80.33 -- University Housing Services -- Reservations

A. General. University Housingsupports the role and mission of the university by providing housing for students and their families, university guests to the university, and conference visitors. University Housingstrivesto provide a quality living and learning environment. [ed. 9-09]

Note: terms and policies are located within the Housing license agreements for both residence halls and apartments, and are subject to change.

A-1. Qualifications and eligibility to reside with University Housing:.

  • Must meet age requirements and student type for the building community in which requesting to reside (specific requirements on University Housing website:
  • Every student is required to pay a deposit to reside in Housing.

A-1. Residence Hall Reservations. Reservations for the Residence Halls may be made by submitting a completed application online along with a $250 reservation/security deposit. Reservations for continuing residents may be made in advance by submitting a completed Residence Hall and Dining Agreement and application online. They do not need to submit another reservation/security deposit. Continuing resident deposits will be held if requested, returned if requested or for non-response. [rev. 9-09]

A-2. Apartment/Family Housing Reservations. Reservations for Apartment/Family Housing may be made by submitting a completed Apartment/Family Housing Application Form online along with $200 deposit and a reservation fee equal to one month’s charges. Reservations for continuing residents must be made in advance by submitting a completed Apartment/Family Housing Application. Continuing resident deposits will be held if requested, or returned if requested or for non-response. [rev. 9-09]

B. Housing Application & License Agreements. Every person wishing to resideing in University Housing facilities are is required to complete an application and to sign a licensen agreement. [ed. 9-09]

B-1. Residence Halls Agreement. Students wishing to live in the Residence Halls will be required to sign a Residence Hall and Dining Agreement. The agreement along with the Handbook for Residence Hall Living, Fire Safety Regulations, and Student Code of Conduct define the terms and conditions of the agreement. Students will receive copies of these documents prior to signing agreements. [rev. 9-09]

B-2. Apartment/Family Housing Agreement. Students wishing to reside in an apartment are required to sign an Apartment/Family Housing Agreement. The agreement along with the Apartment Living Handbook, Student Code of Conduct, and Fire Safety Regulations define the terms and conditions of the agreement. Students may enter into year, fall only, or spring only agreements with priority given to year-long agreements, with the exception that Elmwood Apartments which require a one year agreement.

C. Assignments. Termination of Agreements: Termination of apartment and/or residence halls license agreements are specified in each respective agreement, contact Housing at

The University specifically reserves the right to immediately remove any individual from University Housing if the University, in its sole discretion, determines that the individual presents a danger to themselves, himself/herself or others, or to property.

C-1. Residence Hall Assignment. Assignment to the Residence Halls is based on the hall and room requested. Priority is established based on their security/reservation deposit number. The lower the deposit number, the higher the priority. Single rooms may be available on a limited basis. Students will be assigned a room prior to check-in and notified of their assignment via their Vandal Web account. [rev. 9-09]

C-2. Apartment/Family Housing Assignment. Assignment of students to apartments is based on need, qualifications, and availability of space. Priority is based on deposit number and the assignment priority listing. The priority listing defines a hierarchy for each type of unit based on specific characteristic's of the applicant such as whether they are married or single and/or number of children a family has. Applicants may request that their deposit be held and their name placed on a waiting list until a unit for which they qualify for becomes available. Students will be pre-assigned to a unit prior to check-in and notified of their assignment by email. [rev. 9-09]

D. Housing: Please contact Housing, or visit the website at for term options. Cost/Charges/Payments. University Housing provides accommodations for the academic school year. Questions regarding charges and credits should be directed to University Housing. In addition, RHA and Hall dues collected with room payments will be transferred to the proper local service and agency accounts. [ed. 9-09]

D-1. Residence Halls. Students may agree to reside in the Residence Halls for an academic year or semester only basis if they will not be attending the Moscow campus for the full year. Payments may be made online through Vandal Web, at the Cashier’s window in the Student Union Building, or at the Wallace Residence Center. All residence hall students are required to have a dining board plan as part of their housing agreement at the building appropriate minimum rate. In addition to cash and checks, Visa, MasterCard and Discover are accepted. Payments must be made no later than the due date, otherwise a $10 late charge will be assessed. [rev. 9-09]

D-2. Apartment/Family Housing. Students may agree to reside in an apartment on an annual or semester basis [Apartment/Family Housing Rates]. E. Check-In. Every student wishing to reside in the University Housing facilities is required to participate in a formal check in process which includes completing the agreements, providing additional information as needed, performing damage inventories, etc. [ed. 9-09]

