1. Overall Description:
3GPP SA2 would like to inform IEEE 802.11 that 3GPP has specified the IMS system. IMS uses IP transport to provide multi-media services: these can include voice.. The Federal Communication Commission (FCC) earlier this year indicated that it intends to mandate the support of enhanced 911 (E911) for certain VoIP service providers. Beginning Release 6, IMS is supported over WLANs inter working with 3GPP systems. Therefore to meet anticipated regulatory requirements, it is necessary that IMS emergency calls over the IWLAN are also supported.
3GPP is currently working on IMS based Emergency calls. In the case of WLAN, IMS emergency calls assume that the location information is retrievable from the WLAN . While the initial requirements for location accuracy are not completely clear, for USA the cellular systems in the past, handset-based location technologies were required to provide the location of wireless 911 calls with an accuracy of 50 meters for 67 percent of calls and 150 meters for 95 percent of calls. Network based location technologies were required to provide the location of wireless 911 calls with an accuracy of 100 meters for 67 percent of calls and 300 meters for 95 percent of calls.
It is currently unclear as to how a WLAN station gets its location. 3GPP understands that recently, within IEEE 802.11 there have been some discussions about support of emergency calls over WLANs. 3GPP would request IEEE 802.11 to take into consideration information on IMS emergency calls during formulation of emergency services related requirements in these task groups. This is necessary to ensure that an end to end solution will work and meet regulatory requirements.
3GPP SA2 would also like to inform IEEE 802.11 that it has started work on location based services for WLANs inter working with 3GPP systems.
2. Actions:
3GPP SA2 kindly requests IEEE 802.11 task groups to take information provided in the liaison into consideration while working on support for VoIP emergency calls. In addition, 3GPP requests IEEE 802.11 task groups to keep 3GPP informed about the status of the related work.
