REQUIRED IDENTIFICATION
Accepted applicants are required to bring either a photo identification card or two forms of signed identification to each phase of the examination.
POSITION STATEMENT
Under administrative direction, to assist in formulating business management policies and to direct and coordinate either (1) all of the business services functions of a medium-sized institution; or (2) a group of business services functions of a large facility; and to do other related work.
ELIGIBLE LIST INFORMATION
A servicewide, open eligible list for the Business Manager II classification will be established for: State of California (all State of California Departments, statewide). The list will be abolished 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.
REQUIREMENTS FOR ADMITTANCE TO THE EXAMINATION

Qualifying experience may be combined on a proportionate basis if the requirements stated below include more than one pattern and are distinguished as “Either” I, “or” II “or” III, etc. For example, candidates possessing qualifying experience amounting to 50% of the required time of Pattern I, and additional experience amounting to 50% of the required time of Pattern II, may be admitted to an examination as meeting 100% of the overall experience requirements.
MINIMUM QUALIFICATIONS
Either I
In the California state service, either:
1. One year of experience performing the duties of Business Manager I. or
2. Two years of experience in charge of a major business services function in a State hospital, developmental center, or correctional institution, resident school or California Highway Patrol Academy performing the duties of a class equivalent in level of responsibility to Accounting Officer II. (A major business services function is one of the following: budgeting and accounting, personnel, maintenance and operation of the physical plant, procurement and storing of materials and supplies, institution industries, food management.) or
3. Two years of experience performing duties involving responsibility in a major business or administrative service function such as administrative analysis, budgeting, accounting, training, or personnel management, in a class equivalent in level of responsibility to Business Manager I.
Or II
Experience: Two years of experience in one or a combination of the following:
1. In managing, the business services of a small hospital, or resident school, or assisting in managing such activities in a large hospital, or resident school. or
2. In an administrative capacity, including supervision of mercantile, industrial, or extensive agricultural operations in which the type and level of responsibilities exercised are comparable to those required in managing the business services of a State institution.
(Experience in the California state service applied toward either of these requirements must be performing the duties of a class equivalent in level of responsibility to Accounting Officer II.) and
Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
EXAMINATION INFORMATION
This examination will consist of a Qualifications Assessment Questionnaire weighted 100%. In order to obtain a position on the eligible list, a minimum score of 70% must be attained.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
1.  Public administration principles and concepts to provide appropriate leadership and management.
2.  The state’s contracting process rules and requirements to enter into contracts for products or services from outside vendors or other state agencies.
3.  Contracting principles, practices, rules, and regulations to develop and review specifications and create service agreements.
4.  The state accounting practices related to fiscal management to ensure that fiscal policies and practices applied to various work units and departmental policies and programs comply with accepted practices.
5.  The state accounting and budgeting practices to manage procurement, maintain facilities, and complete business operations.
6.  The state budgeting processes to develop and/or assist in the development of the work unit or division budgets.
7.  The budgeting and purchasing control measures, such as checks and balances, to manage credit card use and purchases.
8.  Purchasing rules and regulations within the state to oversee procurement activities and manage the acquisition of goods and services.
9.  Various solicitation practices and procedures such as Request for Proposals (RFP), Request for Quotations (RFQ), and Invitation for Bid (IFB) to develop bids and ensure compliance.
10. Standard purchase order processes and forms to complete the procurement process.
11. The resources and locations where information regarding purchases, maintenance services, policies, procedures, and guidelines may be acquired to solve business service issues.
12. Principles and practices of public administration to ensure compliance with state government regulations.
13. General property management principles activities and processes to maintain facility needs.
14. Inventory processes to log and track assets in compliance with the Department of Finance (DOF) and State Administrative Manual (SAM).
15. Basic statistics such as averages and percentages to develop reports, compare bid prices, and determine tax amounts for purchases.
16. Project management principles to manage the progress of a variety of administrative programs and project activities to ensure that project timelines and schedules are met.
17. Personal computers and usage as a tool to file, track, store, and organize documents.
18. Principles and practices of employee supervision, development, and training to provide management of staff.
19. Performance management processes such as probation reports, Individual Development Plans (IDP) to develop staff and improve productivity.
20. Leadership principles and methods to motivate and maintain the productivity of work unit/division staff members in accomplishing program objectives.
21. A supervisor’s role in the Equal Employment Opportunity (EEO) program and the processes available to meet the EEO objectives.
22. Supervisor’s responsibilities with regards to performance management.
23. Collective bargaining agreements to ensure compliance with employee operations.
24. Occupational Safety and Health Administration (OSHA) guidelines to ensure employee safety in the workplace.
Skills to:
1.  Communicate verbally, in person or by telephone, clearly and concisely with a variety of audiences regarding budget, school facilities and operations, procurement, and contracts.
2.  Provide clear, accurate instructions and directions related to work assignments and performance expectations to staff.
3.  Perform basic mathematical calculations to prepare various project reports and summaries.
4.  Adapt quickly and appropriately to a variety of situations and personalities in order to react and respond appropriately.
Ability to:

11. Analyze various accounting reports and compile expenditure data in accordance with SAM and Department of Finance (DOF) guidelines.

13. Identify and determine future needs and cost of equipment, supplies and services for the division.
14. Prepare budgetary data to determine division operating expenses and needs.
15. Forecast/project expenses and resource needs based on budgetary and activity data from previous years.
16. To use logic, reasoning, and/or sound judgment to identify the strengths and weaknesses when choosing alternates when precise requisitions are unobtainable.
17. Develop detailed reports based on numerical and qualitative data to summarize business service operations.
18. Write clear and concise written instructions containing technical information that are comprehensible by audiences with varying levels of understanding.
19. Communicate information clearly and concisely, in writing, to audiences with varying levels of understanding.
20. Review product and service specifications to outline the scope of work.
21. Use tact, discretion, and diplomacy when responding to the needs, problems, or concerns of others (e.g., departmental employees, the public, representatives of other state agencies) to convey information in a professional manner.
22. Function as a departmental liaison for an assigned program or project to provide program specific information, answer questions, and address issues/problems.
23. Facilitate meetings with various audiences to communicate information, exchange ideas, and outline project goals.
24. Set priorities, coordinate and schedule tasks or events in a logical manner to maximize staff and material resources, increase efficiency and anticipate problems.
25. Fairly delegate and monitor work assignments to appropriate levels of staff to ensure it meets quality, quantity, and timeliness standards.
26. Review the work of staff and provide constructive feedback from the perspective of a supervisor.
27. Manage workload and assignments of staff in order to meet work unit/division and project objectives and deadlines.
28. Take action and make commitments in a variety of situations under a variety of circumstances to accomplish department and division goals.
29. Use computer applications software’s (e.g., word, excel) to write reports, memos, letters and to perform mathematical calculations when summarizing and presenting data sets and creating visual data displays (e.g., tables, graphs, charts).
30. Write formulas using spreadsheet software to develop accounting reports for record keeping and budgeting purposes.

VETERANS PREFERENCE
Veterans' Preference will be granted for this examination. Effective January 1, 2014, in accordance with Government Codes 18973.1 and 18973.5, whenever any veteran, widow or widower of a veteran, or spouse of a 100 percent disabled veteran achieves a passing score on an open examination, he or she shall be ranked in the top rank of the resulting eligibility list. CAREER CREDITS
Career Credits will not be added to the final score of this examination.
