INTRODUCTION

  1. Congratulations on your selection to attend Bold Eagle, a Canadian Armed Forces (CAF) Indigenous youth development program conducted in partnership with committed Indigenous organizations. Only a certain number of Indigenous youth from across western Canada and north-western Ontario are accepted each year into this program. The program runs from 4 July to 11 August 2017.
  2. This instruction is designed to ensure that you are well prepared for your arrival and subsequent training by the 3rd Canadian Division Training Centre (3 CDTC) at 3rd Canadian Division Support Base (3 CDSB) Garrison Wainwright, Alberta. We recommend that you read this package with your parents or guardians, and leave a copy with them since there is important program and contact information contained within.

RECRUIT TRAINING AND YOU

  1. This information applies specifically to 3 CDTC Wainwright which conducts the Bold Eagleprogram. The program follows the Canadian Army Primary Reserve Basic Military Qualification course (CA BMQ) but is unique in that it also includes Indigenous teachings and activities. Training is physically and mentally challenging, as well as highly rewarding.During the summer, recruits will learn the importance of teamwork, time management, self-confidence, and discipline. The program will also provide an opportunity to experience military training, improve your leadership skills and become more familiar with the CAF lifestyle and potential career options.
  2. Bold Eagleis six weeks in duration. On arrival, you will participate in a CAF Enrolment Ceremony where you will become a member of the CAF Primary Reserve. The first week is based around a four day culture camp which is comprised of Indigenous culture, traditional teachings and ceremonies. The culture camp is run by First Nation and Métis Elders and their helpers at our Buffalo Park Hall location. The remaining five weeks cover basic military training.
  3. What you learn about the CAF and yourself during this summer will depend to a large measure on how motivated and committed you are towards achieving success. Well trained, professional instructors will teach, mentor and coach you throughout the program. They will strive to impart as much of their service knowledge to you as possible, but it will be up to you, and you alone, to push yourself to work hard with your peers and make the most of the experience.

TRAVEL TO 3 CDTC WAINWRIGHT

  1. Travel Arrangements. Your Canadian Forces Recruiting Centre (CFRC) will initiate and coordinate your travel arrangements for you to arrive at 3 CDTC Wainwright in Wainwright, Alberta on Monday, 3 July 2017. For those travelling by commercial airline, the CFRC will provide you with your flight booking and related itinerary. If you have questions regarding your travel arrangements, please contact your File Manager at the CFRC at 1-800-856-8488 or the number they provided to you during processing.
  2. Travelling by Aircraft. Ensure you have current photo identification in order to board your flight. Bold Eagle staff will be in uniform (camouflage) at the Edmonton International Airport (EIA) waiting to meet you. There may be a waiting period of 2-3 hours at the EIA as we wait for persons/groups to arrive from other locations. While waiting, you are required to stay in the immediate vicinity of the arrival area. Transport from the EIA to Wainwright will be by bus or van.
  3. Travelling by Personal Vehicle. You must report to the 3 CDSB Wainwright Duty Centre at Building 626 before 6:00 p.m. on Monday, 3 July 2017. The Base (3 CDSB Wainwright) is south of the Town of Wainwright, and can be accessed by travelling south on 1st street. Before entering the Base you will pass a gate where a commissionaire will be on duty. Should you require assistance the commissionaire will provide direction. The Duty Centre is located on Perimeter Road (once on the Base, follow the posted HOSPITAL signs as they will lead you down Perimeter Road). Recruits travelling as passengers and arriving by a personal vehicle are required to write down the name of the vehicle owner and the licence plate number.
  4. Travel Receipts. Make sure that you obtain and keep all receipts for reimbursement as applicable (i.e. taxis, buses, ferries, hotels, etc). Eligible travel expenses are explained in the annexes.
  5. If you experience any problems while travelling, contact the Bold Eagle Clerk at 780-842-1363 extension 1133 or the Duty Centre at 780-842-1363 extension 1203.

DOCUMENTS REQUIRED

  1. Bold Eagle recruits are enrolled in the CAF Primary Reserve (the part-time component) in order to be covered by the Department of National Defence for medical, dental, pay and benefits while they are employed on the Bold Eagle program. On arrival at 3 CDTC Wainwright you will be required to complete administrative paperwork, therefore you must have in your possession the following:
  2. social insurance number (SIN) card or SIN application receipt;
  3. current photo identification and/or drivers licence;
  4. provincial health care card (if applicable);
  5. home address and telephone number(s); and
  6. a completed direct deposit banking form for your personal bank account (attached).

