CONSULTANT - Health, Safety, Environment & Security (HSES)
My key job responsibilities are to Develop, Establish, Implement and Maintain the PNG LNG EPC1 Telecommunication Project Health, Safety, Environment and Security (HSES) Management System documentation in accordance with the existing Transtel Engineering Pte Ltd HSE Management System requirements.
Specific Key Job Responsibilities include:
§  Develop, prepare and implement a suitable HSES program in PNG in accordance with OHSAS 18001 (safety) and ISO 14001 (environment) standards.
§  Develop all HSE plans for the EPC1 Telecommunication Project HSE Management system.
§  Develop all HSE procedures for remote site work locations for the LNG Project EPC1 Telecommunications tower construction sites.
§  Conduct In-house HSES audits for all project sites.
§  Ensure continual communication and dialogue with the legal and regulatory requirements of the PNG government, especially Department of Environment & Conservation (DEC) for water use, waste discharge and environmental permits for the EPC1 project.
§  Prepare tender for external contractors for environmental baseline, impact assessments and regulatory permit applications.
§  Develop, implement and establish environmental management and monitoring plans for the project impacted mountain top sites.
§  Conduct rapid impact assessments at the worksites for regulatory permit applications from the PNG government (DEC).
§  Conduct Project Risk Assessments and formulate reports for the associated impacts from the project and submit to ExxonMobil for review and approval.
§  Develop, monitor and prepare monthly reports to ExxonMobil on key HSE performance indicators.
§  Monitor and perform audits on Contractor HSE programs, plans and procedures according to ExxonMobil standards procedures.
§  Provide in-house training and support for the implementation of the HSE program.
§  Conduct HSES incident investigations and report to ExxonMobil for documentation within 24hrs of occurrence.
§  Plan, schedule and prioritize HSE requirements of the EPC1 PNG LNG Telecom Project and establish timelines to meet these requirements.
§  Develop and implement specific employee training programs for on-the job or through external training providers.
§  Develop and implement environmental waste management and monitoring plans for all mountaintop worksites.
§  Work within the budget allocated for the HSES department to develop, implement and manage all work plans and procedures, purchase orders for items/equipment, hire external consultants/contractors other related expenses for the general work related expenses.

Project Environment, Health & safety (EHS) coordinator
§  Coordinate all EHS activities at Mamba Palm Oil Mill (POM) construction as CTP Company representative on site.
§  Perform POM contractor weekly and monthly EHS audits for compliance to Cargill EHS guidelines.

§  Participate in Monthly Safety meeting with the Higaturu Oil Palm management team and recapitulate on work progresses at Mamba Mill and Oro Bay Tank Farm Project.
§  Conduct weekly checks on CTP equipment onsite for faults, maintenance requirement and schedules.
§  Supervise contractors on their daily and weekly equipment checks and inspections periodically.
§  Conduct pre-job meeting at 0600 hours before starting work daily and close-up checks to ensure work environment is secured.
§  Conduct weekly and monthly inspections on contractor equipment on site for CTP compliance requirement.
§  Conduct monthly inspections on electrical, hoisting/lifting, vehicle/mobile, scaffolds/ladders, and other hand held tools/equipment for CTP compliance requirement.
§  Issue permits for electrical and elevated works on construction site and check off when task is completed.
§  Maintain records on daily, weekly and monthly work activities on site and furnish monthly reports.
§  Maintain hazard identification register on Potential Incident or Hazards (PI/H) and Near Misses (NM) implement corrective actions on site.
§  Attain to incidents/injuries (work and non-work related) and report to CTP EHS Manager for formal reporting and corrective actions.
§  Maintain Environmental Activity Reports using the EHS-101 form to capture occurrences of spills/releases, permit exceedence, complaints, inspections and enforcement notifications and report to corporate EHS Office within 24 hours.
§  Conduct monthly EHS site inspections on all CTP Oil Palm Estates accompanying EHS Manager for audits on Clinics and Villages.

§  Environmental/Waste Management; sampling and testing of incinerator samples, oily-compost for decomposition into natural environment, testing of wastewater for environmental discharge, recommendation for treatment regimes for Kutubu, Gobe, Kopi, Agogo and Moran camps, testing of sewage water for treatment and discharge, potable and industrial effluents.
