9.Reservations

9.1ReservationofSeatsforScheduledCaste/TribeCandidates

22½%ofthetotalnumbersofseatsarereservedforcandidatesbelongingtoScheduledCaste/ScheduledTribes(15%forScheduledCasteand7½%forScheduledTribes,interchangeable,ifnecessary).

ItisastatutoryobligationonthepartofCollegestofillallseatsreservedforScheduledCaste/ScheduledTribecandidates.

TheCollegesshallnotrefuseadmissiontoanySC/STcandidateonthebasisofmediumofinstruction.Anydeficiencyintheknowledgeofanyparticularlanguageshouldberemoved,remedialclassesforwhichmaybearrangedbyutilizinggrantsthatareavailablefromUniversityGrantsCommission.

Relaxationtotheextentof5%intheminimummarkswillbegiventothecandidatesbelongingtoScheduledCasteandScheduledTribestodeterminetheireligibilityandmeritforadmissiontothecourseconcerned.

Incase,aftergiving5%relaxation,thereservedseatsstillremainvacant,furtherrelaxationwouldbegiventotheextentrequiredinordertofillupallthereservedseats.(ACResolutionA88,14.6.1983)(ECResolution157,24121.2001).

9.2ReservationofSeatsforOtherBackwardClasses(OBC)

27%seatswillbereservedforthecandidatesbelongingtoOBC.

AtthetimeofgivingadmissiontoanOBCcandidate,theCollegewillensurethatthecasteisincludedintheCentralListofOBC.Thecertificatemustmentionnon-creamylayerstatusofthecandidate.

TheOBCcandidatesshallbegivenarelaxationof10%intheminimumeligibilitymarksofthesaidcourseandintheadmissionentrancetest10%oftheminimumeligibilitymarksprescribedforGeneralCategorycandidates.

ItisastatutoryobligationonthepartofCollegestofillallseatsreservedOBCcandidates.

TheCollegesshallnotrefuseadmissiontoanyOBCcandidateonthebasisofmediumofinstruction.Anydeficiencyintheknowledgeofanyparticularlanguageshouldberemoved,remedialclassesforwhichmaybearrangedbyutilizinggrantsthatareavailablefromUniversityGrantsCommission.

IftheseatsmeantforOBCremainvacantonthelastdateforadmission,thesamewillbefilledupbyothereligiblecandidate.

Note:Themeritlistforthegeneralcategoryseatswillcompriseofallthecandidatesintheorderofmerit.Noonewillbeexcludedfromthesame.Inotherwords,itwillalsoincludeSC/ST/OBC/PwDcandidates.Iftheycomeingeneralmerit.ThecandidatecannotbeexcludedfromthegeneralcategorymeritlistjustbecausehebelongstoSC/ST/OBC/PwD.Suchacandidateisentitledtobeconsideredunderthegeneralcategory,aswellasunderthereservedcategory.AdmissiontoopencategoryseatswillbestrictlyintheorderofmeritwithoutexcludingSC/ST/OBC/PwDcandidates.

1.ConsequentuponamendmenttoOrdinanceX(4)oftheUniversity,thefollowingprovisohasbeenaddedafterSub-clause2ofOrdinanceX(4)ofthesaidOrdinance:

“ProvidedthatthePersonsWithPhysicalDisabilitiesshallbewaivedoffallthefeespayableincludingtheExaminationfeeandotherUniversityfees,exceptAdmissionfee,subscriptiontowardsDelhiUniversityStudents’UnionandIdentityCardfeeforpursuingunder-graduate,post-graduateorothercoursesintheUniversityoritsColleges.”

2.Inpursuanceoftheabove,thestudentswithphysicaldisabilitiespursuingvariouscoursesofstudyintheFaculties,Departments,Centers,andInstitutions/CollegesoftheUniversityshallbeexemptedfrompaymentoffees,includingexaminationfeeandotherUniversityfees,exceptAdmissionfee,subscriptiontowardsDelhiUniversitystudents’UnionandIdentityCardfee.

