TEAM MANAGER – Adult Homeless Pathway

37.5 hrs per week based in our Oxfordshire Offices

(Oxford City, North and West Oxon)

Purpose and Accountability

The Team Manager is responsible for the development and management of the Oxford City, North and West Oxon Homeless Pathway teams, and for ensuring that its activities are committed to meeting the needs of the client group.

There will need to be some flexibility / negotiation as to where working days are spent and the tasks undertaken.

The Team Manager is responsible to the Operations Manager.

This post may be worked alongside other roles at Connection Support.

The role covers management of Connection Support Adult Homeless Pathway projects in Oxford City, North and West Oxfordshire, although there is the possibility to split this into two roles; 1 managing Connection Support allocation of beds within the pathway, consisting of 31 units in Oxford City, with the other covering; 7 units in Banbury and a further 6 units in Chipping Norton.

Salary

The 37.5 hrs per week of Team Manager post is paid at a starting salary of £28,668 to £30,042 pro rata, with the potential to rising one increment per year to £31,788. A pension contribution is paid in line with auto enrolment. The clear intention is to pay increments and pension contribution; however they are subject to sufficient funding being available. If an extra increment or two is offered at appointment, the post holder is expected to have substantial skills / qualification / management experience.

Place and hours of work

The place(s) of work are all Oxfordshire offices and this role will be expected to attend any of our bases including Oxford City office in Cowley, North Oxon in Banbury and West Oxon in Witney as required to meet the needs of the service.

The full time hours of work are 37.5 per week. A flexible approach is required to meet the needs of service users in employment or training or who have chaotic lifestyles who it may be necessary to engage with early mornings and evenings. Various evening drop-ins will also need to be covered. It may be possible to meet the service requirements for mornings and evenings via flexible working however it may be that a rota will need to happen in future.

Duties

In relation to the Operations Manager (OM)

1.  In conjunction with the OM be involved in the recruitment of paid staff.

2.  In conjunction with the OM be responsible for meeting service specifications set out in service agreements.

In relation to the casework team

1.  To lead, manage and develop the team, comprising Senior Support Workers and Support Workers.

2.  To be responsible for the professional development of team members, ensuring that appropriate support, supervision and training is offered.

3.  To represent the view of the team to the Operations Manager.

4.  To ensure that policies agreed by the Board of Directors are implemented within the team.

5.  To develop and review team policy and practice.

6.  To ensure that relevant legislation and good practice are implemented, with respect to health and safety, etc.

7.  To work as part of a management team across Connection’s work.

In relation to clients

1.  To provide casework cover as required for your team. To oversee all the casework, (and any group and community work) undertaken by the team.

2.  To implement equal opportunities policies in relation to the client group.

3.  To be alert to new groups of clients who might need the services of the team.

In relation to other agencies

1.  To be responsible for developing and maintaining liaison with all relevant agencies including the “named contact” roles of Support Worker and Senior Support Worker posts.

2.  To represent the team in negotiations or in meetings with other agencies.

3.  To be aware of changes in the policy or practice of other agencies that might affect the team or its clients.

4.  To be aware of changes in national policies, guidance or legislation that might affect the team or its clients.

In relation to funding, resources and project development, to fulfill a role as part of the Management Team which

1.  Is responsible for managing the team’s resources within budget.

2.  Enables effective fundraising and contracting with purchasers.

3.  Works to develop Connection’s work.

4.  Is involved in the development of policies.

5.  Develops the effective functioning of the Management Team.

In relation to monitoring and evaluation, in conjunction with the Operations Manager

1.  To develop and manage the system of recording all relevant client and agency information in case notes.

2.  To ensure that all relevant information is recorded for monitoring and evaluation purposes.

3.  To produce reports giving an accurate account of the team’s work as required.
