TIME AND PLACE: The Broadband Advisory Council meeting was called to order at 10:25 AM, on October 12, 2010 at in the Medical Center Board Room at UVA in Charlottesville.

ESTABLISHMENT OF A QUORUM: With six members of the council present, a quorum was established.
CALL TO ORDER: The meeting was called to order at 10:25 AM.
APPROVAL OF MINUTES: The council reviewed the minutes. Ray LaMura motioned to approve the minutes, Duront Walton seconded, all agreed.

MID-ATLANTIC BROADBAND COOPERATIVE PRESENTATION: presented by Tad Deriso (for a copy of the presentation please email )
TELEHEALTH PRESENTATION: presented by Dr. Karen Rheuban (for a copy of the presentation please email )
ARRA FUNDING UPDATE: Caroline Stolle discussed the latest NTIA awards.
HEALTH IT ASSESSMENT: Kirby Farrell discussed the current Health IT assessment that is available at www.wired.virginia.gov .
BROADBAND BARRIERS: Ray LaMura and D Walton discussed the barriers to broadband deployment particularly railroad crossings and pole attachments and possible remedies.
PUBLIC COMMENT:
- Gary Wood (Central Virginia Electric Cooperative) discussed the costs of providing service and pole maintenance.
- David Hudgins (Old Dominion Electic Cooperative) discussed the complexity of pole maintenance.
- Rich Schollman (Centurylink) discussed how there is a disagreement between providers and cooperatives concerning pole attachment rates.
- Rob Omberg (Comcast) discussed how providers want to serve the most amount of homes which means cooperative projects are not a high priority.
NEXT MEETING: Delegate Byron informed the council that a report on the Broadband Advisory Council is due to JCOTS in December, and suggested that the council meet again in November.
ADJOURN: Delegate May motioned to adjourn the meeting, Ray LaMura seconded, all agreed. Meeting was adjourned at 1:14pm.
