Mr. Kortman has over 45 years of experience supporting the Department of Energy (DOE) on the Oak Ridge Reservation, at the East Tennessee Technology Park (ETTP), Y-12 National Security Complex, and the Oak Ridge National Laboratory (ORNL).   • Develops and implements security criteria and programs and procedures; provides functional guidance and direction to assigned security personnel and contractors; and monitors security activities and the performance of security services.
  • Identifies, develops, implements, and maintains security strategies and programs so as to respond to security conditions and incidents, and minimize risk of personal, physical, or financial harm to UCOR assets, employees, and dependents.
  • Develops plans, organizes and directs the activities of on- site security staff and ensures their actions comply with legal and regulatory requirements as well as meet corporate and customer needs.
  • Develops and maintains close relationships with local law enforcement, intelligence and security agencies, and private sector counterparts to support the continuous monitoring of threat-related intelligence and the timely development of threat assessments regarding travel safety, project and/or office work-site feasibility, incident management, and evacuation activities for UCOR employees.
  • Implements appropriate security awareness and training programs to enable employees to keep themselves and their families secure in the workplace, residence and other places and facilities they frequent.
