MINUTES OF MEETING OF HEMINGBROUGH PARISH COUNCIL HELD AT HEMINGBROUGH METHODIST CHAPEL ON THURSDAY 21st JULY 2016

16/109 PUBLIC FORUM:-

A member of the public expressed concern regarding a dog bin that has been removed from Mill Garth leaving a sharp piece of metal post sticking out of the ground and the Chairman agreed to look at this as a matter of urgency. It was also noted that the bench recently sited at the south end of Oldways may need to be lowered, Chairman to look into this.

A member of the public raised the issue of a public footpath that is currently impassable due to overgrown oilseed rape.

A number of residents expressed their ongoing concern regarding speeding traffic on Landing Lane and it was noted that the residents had met with County Councillor Mike Jordan to raise their concerns and discuss safety measures that could be actioned.

Mr Roland Chilvers spoke about the recent Hemingbrough Parish Council / Hagg Lane Green Conservation Group investigation.

16/110 POLICE REPORT:-

The clerk advised that she had received reports of burglary & theft in Selby, Burton Salmon and Carlton and also that a burglary had occurred at Cawood Post Office on Monday 4th July.

The clerk was asked to request a regular police presence at future Parish Council meetings.

16/111 LISTEN TO REPORTS FROM COUNTY AND DISTRICT COUNCILLORS:-

District Councillor Karl Arthur advised that as from Monday 1st August 2016 Janet Waggot is the interim Chief Executive of Selby District Council working alongside her role as Chief Executive of Ryedale District Council.

16/112 DISCUSS SPEEDING CONCERNS ON LANDING LANE:-

Councillor R Chilvers advised that following the residents meeting County Councillor M Jordan and Gary Lumb (Highways) had carried out a further site visit.

The Chairman closed the meeting to allow members of the public to speak and it was noted that Councillor Jordan and Highways had agreed to take action with regards to installing a 30mph sign and a children crossing / playing warning sign.

The Chairman agreed to chase this up with Councillor Jordan and Gary Lumb.

The meeting was re-opened.

16/113 CHAIRMAN’S REPORT:-

The Chairman advised that following the amendment to the Effective Management of Recording (Local Council and Parish Meetings) agreed at the 16th June meeting, the Parish Council had received a note from a member of the public reserving the right to record meetings when in attendance.

The Chairman also reiterated that the “Parishioners Forum” period is not part of the formal meeting and therefore should not be recorded.

Finally the Chairman advised that the new commemorative bench had been delivered from Broxap and that he would make arrangements for the installation to be carried out by volunteers.

16/114 LISTEN TO REPORTS FROM COUNTY AND DISTRICT COUNCILLORS (Continued):- (County Councillor M Jordan arrived late after being delayed)

Councillor Jordan gave an update on the action agreed for Landing Lane including a children crossing / playing warning sign at the junction and a 30mph circle painted on the road.

Councillor R Chilvers requested relining of road markings at the junction of Landing Lane/Orchard End to improve road safety and reported a pot hole outside Routh Cottage, Landing Lane, Councillor Jordan agreed to look into these.

Councillor Jordan also agreed to chase up progress on the restoration of the footpath along the A63 from Hagg Lane towards Cliffe.

It was noted that Cawood Bridge would be closing for 20 weeks to carry out maintenance work (date to be confirmed).

Correspondence received from Nigel Adams (MP) regarding the completion of the Hemingbrough superfast broadband project

Correspondence received from Alex Dochery (Selby District Council) regarding Selby District Council’s Planning Service Review

The clerk advised that the dog bin at Mill Garth had been removed by Selby District Council as the post was rotten and snapped and that she was awaiting confirmation of when the bin would be replaced.

The clerk was asked to report that the area had been left unsafe with a sharp piece of metal post sticking out of the ground.

County Councillor M Jordan advised of a project being developed by Selby District Council to target dog fouling problem area’s using camera’s and increased signage.

Councillor G Harrison advised that Hagg Lane boardwalk was particularly bad at the moment and it was agreed that Councillor Jordan would look into the possibility of this area being monitored.