E-1. Residence Halls Check-In. Upon arrival to campus, students with confirmed assignments in the Residence Halls may check in at centralized locations stated in their welcome mailing. Those without an assignment must stop by the Wallace Residence Center to be assigned a hall and room. [rev. 9-09]

F. Check-Out. All residents are required to check-out and complete a room condition form with their Resident Assistant at the conclusion of their agreement. [rev. 9-09]

F-1. Residence Halls Check-Out. Check out is by appointment with the Resident Assistant assigned to their hall. All personal belongings must be out of the room at the time of check out. Residents will be charged for additional cleaning or the repair of damage not due to normal wear and tear.

G. Maintenance and Repair: The maintenance and repair of facilities operated by University Housing is the responsibility of University Housing. Request for maintenance or repairs can be made via service request at Requests will be prioritized and work completed as soon as the schedule permits. H. Utilities In many of University Housing facilities, utilities are included as part of the apartment fees. [ed. 9-09]

I. Parking. Parking for University Residences is supervised and administered by Parking and Transportation Services. Questions regarding parking should be directed to (208) 885-6424 or . [ed. 9-09]

I-1. Residence Hall Parking. Silver permits are available for purchase by current residents of University Housing (Wallace Complex, Theophilus Tower, McConnell Hall or the LLC’s). To be eligible to purchase a Silver permit, housing agreements must be completed. If an individual moves out of University Housing, they are no longer eligible to use a Silver permit. The permit may be returned for a pro-rated refund, and a different permit type may be purchased for a pro-rated price. Purchasing another permit in addition to or in place of a Silver permit is permissible. Parking restrictions/rules for each individual permit will be applied. Silver permits are valid in all Silver, Purple and Blue lots on campus. Silver permits are NOT valid in Gold, Red or Green lots, meters, any specially marked space, or on the campus walkway system. Refer to the parking regulations at for further information. [rev. 9-09]

I-2. Apartment/Family Housing Parking. Green permits are available for purchase by CURRENT residents of Elmwood Apartments, Graduate Student Residences (GSR) and Family Housing (FH). To be eligible to purchase a Green permit, housing agreements must be completed. If a resident of Elmwood Apartments, GSR or FH moves elsewhere, they are no longer eligible for a Green permit. The permit may be returned for a pro-rated refund, and a different permit type may be purchased for a pro-rated price. Purchasing another permit in addition to or in place of a Green permit is permissible. Parking restrictions/rules for each individual permit will be applied (e.g., only Green permits allowed in Green areas). There is a limit of two FH Green permits per individual unit, a request for a third FH Green permit must be submitted to the Parking Office. The third permit may be restricted to specific parking areas to increase the availability of parking spaces close to apartments. More than one Elmwood or GSR Green permit may be purchased by residents based on current space availability. Green permits are specific to Elmwood, GSR and FH, and are only valid in Green lots located at permit owner’s place of residence. Green permits are also valid in Blue lots. Green permits are NOT valid in Gold, Red, Silver or Purple lots, meters, any specially marked space, or on the campus walkway system. Green permits are required at all times. Refer to the parking regulations at for information on Green parking lots, access to the Family Housing Walkway System (Serpentine), and Family Housing Visitor permits. [rev. 9-09]

J. Mail. University Housing provides some mail services, following the U.S. Postal regulations. [ed. 9-09]

J-1. Residence Hall. A mail room is available in the basement of the Wallace Complex for residents living in McConnell Hall, Wallace and Theophilus Tower. and in the Living Learning Communities for residents living there. The residents of and Targhee Hall have their mail delivered to mail boxes located in their building. Residents are issued a mail box. Mail is distributed on a daily basis (except Sunday). Mail will be forwarded during the summer if a change of address card is submitted. If not, the mail is returned to sender. [rev. 9-09]

J-2. Apartment/Family Housing. The U.S. Postal Service delivers mail to the apartments.

K. Vacation Breaks. Accommodations are available as follows:

K-1. Residence Halls. The Residence Halls are open during the Fall and Spring Break. Winter break housing will be offered on a limited-basis, please contact the University Housing office for specific availability. Accommodations during Summer Session will be available for an additional charge. [rev. 9-09]

K-2. Apartment/Family Housing. Apartments are open for occupancy year round.
