JOB SPECIFICATION

1. Summary of the broad purpose of the position and its responsibilities/duties.

The Site Systems Analyst, Information Services

·  Ensures effective installation, implementation and support of school administration systems and associated commercial office systems software in all South Australian State Government schools so that schools have the computing means to enable effective educational decision making
·  Ensures that school administrative computing meets the future needs of the Department
·  Controls/coordinates/undertakes a range of Technology and Knowledge Management Services functions relating to the support of ICT school administration systems
·  Provides advice on a range of Technology and Knowledge Management Services functions that supports policy development and directorate objectives, in relation to the support and acquisition of ICT school administration systems
·  Implements/undertakes projects within Technology and Knowledge Management Services to meet defined outcomes
·  Takes responsibility for the delivery and maintenance of efficient work practices within the Information Services unit. (this section provides broad generic headings (indicative of classification) which are expanded in section 4)
2. Reporting/Working Relationships:

Key working relationships required to support performance outcomes are;
Internal: Information Services Manager, product and project managers, contractors, DECS business unit and site based managers and staff.
External: Internal and external auditors, consultants and external service providers

3. Special Conditions
Travel: Some intra/interstate travel requiring overnight absences may be required.

4. Statement of Key Responsibilities/Duties
Ensures effective installation, implementation and support of school administration systems and associated commercial office systems software in all South Australian State Government schools so that schools have the computing means to enable effective educational decision making by:
·  Systems analysis and preparation of User Requirements Documentation and Software Specifications;
·  Implementation of systems enhancements and extensions;
·  Liaising with the software vendor with regard to software development and enhancement;
·  Program testing and assisting with debugging of software;
·  Managing the trial of software releases in schools;
·  Advising schools on the appropriate configurations of systems;
·  Supporting the system’s implementation by providing and maintaining appropriate standards and procedures;
·  Analysing the educational relevance of the system databases and providing recommendations where appropriate;
·  Providing support with the installation of school administration software;
·  Developing and delivering appropriate training courses.
Ensures that school administrative computing meets the future needs of the Department by assisting with:
·  Incorporating educational needs in systems analysis and design of school administrative computing applications;
·  Assisting with Information Technology Strategic Planning.
·  Contributing to the development of school administrative computing policy by recommending new policies and procedures and changes to existing policies and procedures in areas of computing in educational administration.
Controls/coordinates/undertakes a range of Technology and Knowledge Management Services functions relating to the support and acquisition of ICT school administration systems, which contribute to meeting directorate objectives by:
·  Exercising initiative, judgement and applying delegated authority
·  Applying adequate levels of support for the administrative requirements relating to the support and acquisition of ICT application systems in the Information Services unit to achieve directorate objectives and goals
·  Ensuring efficient and effective delivery of services through:
-  The identification of factors that impact on ICT application systems support and acquisition activities within Technology and Knowledge Management Services and adjusting processes and functions as required
-  Consulting with clients and key stakeholders on operational requirements, investigating the cause of customer queries, formulating and implementing solutions and ensuring that the queries are resolved to the satisfaction of the customer
-  Applying processes to gain and utilise feedback to improve operational processes and service delivery
-  Evaluating current processes and functions to minimise duplication and optimise productivity
-  Participating in ICT application systems reference groups.
·  Ensuring Technology and Knowledge Management Services functions, that relate to the support and acquisition of ICT application systems, comply with agency and government policies and guidelines
·  Ensuring effective work practices are maintained within specific projects and programs to maximise efficiencies and service provision.
Provides advice on a range of Technology and Knowledge Management Services functions that supports policy development and directorate objectives, in relation to the support and acquisition of ICT school administration systems by:
·  Identifying the specific range of relevant clients and stakeholders requiring advice and services relating to the support and acquisition of ICT systems
·  Contributing to the implementation and maintenance of processes to gain client feedback
·  Accessing information and advice from a range of networks and sources to support client needs
·  Referring on issues, suggestions, feedback to management or internal clients which support or improve current operations.
Implements/undertakes projects within Technology and Knowledge Management Services to meet defined outcomes by:
·  Applying a high level of skills which relate to the support and acquisition of ICT application systems, program and policy knowledge to the project brief
·  Contributing to the implementation of information dissemination and evaluation processes
·  Ensuring/reporting on project progress and outcomes
·  Negotiating deadlines to achieve specific outcomes
·  Coordinating the efficient and effective utilisation of human and physical resources to realise project requirements and to support the achievement of directorate goals and objectives
Takes responsibility for the delivery and maintenance of efficient work practices within the Information Services unit by:
·  Applying and promoting the Public Sector principles and practices, employee conduct standards, equal opportunity and Occupational Health Safety and Welfare
5. Authority
Departmental delegations and policies define levels/limits of authority in relation to finance, human resources and administrative requirements.
6. Position Challenges/Context
The position exists in an environment of continual change (technical or otherwise) and the incumbent will need to possess an ability to remain flexible and adaptable in this ever changing environment. The Information Services unit is responsible for the maintenance and enhancement of a number of applications that are critical to the operations of the Department. In addition the unit undertakes a number of enhancement and acquisition projects, where acquisition may involve the development or procurement of ICT application systems, to meet customer requirements within existing budgets, to agreed timelines and outcomes.
This position is funded by the National Partnership Agreement for Early Childhood Education.
