14. General Summary of Function/Purpose of Position
The statewide position is responsible for a variety of real estate activities including appraisal, condemnation, acquisition, acquisition and property management.
The position will be filled at the selected candidate’s qualification level.

Duty 1
General Summary of Duty 1 % of Time 50Responsible for assisting senior level property analysts in completing appraisal and appraisal review assignments.
Individual tasks related to the duty.
· Assists in the preparation of appraisals and appraisal reviews on all types of properties.
· Works closely with municipalities, real estate agencies, and other appraisers to acquire information regarding the market value of property.
· Field inspections of properties acquired and of comparable market transactions.
· Monitors the work of contractors.
· Assists in reviewing documents that address going concern, business relocation, cost-to-cure, fixtures, development rights, damages and benefits.
· Prepares market studies.
· Assists in completing project right of way cost estimates.
· Assists senior level analysts involved in condemnation activities.
Duty 2
General Summary of Duty 2 % of Time 25Assists senior level property analysts in contracting for real estate appraisal and appraisal review services.
Individual tasks related to the duty
· Scopes projects with senior level analysts
· Assists in the preparation of appraisal scope of services.
· Estimates consultant appraisal fees.
· Assists in the selection of qualified contractors.
· Assists in the completion of performance evaluations and process payments to contractors.
· Completes preliminary interviews with property owners.

Duty 3
General Summary of Duty 3 % of Time 10Negotiates the non-complex acquisition of property with private property and business owners and processes to closing. Resolves non-complex acquisition related problems on a statewide basis in support of the Real Estate Services Unit, Regions, Litigation and Valuation Unit and contract acquisition/property management consultants.
Individual tasks related to the duty.
· Makes offers to property owners to purchase land, building improvements, and fixtures.
· Prepares request for acquisition assignment proposals and estimates consultant acquisition fees.
· Prepares contractual documents for acquisition closing related functions.
· Acquires parcels of property for non-highway uses such as airports, port authority, non-motorized trails and maintenance facilities
Duty 4
General Summary of Duty 4 % of Time 10Participates in the Statewide Development Services Division’s Quality Assurance/Quality Control (QA/QC) Program and serves on the QA/QC Review Team.
Individual tasks related to the duty.
· Develops general Quality Assurance/Quality Control (QA/QC) technical expertise.
· Participates on QA/QC Review Team with Central Office and Region staff.
· Assists the QA/QC Review Team in developing Region Quality Control Plans and related documents.
· Assists in the development of QA/QC Critical Requirements and other QA/QC criteria.
· Assists the QA/QC Review Team in the drafting of QA/QC review reports, year-end reports, and other related documents (such as checklists and guidelines).
· Participates in developing and disseminating Best Practices and other innovations brought to light via the QA/QC review process.
· Assists in the modification and updates of Development Services Division Procedure Manual as necessary to accommodate changes resulting from QA/QC activities.

Decisions on how to appraise a property or prepare an appraisal review; negotiate acquisition of a parcel; write a relocation plan; determine a replacement housing and/or moving payment; solve a site clearance problem; and solve contract issues and contractor payments. These decisions may affect regions, other sections, property owners, and management.

When policy guidelines or procedures are not available, and when the supervisor’s judgment is required for technical assistance or departmental approval.
18. What kind of physical effort do you use in your position? What environmental conditions are you physically exposed to in your position? Indicate the amount of time and intensity of each activity and condition. Refer to instructions on page 2.
May be required to transport heavy files and right of way plans, enter upon and traverse across all types of real property, including multi-leveled and non-handicap accessible property, extensive and overnight travel, and travel in high traffic areas where future improvements are planned.

The Litigation and Valuation Unit is responsible for all appraisal and litigation activities previously listed, including statewide policy, procedure, guidelines, technical expertise, problem solving, training and forms in conjunction with Real Estate Services, Regions, and the Attorney General’s office.
26. In your opinion, what are the minimum education and experience qualifications needed to perform the essential functions of this position.
EDUCATION:
Property Analyst 9-11: Possession of a bachelor’s degree in any major.
EXPERIENCE:
9 Level: No specific type or amount of real estate experience is required. 10 Level: One year of professional experience in real estate equivalent to a Property Analyst 9. 11 Level: One year of professional experience in real estate equivalent to a Property Analyst 10.
KNOWLEDGE, SKILLS, AND ABILITIES:
Ability to travel extensively statewide effectively. Ability to learn from and attend training programs. Ability to perform duties as described. Knowledge of federal, state, and departmental laws, rules, practices, methods, and procedures related to the work. Knowledge of landowner rights. Ability to maintain records and prepare reports and correspondence related to the work. Ability to communicate effectively with others. Ability to maintain favorable public relations.
