Explanatory notes

1 Performance in relation to the outcomes and evidence requirements must comply with current legislation, policies and procedures, which may include but are not limited to:

Health and Safety in Employment Act 1992;

Privacy Act 1993;

Official Information Act 1982;

Local Government Official Information and Meetings Act 1987; and all subsequent amendments and replacements;

The State Services Code of Conduct, Standards of Integrity and Conduct (available from http://www.ssc.govt.nz) and/or any other agency-specific code or codes of conduct and/or ethics.

It is important to note that there is, in most cases, specific legislation relevant to the organisation in which the candidate is employed. This legislation must be included.

2 Definitions

ACC – Accident Compensation Corporation.

DPMC – Department of the Prime Minister and Cabinet.

GCSB – Government Communications Security Bureau.

Information – facts that are known or could be discovered from any source. Examples may include written or oral reports or documents, description of an event, or an activity, unevaluated material of every description, at all levels of reliability, and from any sources from which intelligence can be developed.

Intelligence – the functions, activities, people or organisations that are involved in the process of planning, gathering and analysing informationthat leads to the production of intelligence products, which are of potential value to decision makers.

IR – Inland Revenue.

MBIE – Ministry of Business, Innovation and Employment.

MPI – Ministry for Primary Industries.

NZDF – New Zealand Defence Force.

NGOs – Non-Government Organisations.

NZSIS –New Zealand Security Intelligence Service.

Wider intelligence community – public and private sector organisations that carry out intelligence activities.

Outcomes and evidence requirements

Outcome 1

Describe the structure and roles of the wider intelligence community in New Zealand.

Evidence requirements

1.1 Describe the role of the intelligence function in five public sector entities.

Range must include – GCSB, DPMC, NZSIS;

may include but is not limited to – NZ Police, NZ Customs, NZDF, Corrections, MPI, MBIE, ACC, IR.

1.2 Describe the public sector inter-agency relationships.

Range GCSB, DPMC, NZSIS.

1.3 Describe the intelligence function of two private sector entities.

Range private entities described must be from two different sectors;

sectors may include but are not limited to – banking, insurance, NGOs, multi-nationals, telecommunications, on-line traders.

Please note

Providers must be granted consent to assess against standards (accredited) by NZQA, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment.

Industry Training Organisations must be granted consent to assess against standards by NZQA before they can register credits from assessment against unit standards.

Providers and Industry Training Organisations, which have been granted consent and which are assessing against unit standards must engage with the moderation system that applies to those standards.

Requirements for consent to assess and an outline of the moderation system that applies to this standard are outlined in the Consent and Moderation Requirements (CMR). The CMR also includes useful information about special requirements for organisations wishing to develop education and training programmes, such as minimum qualifications for tutors and assessors, and special resource requirements.