3.InpursuanceoftheExecutiveCouncilResolutionNo.50dated03.11.2012,itisnotifiedthatthestudentswithphysicaldisabilitiesresidingindifferentHostels/HallsoftheUniversityareexemptedfrompaymentofallhostelfeesandchargesexceptrefundablecautionfeeandthemessfees.ThePersonswithPhysicalDisabilitiesstudentsshallpay50%oftheMessfeeandtheremaining50%oftheMessFee-inrespectofthePwDstudentsisbeingmetbytheUniversity.SimilarnormsaretobeadoptedbytheCollegesinrespectofPwDStudentsresidinginvarioushostelsoftheColleges.

ItisclarifiedfurtherthatthePwDstudentswhoaregettingfellowships/financialassistanceshallbeexemptedfrompaymentoffees/charges/messfeessubjecttothefollowingconditions:

9.4ReservationforArmedForces

2.TheadmissionsbasedonsportsbefinalizedbyeachcollegeontherecommendationofaCommitteeconsistingofmembers(aspertheNewSportsPolicy2012)tobeconstitutedforthepurposebytherespectivecollege.

3.DateforfillingapplicationanddateforadmissiononSportsbasisshallbenotifiedintheCollege/DepartmentprospectusandshallbeputupontheirrespectiveNoticeBoards/Websitesalongwiththerequirementofplayersindifferencesportstherespectiveplayingpositions.

4.TheSportsAdmissionCommitteeshallscreen/evaluatetheapplications,fitnessandsportstrailsontheplayfieldandrecommendadmissiononthebasisofsports,asperEvaluationChartShown(aspertheNewSportsPolicy2012).

5.ThephotocopiesoftheSportsCertificatesshouldbeaccompaniedbyaphotographoftheSportspersondulyattestedbytherespectiveIssuingauthorityorHeadoftheInstitutionlastattended.

6.Anystudentsubmittingfalse/forged/fakecertificatewillbededebarredfromadmissiontoanycourseinanycollegeforthreeyears.Ifhe/sheisadmitted,his/heradmissionwillbecancelled.Suchcaseswillbenotifiedtoallcolleges.

7.ThelevelofcompetencyintheSportwillbedeterminedonlyofthecandidatewhohasachieveddistinctioninSportsduringthelast3yearsinthesportseventsrecognizedbyAIUandIOA.PreferencewillbegiventosportseventsinwhichDelhiUniversityInter-CollegeandInter-UniversityCompetitionsareheld.

GuidelinesforExtraCurricularActivities(ECA)

ThefollowingguidelinesforadmissiontovariousundergraduatecoursesonthebasisofExtraCurricularActivities(ECA)willbefollowedbyallconcerned:

1.Theexistingprovisionofnotmorethan5%SportsandECAquota(subject-wise)becontinuedaspercircularNo.Aca.I/Sports/2010-11/178datedMay29,2010.CollegesProspectusshouldcontainthisinformation.

2.CandidatesseekingadmissionunderECAcategoryshallregisterintherespectivecolleges.3.Trialswillbeheldattwolevels:(i)Preliminarytrials(ii)Finaltrials.

i)Thedate/datesforthePreliminary/Finaltrialsshallbenotifiedanddisplayedonthecolleges’websiteandalsodisplayedontheCollegeNoticeBoardwellinadvance.

10.AdmissionGrievanceCommittees

TherewillbetwoAdmissionGrievanceCommitteesonefortheNorthCampuslocatedintheDeanStudents’WelfareOfficeandanotherfortheSouthCampuslocatedintheDeputyDean,Students’WelfareOfficeatSouthCampus.EveryCollegeshallhaveitsownGrievanceCommittee,theinformationaboutwhichshallbedisplayedontheNoticeBoardoftheCollege.CandidateshavinggrievancesaboutadmissionshouldfirstapplytoGrievanceCommitteeoftheCollege.Ifnecessary,theymayapplytotheGrievanceCommitteefortheNorthorSouthCampussubsequently.