16/118 CONFIRMATION OF MINUTES:-

The Minutes of the Meeting held on Thursday 16th June 2016 were proposed by Councillor F Davidson, seconded by Councillor L Carstairs and agreed with a show of hands.RESOLVED

16/119 TO RECEIVE INFORMATION ON THE FOLLOWING ON-GOING ISSUES AND DECIDE FURTHER ACTION WHERE NECESSARY:-

a) Registration and License Update/Village Greens

Councillor F Davidson gave an overview of the initial consultation with Elmhirst Parker solicitors who had confirmed that the Parish Council are the registered owner of four pieces of open space in St Mary’s Avenue transferred by Barrets.

It was noted that Elmhirst Parker had agreed to look at the paperwork held relating to Hagg Lane & Oldways and confirm in writing the most appropriate way to proceed and the costs involved.

Councillor R Chilvers spoke about other paperwork he had obtained relating to the dredging of Hagg Lane Ponds.

b) Water Lane Pond - No further update

c) Oldways

The Chairman gave an update on the Japanese Knotweed growing on the north side of Oldways dyke which has now been flailed by contractors working for the Ouse and Derwent Drainage Board.

The Chairman also gave an update on the Oak tree overhanging Oldways which is full of woodworm and hollow.

It was noted that the resident has asked that George Fillingham remove the tree and that he will replace it with another Oak tree.

RESOLVED that the clerk confirm in writing that the Parish Council will contribute £100 towards the removal as the tree is in a dangerous condition and ask that the resident pay the difference (£250) before the Parish Council instruct George Fillingham to carry out the work.

16/120 CONSIDER AND DECIDE ON THE PURCHASE OF MORE LITTER/DOG BINS:-

Discussion took place concerning the purchase of more litter/dog bins and it was agreed to purchase two litter bins to be sited at the southern end of Oldways (near the recently relocated bench) and at the Memorial Garden.

District Councillor K Arthur left the meeting.

16/121 CONSIDER ACTION TO BE TAKEN REGARDING VEHICLE ACCESS BOLLARD TO REAR ENTRANCE OF ORCHARD END (MILL LANE):-

Councillor L Stebbings reported that a bollard had been knocked down and damaged by a vehicle and that a resident had repaired and reinstated it.

RESOLVED to send a letter of thanks to the resident for his community spirit.

16/122 PLANNING:-

1. (2016/0580/TPO) Application for consent to fell 1No. Beech tree (T1) and replace with new standard common Beech tree covered by TPO 18/1987 at Beech Tree House, School Road, Hemingbrough.

1. (2016/0393/HPA) Proposed erection of a single storey side extension for garage at Applegarth, Chestnut Drive, Hemingbrough.

2. (2016/0376/LBC) Listed Building Consent to strip east facing roof tiles, ridge tiles and tile laths and fit new tile laths, replacement roof tiles and ridge tiles at Tythe Farm, Main Street, Hemingbrough.

A resident expressed concern regarding the amount of dog fouling at the junction of Finkle Street and Main Street and it was agreed that the clerk would ask County Councillor Mike Jordan for this area to be monitored along with Hagg Lane as part of the Selby District Council project.

The meeting was re-opened.

c) Consider and Decide on Auto Enrolment Pension Provider:-

It was noted that in order to comply with workplace pension law the Parish Council must select an auto enrolment pension scheme. The three schemes supported by Autela software (payroll operator) were discussed and it was unanimously agreed to select NEST.

Clerk to confirm in writing to Autela.

16/124 HEAR REPORTS FROM COMMITTEE REPRESENTATIVES:-

Councillor R Procter gave an overview of the Community Engagement Forum funding event held on Wednesday 20th July and spoke about the funding available.

Councillor F Davidson gave an overview of the YLCA Joint Annual Meeting held on Saturday 16th July.

16/125 CORRESPONDENCE:-

a) Yorkshire Local Councils Association – Receipt of Annual Review 2015/2016 was noted.

b) Resident – Receipt of letter regarding speeding on the A63 was noted.

Discussion took place and it was agreed that the clerk should write back and ask the resident to complete a 95 Alive form.

It was also agreed that the clerk would forward a copy of the letter to County Councillor Mike Jordan and ask for his assistance in getting police speed monitoring along the A63 in Hemingbrough.

Councillors are elected on behalf of everyone on the Register of Electors; therefore matters discussed, proposed and voted on, become the majority view and are not necessarily individual councillor’s views.
