bank Account with Lloyds.

· The Clerk to contact Joanne Cawthorne for a further breakdown of the costs for the May 2015 Election.

4472. RPC BUDGET 2016/2017

RESOLVED to note the projected RPC budget for 2016/2017 to go on the Parish Agenda in January 2016 after the meeting with Craig Kelly and feedback from Joanne Cawthorne.

4473. PAYMENTS FOR NOTE

RESOLVED to note payments were noted by the Parish Council.

4474. ANY OTHER IMPORTANT BUSINESS

RESOLVED to note the following:

· Parish Social event for Cllrs, Staff and Partners is booked at the Poacher, 7 for 8 pm on Saturday 16 January 2016. The event will not be funded in any way by the Parish.

· J Parkin suggested all allotments rents to be paid directly to the Clerk/Deputy Clerk.

· J Gibson informed the Parish that RecyCoal Community Fund has now ended. The £10,000 in the pot to be administered and managed by the Parish Council. The Clerk to write and thank RecyCoal.

· Bedding Plants. J Rowland-Johnson to inform Ian Wigglesworth to proceed with bedding plants. Herbaceous plants to be looked at, at a later date.

· Complaint about Black Wood on Atterby Road – J Rowland Johnson to investigate. J Cooke to visit the play area.
