CATEGORIES, DEFINITIONS, ADDITIONAL RESOURCES

The secondary workforce development program matrix provides the following information about each career-technical program:

Subject Code – Six-digit subject code for the program.

Subject Name – Program name used by the Ohio Department of Education, Office of Career-Technical and Adult Education (CTAE). School districts may use different course names for local programs.

Ohio Career Fields – An organizing and curricular tool grouping occupations and broad industries that share a fundamental base of knowledge and skills required for success in pursuing employment and further study.

Ohio CTAE Technical Content Standards - Competencies and standards, identified by state-level stakeholder groups, that identify what students should know and be able to do in a career area. Local courses of study must be based on the Ohio CTAE Technical Content Standards. Hyperlinks to identified Technical Content Standards have been inserted throughout this document.

·  All of the above will be replaced by Career Field Technical Content Standards (CFTCS) by the end of 2007.

CTAE Technical Assessments: Test and Order # – CTAE Technical Assessments are available for many programs and are targeted for program concentrators. Assessments are available from The Ohio State University’s Center on Education and Training for Employment (CETE). Modular tests (code = MA) and end-of-program tests (codes = DA, DB, DC, DD, DE, EA, FA, GA and HA) are available in online format. End-of-program tests are also available in paper/pencil format. Registered district test coordinators may order assessments from: www.Webxam.org.

Expected Student Participation and Performance Reporting:

§  N/A - Any test labelled with an N/A has no CTAE Technical Test available. Students from these programs are not included in calculations for performance reporting.

§  Tests are listed - Any program with an available test is expected to have eligible students participate in testing. All students classified as concentrators in these programs should test. Students identified as concentrators who left school and who were required to take a test and took the required test are included in performance calculations and reporting.

§  “Available but not required” – All Agricultural Education programs and the Travel and Tourism Marketing program have been designated as having CTAE Technical tests that are “available but not required”. If any of these programs currently have a course of study based on the older OCAP Competencies then all program concentrators should take the specified CTAE Technical Test. In the event that any of these programs have courses of study based upon the Agricultural and Environmental Systems Content Standards or the Hospitality and Tourism ITAC the program may choose to use the test or not. Students identified as concentrators in programs, who participate in testing, are included in performance report calculations. Concentrators in programs who do not participate in testing are not included in performance report calculations.

§  Industry and Credentialing tests for Automotive, Construction and Welding programs: As an alternative to the CTAE Technical tests, selected programs related to the Transportation and Construction Career Fields may choose to use selected industry tests in lieu of the CTAE Technical Tests. Construction and welding programs may use the National Construction Career Test provided by the National Center for Construction Education and Research. Automotive programs may use the Automotive Youth Educational Systems (AYES) Exit Exam. Concentrators who take an industry test in lieu of the CTAE Technical test are not included in performance calculations. While industry-based assessments and licensure tests can be reported in EMIS for FY2008 they will not be included as part of vocational skills attainment performance reporting.

CTAE Technical Test Benchmark – The benchmark score on a CTAE Technical Test provides a criterion-referenced indicator of student mastery/non-mastery. The scores reflect the minimum percent of questions that must be answered correctly. It should be noted that the CTAE Technical Tests are only one tool to be used in determining how well students have performed in a Career-Technical program.

Optional Industry Certificates and Licenses – These industry certificates and licenses may be obtained by secondary students. Report information in EMIS in the March (D) reporting period for CTE concentrators who left school the pervious year. These can not be used in lieu of CTAE Technical Assessments. Possible Course Types – Course type identifies the type of instructional program and must be identified in EMIS. Career-Technical anchor courses include course types VV1, VV2 and VT1. The VV3 course type must be correlated to an anchor course. A list of career-technical course types and their definitions is available in the EMIS Manual, Chapter 3 and Appendix L, at: www.ode.state.oh.us.

CTSO – Career-Technical Student Organization appropriate for the program and is a co-curricular component of the WFD program. CTSOs can provide effective methods for delivering and assessing technical competencies.

TYPES OF WORKFORCE DEVELOPMENT (WFD) COURSES

Foundations Courses (course type VV1):

Courses that are introductory courses to allow exploration of careers as well as to gain an introduction to career-technical education in general; courses based on standards other than Career Field Technical Content Standards (CFTCS).

·  Are not Career Field courses.

·  Are designed for 9th and 10th grade students.

·  May be the first class “…in a series of classes/experiences…” of WFD programs, but are not a required component of a career-technical pathway.

·  Are NOT the “…last class/experience in a series of classes/experiences…” so students CANNOT be reported in EMIS as concentrators or completers.

·  Career-technical academic courses (VA1 course type) CANNOT be a component of the educational pathway for students enrolled in this course.

·  Must be scheduled for a minimum of 60 hours of instruction.

·  Qualify for career-technical weighted funds (.57 weight).

·  Subject codes include:

Career Field Courses

Courses that are part of a “…series of classes/experiences…” based on Career Field Technical Content Standards (CFTCS) or their predecessors (OCAPs, ITACs, TCPs).

·  Students can be reported in EMIS as concentrators or completers ONLY if enrolled in the LAST COURSE/EXPERIENCE of a series of courses/experiences.

·  Career-technical academic courses (VA1 course type) may be a component of the educational pathway for students enrolled in these courses.

·  Qualify for career-technical weighted funds (.57 weight).

·  Some subject codes are reserved for the FIRST career field course/experience in a sequence of career field courses/experiences and must lead to subsequent career field courses/experiences within a WFD program.

§  140200 (Business Information Technology)

-  Must lead to Information Technology course(s) – 140210, 140220, 140230 or 140240

-  Enrollment is restricted to 9th and 10th grade

-  OPTIONAL as the first course in an Information Technology WFD program

-  Can be reported in EMIS only as course types VV1 or VV3

-  Can be used as the first course in a Human Services workforce development program OR the core content from the Technical Content Standards must be integrated into an existing pathway specialization program. The CTE-26 application for NEW programs must show core content is addressed in the program.

-  Can be reported in EMIS only as course types VV1 or VT1

·  All courses/experiences that are LAST courses/experiences must have students appropriately reported in EMIS as concentrators and completers. (Note: foundation courses and subject codes listed above as reserved for FIRST courses/experiences may not be LAST courses/experiences or include concentrators and completers.)

·  All subject codes not listed above as foundation courses or as career field courses reserved for FIRST classes/experiences may be reported in EMIS as course type VV3, which makes them RELATED courses that are a component of the educational pathway for students enrolled in VV1 or VT1 anchor courses. A VV3 course is a required component of the educational pathway for students enrolled in VV2 anchor courses.

·  Courses reported in EMIS as course types VV1, VV2 or VT1 are the “anchor course” of WFD programs.

·  Performance data must be reported in EMIS for students identified as concentrators and completers.


Entrepreneurship and Employability Courses (course type VV3):

·  May be offered only as part of a WFD program, but are not a required component.

·  Must be scheduled for a minimum of 60 hours of instruction.

·  Qualify for career-technical weighted funds (.57 weight).
