B.The specified product shall be manufactured by a firm whose quality system is in compliance with the I.S. EN ISO 9001:2008, QUALITY SYSTEM.

2.02PRODUCT DESCRIPTION

  1. The camera system specified herein shall provide an integrated, hybrid camera positioning system (IPCPS) providing thermal imaging using H.264/MJPEG compression and encoding over IP networks and composite analog video with RS422 serial data control.
  2. The (IPCPS) shall integrate a VGA 640x480 [or CIF 320x240]LWIRthermal camera withlens optics, an H.264/MJPEG encoding engine with network communication circuitry, analog composite video with RS422 control, and a wide dynamic range variable speed positioning drive, completely protected by an IP66/IP67 enclosure system.
  3. The H.264/MJPEG encoded video shall support 30 frames per second at640x480 or 320x240 resolutions with support for uni-cast and multi-cast connections, using RTP/RTSP network layers.
  4. The (IPCPS) shall provide hybrid output capability delivering simultaneous IP video streaming/control and analog composite NTSC video with RS422 serial data for external system connections and control.
  5. The (IPCPS) shall provide embedded camera control protocol drivers available over the RS422 serial and Ethernet connections.
  6. The (IPCPS) shall provide an integral web HTTP server allowing password protected administration/configuration capabilities along with full camera and positioning system control and viewing functions.
  7. The (IPCPS) camera manufacturer shall provide a software development kit (SDK) for allowing any 3rd party developers all necessary tools for integrating the (IPCPS) system into the users control system environment.
  8. The (IPCPS) positioning drive system shall provide wide dynamic range speed capability of 1.0 to 80 degrees per second, with 0.25degree repeatability, 360 degree continuous pan rotation, and +90 to –90 degree tilt range as a minimum.
  9. The (IPCPS) shall include an advanced ID generation capability for indications of viewing direction, compass setting, azimuth/elevation position, location descriptors and user defined image/logo.
  10. The (IPCPS) shall be designed for use in harsh operational environments conforming to NEMA TS2 requirements for power, shock and vibration as well as IP66/IP67 environmental standards.
  11. The (IPCPS) units shall be fully assembled and tested at the original manufacturing facility and shipped as a complete unit, ready for installation and commissioning.

B.THERMAL OPTICS: Horizontal x Vertical Angle of View

The (IPCPS) shall provide a selection of thermal lenses for optimizing field of view requirements for each (IPCPS) installation. The thermal lenses shall include the following characteristics;

  1. Hermetically sealed to IP67 levels.
  2. Hard carbon coated protection.
  3. Motorized remote focus control (near/far).
  4. Focus preset position capability.
  5. The (IPCPS) shall provide the following selection of lenses as a minimum;
  6. 35mm f/1.2, FOV; 13.0° x 9.8° (320) [or 17.7° x 13.3° (640)]
  7. 60mm f/1.25, FOV; 7.6° x 5.7(320) [or 10.4° x 7.8 ( 640)]
  8. 100mm f/1.6, FOV; 4.6° x 3.4(320) [or 6.2° x 4.7° (640)]

C.H.264/MJPEG ENCODING ENGINE

The (IPCPS) system shall fully integrate within its positioning system enclosure the H.264/MJPEG encoding component with functions as specified below;

1.Video Encoding: H.264 and MJPEG standards

2.Video Stream Codec Configurations:Up to (2) two independently configurable streams;

b.H.264 + MJPEG + Analog

3.Video Stream Configuration Properties;

a. Stream 1 Image Resolution: 720 x 480, 352 x 240

b.Stream 2 Image Resolution: 720x480, 352 x 240

c.Streaming Mode: CBR

d. Frame Rate: 30, 15, 7.5, 6, 5, 3.75, 3, 2, 1

4.Video Streaming Protocols; the camera system shall support the following streaming protocols:

a. RTSP/RTP; The RTSP communication shall occur over a TCP socket. RTP video packets shall be sent over UDP. This mode shall be available at all times for H264 and MJPEG encoded streams.

b.RTSP Interleaved; RTSP commands and the RTP video packets shall be transmitted over a single TCP connection. This mode shall be available at all times for H264 and MJPEG encoded streams.

c.HTTP tunneling; this mode shall use two separate TCP connections, one for sending and the other for received data from the client over port 80. This mode shall available at all times for H264 and MJPEG encoded streams.

d.RTP multicast; this mode shall sends RTP video packets to the user assigned multicast destination. This mode shall be required to be enabled or disabled. This mode shall be available for both H264 and MJPEG encoded streams.

e.MJPEG push using HTTP; MJPEG frames shall be delivered as a sequence ofmulti-part JPEG images using HTTP protocol. This method shall uses TCP communication on port 80. This mode shall only available when on the encoded stream is MJPEG.

f.MJPEG pull using HTTP; A single JPEG image is sent by the server upon receiving clients request using http protocol. This scheme shall use TCP communication on port 80. This mode shall only available when on the encoded stream is MJPEG.

D.POSITIONING DRIVE

  1. Pan Movement; 360 degrees continuous rotation
  2. Pan Speed; Variable from 1.0 to 80 degrees/second.
  3. Pan Repeatability; +/- 0.25 degree precision
  4. Pan Preset Speed; 180 degree movement < 2.5 Seconds
  5. Tilt Movement; Minimum of +90 to –90 degrees

  9. The (IPCS) shall not have any exposed wiring from the positioning drive to the camera head enclosure.
  10. The (IPCPS) positioner drive enclosure shall provide an optional internal heater blanket to prevent ice accumulation on the pan/tilt drive system.
  11. The heater blanket shall be capable of melting ¾” of ice in less than 7 hours at temperature of -70 C
  12. The heater blanket option shall add operational compliance for Nema-TS2 250-2003, paragraph 5.6.