  1. It is important that your parents/guardians know your correct address for correspondence and the emergency contact telephone numbers. Ensure you provide the following address and remember that all information must be legible and clearly indicated on the letter or package in order to avoid loss or delay in delivery.

PERSONAL CLOTHING AND EQUIPMENT

  1. While on the program you will wear the uniform and clothing issued by 3 CDTC, other than a few exceptions where civilian attire may be permitted. The list of personal items to bring with you is listed in the annexes. Equipment necessary to conduct training is issued to you.

PAY (SALARY)

  1. You will be paid as a Primary Reserve Private (incentive level 1) which, based on the 2017 rate, is $96.06 per day. You will normally receive two cash payments in the amount of $200.00 each during the summer. The remainder of your earned pay and travel reimbursement will be direct deposited into your bank account. It is also highly recommend that you arrive with approximately $50.00-75.00 to purchase any items you will need during the first week.
  2. Please ensure you provide your personal banking information on the required direct deposit form and bring it with you. A social insurance number is required in order to be paid.
  3. Deductions. With regards to your earned pay, there are deductions made for the Canada Pension Plan (CPP), employment insurance (EI) and income tax.This will affect your net pay. A T4 slip will be mailed to you at the end of the income tax year.

LIFE AT 3 CDTC

  1. As mentioned earlier, you will be attending the Bold Eagle program for six weeks. During this time, you will not have the opportunity to return home or leave Base Wainwrightunless doing so for military purposes. Homesickness can occur for those who may be away from home for the first time, but normally this condition subsides by the second or third week of training. There will be Indigenous Elders and CAF Chaplains accessible to recruits to assist with any personal or spiritual needs.
  2. Daily Routine. Training is conducted Monday to Saturday, with free time usually scheduled on Sundays. Your daily routine will start at 5:00 a.m. and consist of physical fitness training, room and personal equipment inspections, classroom lectures, regular meal times, evening study and cleaning stations until lights out at approximately 11:00 p.m.
  3. Accommodation. You will share a dormitory style barrack block with your fellow recruits. Each floor is sectioned into several sleeping areasof four individual bed spaces. You will have your own locker in which to secure equipment and personal items. You will be expected to keep your bed space and surrounding common areas clean and tidy at all times. Learning to maintain your living and work environment in an organized and clean manner is an integral part of Bold Eagle training. By living together and working with the other recruits you will bond as a team.
  4. Meals. You will consume your breakfast, lunch and supper meals in the all ranks dining hall, which is similar to cafeteria dining. There will be a couple of healthy choices for the main entrée, plus a soup, salad bar and dessert table.
  5. You will normally march by foot as a formed group to and from your training and will be under the constant supervision of Bold Eagle staff. You are expected to follow all the rules and regulations that pertain to CAF personnel. Failure to do so could result in your early departure from the program.

MEDICAL

  1. If required, medical treatment will be provided at the Base Wainwright Medical Clinic. On evenings and weekends, medical services will be provided by the local hospital.

PROGRAM CONTENT

  1. The Basic Military Qualification course will cover:
  2. marching (drill);
  3. general military knowledge;
  4. first aid and CPR;
  5. chemical, biological, radiological and nuclear defence;
  6. C7 service rifle use and handling (including range live firing);
  7. navigation (use of map and compass);
  8. WHMIS and workplace safety;
  9. field training exercise;
  10. physical fitness; and
  11. personal equipment, accommodations and hygiene.
  12. Additional activities include:
  13. culture camp teachings and activities (5 – 8 July 2017);
  14. handover ceremony (8 July 2017);
  15. indigenous Elder hour each week;
  16. mid-point sweat lodge (for those interested);
  17. CAF career day (28 July 2017);
  18. attendance at a local pow wow (29 July 2017); and
  19. rappelling.

PHYSICAL FITNESS

  1. Within the CAF, physical fitness is an important part of daily life. During the Basic Military Qualification course fitness training will occur in a variety ways, such as running, sports and marching with packs. The more physically fit you are when you arrive the less difficulty you will experience. Not only will physical fitness training seem less difficult, but you will also be in better condition to handle the rigours of training and the associated long days. Improve your fitness before you arrive.
  2. The FORCE test will be administered the first week of the Basic Military Qualification course. Please ensure you arrive with adequate running shoes and sports clothing. The FORCE test is the minimum physical fitness standard within the CAF. Two days have been set aside for testing: 11 and 13 July 2017. You will be tested on one of these days. Should you not be successful you will be given a second attempt. Unfortunately, if you are not successful on your second attempt yourfuture in the Bold Eagle Program will be reassessed and you could be sent home. An example of the FORCE test is available on You Tube and outlined below:

