The agenda packet for this public meeting is available for review at the Wilson School office reception area. All members of the public are invited to comment on any item on the agenda. If anyone wishes to attend and requires special accommodations due to a handicapping condition, as outlined in the Americans with Disabilities Act, please contact the superintendent at least two working days prior to the meeting. The Brown Act and Education Code delineate the circumstances under which a legislative body may meet in closed session.

  1. Call to Order

Citizens Bond Oversight Committee Members Present: Brian, Renee, Stacy, Al.

Wilmar USD Staff Members Present: Eric, Jolene

  1. Approve Meeting Minutes: No minutes from September 23, 2014 as we did not have a quorum. Renee motioned/Brian 2nded
  1. Public Comment: This is the public’s chance to speak on any item related to the Citizens’ Bond Oversight Committee. Please hold your comments to three minutes or less. If there is more than one speaker on a single Agenda item the Committee Chairperson may limit the comments to less than three minutes.
  1. Reports/Presentations:
  • Hand out Voter Information Pamphlet - Gave out for committee to review the parameters of the bond compared to what has been done – on Jolene’s Report (Next)
  • Review expenditure report – Summary used 200K from developer fees directly for projects, Have 5 years to use. Explained the formula they used in using the developer fees on the program. We also have shades for classrooms – 13K and 1 K for plans. Many of the soft costs (architects) are front loaded in order to be able to make plans for the future of the project.

1,867,436 – Phase 2 dollars in so we can begin to work on more projects in the summer.

  • Review Annual Audit – distributed by Jolene

No findings, we are in compliance

  • Reporting requirements – Eric went over By-Laws re reporting. Presented an example from Lake Tahoe, Has a template for the report formulated.

Had Community meetings and meetings with teachers. Reviewed the list of priorities. Will pursue crosswalk with county. Cluster discussed – other options for funding as is off the list.