E.IPCPS OPERATIONAL THERMAL CAMERA REQUIREMENTS

Required camera control functions shall include the following features and capabilities as a minimum; these functions shall be exposed as part of the (IPCPS) web server.

F.IPCPS OPERATIONAL THERMAL CAMERA REQUIREMENTS

Required positioning control functions shall include the following features and capabilitiesas a minimum;

1.Pan/Tilt Positioning

a.Movements; The (IPCPS) positioning system shall allow continuous 360 degree azimuth (pan) rotation and +/- 90 degree elevation (tilt) movement.

b.Variable Speed; The (IPCPS) shall provide variable speed azimuth and elevation capability using a minimum of up to 64 distinct speed settings ranging from 1 to 80 degrees/second.

c.Vector Positioning; The (IPCPS) system shall be capable of simultaneous pan and tilt movements.

2.Click-n-Drag positioning control; The (IPCPS) shall web server interface shall provide pan/tilt positioning control using in-video-window click-n-drag control. Speed variation shall be accomplished by increasing/decreasing mouse cursor distance relative to initial click point.

3.Presets; Minimum of 64, with each preset consisting of the following properties;

  • Pan/Tilt Position
  • Focus Position
  • ID Label
  • Color Mode
  • Polarity Look Up Table (LUT)
  • Digital Zoom
  • Supplemental Offset Mode
  • AGC Plateau Setting
  • AGC ITT Mean Setting
  • AGC Max Gain Setting
  • Region of Interest (ROI)

When a preset position is recalled the corresponding preset ID shall be displayed. The preset properties shall remain displayed until a pan, tilt, or another preset command is received.

4.Preset Tours; Minimum 8 tours required, each tour shall consist of up to 32 pre-programmed presets, with individual dwell time property of 10-99 seconds per preset per tour.

a.Tours shall stop upon receipt of any pan/tilt positioning command.

b.Tour data shall be stored in non-volatile memory and shall not be lost if a power failure occurs.

5.Updates: The (IPCPS) shall allow updates of firmware for new features via the ethernet network communication channel. An internal (IPCPS) web server shall be provided for performing this task.

6.The (IPCPS) system shall return to previous position and state of operation upon power loss and restoration.

G.ON-SCREEN DISPLAY

1. The IPCPS system shall provide on-screen display (OSD) generator supporting the following capabilities;

a.Provide OSD elements as defined below as a minimum; Up to four OSD elements shall be selectable for inclusion in the cameras two video streams.

1.Camera title [24 characters]

2.Time/Date display

3.Preset location [24 characters]

4.Pan/Tilt/Zoom position

5.Sector Zone location [24 characters per zone]

6.Maintenance Display [temperature and pressure]

7.Logo Display [96 x 96 pixels maximum]

b. The OSD elements shall display on top or bottom of image, on right hand side of video.

c.The Logo element shall display on top or bottom of image, on left hand side of image.

H.COMMUNICATION PROTOCOLS AND FORMATS

The (IPCPS) system shall include integrated video camera system communication drivers for flexibility and system interoperability. The (IPCPS) camera system shall support both serial RS422 and Ethernet communication channels at a minimum, allowing field selection of the following protocol drivers as required;

H.MAINTENANCE FUNCTIONS

The camera system shall support maintenance features as defined below;

1.The camera system shall support querying of camera parameters via the Ethernet connection. The camera parameters shall consist of the following items

I.IP MANAGEMENT

The (IPCPS) shall provide at minimum the following network configuration properties;

1.IP Configuration: DHCP or Static IP address entry

J.POWER INPUT

The (IPCPS) system shall fully comply with Nema TS-2 standards and include independent laboratory test results confirming compliance with the following electrical operating conditions;

  1. Power; <36 Watts, <160 watts with PT heater option at 115VAC

2.Operating Voltage; 89 to 135Vac +/-3hz. Shall comply with NEMA-TS2 para 2.1.2 and 2.1.3

3.The (IPCS) system shall NOT require any external to Camera System step-down power supply transformer/interface box for accepting the specified operating voltage. Products requiring this shall not acceptable.

K.MECHANICAL

1.Connectors; 18 Pin MS style PT06E-14-18S(SR) weatherproof non-corrosion type or equal. The (IPCPS) shall provide an option for a 16 pin AMP connector if required for backward compatibility.

2.Weight; Maximum 18.5lbs (8.4kg)

3.Dimensions; Maximum 6.7" (171mm) D x 11.4" (290mm) H x 13.30" (338mm) W.

4.Construction; Powder Coated 6061 T6 aluminum; all internal and external parts corrosion protected, stainless steel fasteners.

5.Camera Mount; 6" Base plate with (4) 1/4-20 threaded holes 4.75 BC. Option for larger base plate with 7.00" BC shall be available.

L.ENVIRONMENTAL

The (IPCPS) system shall fully comply with and include independent laboratory test results confirming compliance with the following environmental operating conditions;

1.Temperature; -34C to 74C per Nema-TS2 paragraphs 2.1.2 and 2.1.3.

2.Vibration; Per Nema-TS2 paragraphs 2.1.9, 2.2.3, 5-30Hz sweep @ 0.5g applied in each of 3 mutually perpendicular planes.

3.Shock; Per Nema-TS2 paragraphs 2.1.10, 2.2.4, 10g applied in each of 3 mutually perpendicular planes.

4.Water Spray; Per IEC 60529+A1, 1999, Para 14.2.6, Solid water stream delivered thru 12.5mm nozzle @ 25 gallons/minute @ 9ft for 3 minutes
