3 Step Process for Launching School Turnaround

STEP 1: Determine where you want to be in 2 years
PHASE 1:
Describe your ideal school / PHASE 2:
Revisit the campus core value, VISION, and mission / PHASE 3:
Establish a vision for your school turnaround effort
ACTIONS
  1. Create a mental image of what your ideal school looks like, sounds like, and feels like.
  2. Brainstorm a list of adjectives and phrases that describe your ideal school.
/ ACTIONS
  1. Determine how long the current vision/mission has been in place.
  2. Determine what percentage of the staff understand how the vision guides the campus’ work.
  3. Determine what percentage of the staff buy-in to the current vision and are inspired by it.
  4. Determine whether this vision matches the ideal school described by the activity in PHASE 1.
  5. Determine whether the current vision represent the vision for the turnaround effort.
/ ACTIONS
  1. Identify your guiding coalition that will help lead your turnaround effort.
  2. Task your guiding coalition with turning the ideal school brainstorm into a vision for school turnaround.
  3. Take every opportunity to communicate the new vision and how it will guide the turnaround effort.

STEP 2: Determine where you are
SYSTEMIC DATA ANALYSIS PROCESS / IDENTIFYING SYSTEMIC ROOT CAUSES
PHASE 1:
Analyze OUTPUT data for each Critical Success Factor (CSF) / PHASE 2:
Analyze INPUT data for each CSF, or for the lowest performing CSFs / PHASE 3:
Analyze PROCESS data for each CSF, or for the lowest performing CSFs / Phase 4:
Identify the campus' SYSTEMIC ROOT CAUSE(S)
ACTIONS
  1. Create an inventory of “output data” by CSF
  2. Determine – for each CSF – where you would like your campus performance to be in 2 years
  3. Determine the campus’ current performance by CSF for the current year
  4. Identify the 3 lowest performing CSFs
  5. Analyze output data by CSF (or for the lowest performing CSFs) for the past 3 years and determine/capture trends and patterns.
  6. Move on to phase 2 
/ ACTIONS
  1. Create an inventory of “input data” by CSF (or for lowest performing CSFs identified in Phase 1.)
  2. Create a campus profile using current input data
  3. Analyze current input data compared with output data for the current year by CSF (or for lowest performing CSFs identified in Phase 1.)
  4. Analyze input data for the past three years to determine how the campus’ profile has changed
  5. Discuss possible trends and patterns between INPUTS and OUTPUTS for the past 3 years
  6. Move on to phase 3 
/ ACTIONS
  1. Beginning with the support systems, create an inventory of process data by CSF (or for lowest performing CSFs identified in Phase 1.)
  2. Starting with the lowest performing CSFs conduct a SWOT analysis of current processes using INPUT and OUTPUT data.
  3. Determine whether your processes are designed to get the desired results identified in #2 of phase 1.
  4. Refer to past plans to analyze past processes
  5. Move on to phase 4 
/ ACTIONS
  1. Conduct the 10-5-5 systemic root cause brainstorm process
  2. Narrow potential root causes using the “Circle of Control/Influence” activity
  3. Identify data that validates identified root causes
  4. To identify the systemic root cause, dig deeper into the identified root cause using the “5 Why” protocol

STEP 2: Determine where you are
SYSTEMIC DATA ANALYSIS INVENTORY
Input / Process / Output
Demographic Data / Capacity & Resources
(WHAT) / Capacity & Resources
(HOW) / Communication / Organizational Structure / Processes and Procedures / Results/Impact
CSF1: Academic Performance
CSF 2:
Use of Quality Data to Drive Instruction
CSF 3:
Leadership Effectiveness
CSF 4:
Increased Learning Time
CSF 5:
Family and Community Engagement
CSF 6:
School Climate
CSF 7:
Teacher Quality
STEP 3: Determine how you will get there
PHASE 1:
Identify turnaround initiative(s) / PHASE 2:
Develop turnaround plan / PHASE 3:
Develop targeted improvement plan
ACTIONS
  1. Revisit your low-performing CSFs that contributed to the campus' systemic root cause
  2. Reflect on previous and current initiatives
  3. Identify possible turnaround initiative(s) that address the systemic root cause
  4. Analyze the initiative(s) through the turnaround criteria
  5. Describe the desired outcome of the initiative
/ ACTIONS
Describe the following:
  1. Processes and Procedures
  2. Communications
  3. Organizational Structure
  4. Capacity and Resources
/ ACTIONS
