- INTENT
The intent of this Request for Interest (RFI) is to search for qualified vendors to provide training and organizational development services required by Alameda County Training and Education Center (TEC), formerly the Conference Center, on an as-needed basis for County Departments and their employees and for external customers.
The County intends to release a Request for Proposal (RFPand award a three-year contract (with option to renew) to the bidder(s) selected as the most responsible bidder(s) whose response conforms to the RFP and meets the County’s requirements.
The County of Alameda does not guarantee that a subsequent RFP will be issued. Should an RFP be issued, the terms and conditions described in this RFI are not guaranteed to remain exactly the same.
- SCOPE
The Alameda County Training and Education Center (TEC) is located at 125 Twelfth Street, Oakland, CA. It has been providing organizational/employee development services such as assessment, training, consulting, coaching and facilitation for over 15years to Alameda County’s 8,000+ employees, as well as to other public sector agencies and external business organizations on a charge-back or fee for service basis. The TEC is seeking a variety of organizational consultants/trainers/facilitators that are able and willing to partner with the TEC to provide high quality services to County departments, outside organizations and individuals with the goal of enhancing the effectiveness of organizations and ensuring their future.
Training curriculum can be pre-designed from the Contractor but must be customized to the County. Design of specific products for the County, with County ownership, will be targeted for a “training for trainers” approach. Specific departmental interventions will be determined based on departmental customer needs. The TEC shall decide whether to provide student workbooks or to allow the Contractor to provide them. Projected activity is estimated at up to 1700 hours of consulting/design or facilitation per year and 210 days per year of training on various projected topics. An estimate of 25 to 30 participants will attend each training class.
- VENDOR QUALIFICATION CRITERIA
Vendor minimum qualification criteria include, but are not limited, to the following:
- Bidder shall be regularly and continuously engaged in the business of providing training and organizational development services for at least five (5) years.
- Bidder shall possess all permits, licenses and professional credentials necessary to supply product and perform services as specified under this RFP.
- Bidder must possess technical knowledge and skills, including hardware/software trouble-shooting in a classroom or study lab setting.
Vendor must be able to demonstrate:
- Experience in working with a diverse student/experience base with persons of various educational and multicultural backgrounds;
- Experience in the public and/or private sector.
- Knowledge and skills in any or all of the following areas: leadership development, organizational analysis and assessment, career assessment and development, coaching, succession planning, strategic planning, and/or other areas of organizational development services. Workplace mediation services also desirable.
Experience must be demonstrated by references provided by Bidder at the time of the bid.
- COUNTY PROVISIONS
- Small Local Emerging Business Program: The County is vitally interested in promoting the growth of small and emerging local businesses by means of increasing the participation of these businesses in the County’s purchase of goods and services.
As a result of the County’s commitment to advance the economic opportunities of these businesses, Bidders must meet the County’s Small and Emerging Locally Owned Business requirements in order to be considered for the contract award. These requirements can be found online at:

An emerging business, as defined by the County, is one that has less than 1/2 of the preceding amount and has been in business less thanfive (5) years.