a.Sandbag Lift: 30 consecutive lifts of a 20 kilogram sandbag above a height of 1 metre alternating between left and right sandbags separated by 1.25 metres;Standard: 3 minutes 30 seconds;

b.Intermittent Loaded Shuttles: Using the 20 metre lines, complete ten 20 metre shuttles alternating between a loaded shuttle with a 20 kilogram sand bag and unloaded shuttles, for a total of 400 metres;Standard: 5 minutes 21 seconds;

c.20-Metre Rushes: Starting from prone, complete two 20 metre shuttle sprints dropping to a prone position every 10 metres, for a total of 80 metres;Standard: 51 seconds; and

d.Sandbag Drag: Carry one 20 kilogram sandbag and pull four on the floor over 20 metres without stopping; Standard: Complete without stopping.

CONTRABAND ITEMS

  1. Upon your arrival at 3 CDTC Wainwright your personal luggage will be checked for contraband material not permitted during the program. This is done for the safety of you and your fellow recruits. You will be given an opportunity to surrender any contraband materials without penalty.
  2. The following items are forbidden to bring with you to the Bold Eagle program. Please note if these items are brought they will be confiscated. Confiscated items will not be returned to you:
  3. weapons of any kind including pocket knives;
  4. narcotics and over the counter medications (other than prescribed medications);
  5. alcohol; and
  6. any items prohibited by Canadian Law.
  7. Note: Cellular/smart phone use is permitted but limited, such that the Bold Eagle staff will advise as to when you are able to use them.There will be absolutely no phone use permitted during scheduled training, and doing so may result in disciplinary measures. You will be encouraged to call home during your time off.
  8. Note: If you require prescription medication, ensure to bring enough to last the duration of the program and/or bring a current prescription in order that it can be refilled at a pharmacy. Anyone with allergies or asthma or other medical conditions are required to bring this information to the attention of the Bold Eagle staff on arrival so that they are aware of the condition and may take precautions as necessary.

TOBACCO AND ALCOHOL USE

  1. Tobacco. In accordance with CAF policy, it is forbidden to smoke in your shared living accommodations and workplace. Designated smoking areas will be pointed out to you on arrival. The law forbids smoking inside public buildings. If you are under the age of majority (18 years of age in Alberta) you will not be able to purchase or use tobacco.
  2. Alcohol. The consumption of alcoholic beverages is prohibited to all recruits while on Bold Eagle irrespective of age. If a recruit is involved in an alcohol related incident while on the program they may be sent home, regardless of their performance during training.

VISITORS

  1. The first few weeks will be extremely busy and demanding. Family members who wish to visit you in Wainwright should avoid doing so until the graduation in August, as there is very little free time.

GRADUATION

  1. You will mark the end of training with a graduation parade and related ceremony on 10 August 2017 at 1:00 p.m. Your family and friends are encouraged to attend your graduation at their own expense. Note that you will not be permitted to leave Base Wainwright until after 12:00 p.m. on 11 August 2017 - as personal equipment must be returned, accommodations cleaned, and administration finalized.

CONTINUATION OF SERVICE IN THE CAF AFTER THE COMPLETION OF THE BOLD EAGLE PROGRAM

  1. Upon completion of the Bold Eagle program you will be released (honourably discharged) from the CAF unless you request to be transferred to a Primary Reserve unit. This opportunity is only possible if you live in a community with a Primary Reserve unit and have the ability to commute to this unit on a regular basis throughout the year. Being a member of a Primary Reserve unit is similar to any other part time job in that you continue to live at home and attend school while you work/train with your unit for up to six days a month (i.e. one evening a week and one or two weekends a month). During the summers, additional full time training is available for those personnel who meet the prerequisites. Historically, each year, over half of the graduates from the Bold Eagle program request a transfer to a Primary Reserve unit in their home communities. There are several steps in this transfer process that must be completed while you are in Wainwright; therefore, all eligible candidates will be asked, at approximately the half way point of their course, if they want to transfer to a Primary Reserve unit. As a candidate accepted into the Bold Eagle program you are encouraged to discuss with your parents the potential benefits of continuing as a member of a Primary Reserve unit after you complete the Bold Eagle program. Please note that your parent/guardian’s consent to participate in the Bold Eagle program also allows you to request a transfer to a Primary Reserve unit should you desire to do so.

CONCLUSION

  1. Bold Eagle is designed to be an extremely challenging program. If you are determined to work hard as part of a team, keep an open mind, maintain a positive attitude, listen to your instructors, and put forth the necessary effort required, then you will be rewarded with a level of achievement and a life experience second to none. We look forward to having you as part of this year’s program.
