PROJECTDESCRIPTION

Maximum Award: $60,000

PROBLEMSTATEMENT

Earlyinterventionwithyouthwhoexhibitantisocialanddelinquentbehaviorsoffersthebest hopeforreducingtheloadontheoverburdenedandcostlyadultlegalsystem. Whilemany

professionalsandcommunitymembersareawareofthese“at-risk”youth,theyoftenfallthrough thecracksandengageincriminalbehaviorbeforetheyreachadulthood. Thejuvenilecrime rate is furtherimpactedby a lack of adequatefundingand evidence-basedprogramming targetedtowardat-riskyouthintheirenvironments,aswellasalackofcollaborationamong communityagencies.

Comprehensive interventionprogramsareneededtoaddressthesignificantproblems associatedwiththedevelopment ofcriminalcareersamongjuveniles. Theseprogramsshould bedevelopedthroughmulti-disciplinarypartnershipsthataddressthemultitudeofsocial,family, educational, and emotional factors contributing to the delinquency. Members of law enforcement agenciesthatworkdirectlywiththepublicareinauniquepositiontointerveneso thatthosewhoareatrisk,orwhoarealreadyoffending,arehelpedearlierinlife. Inorderto ensureeffectiveinterventions,itisnecessaryforlawenforcementtodevelopprograms thatare anenhancement toyouths’normalroutineactivitiesandarebasedonsoundscientificstudies andbestpractice.

PROGRAMDESCRIPTION

Thisprogramareaisdesignedtofosterproactive,problem-orientedinterventionstocombat juveniledelinquency. Acceptableinitiativesincludeevidence-baseddrug/violenceprevention programs, youth academies, and mentoring activities conducted by members of law enforcement that target at-risk youth and facilitate parent and community engagement.

Strategies should be comprehensiveand may also include services for parents or other

caregivers,aswell. Interactionsbetweenlawenforcementandat-riskyouthshouldbeviewed aspositiveinnatureandseenasarewardandnotpunishment. One-timeevents,personal accountsor testimoniesof people in recovery,scare tactics (fear appeals),and/or moral appealswillnotbefundedasresearchhasindicatedthatthesemethodsareineffectiveand potentiallyharmfultoyouth.

Partnershipsareakeycomponentofanyintervention. Projectsutilizingcombinedresources andinformation sharingnetworkswillensureahigherlikelihoodofsuccess. Awell-developed collaborative effortbetweenagenciesinlocalcommunities preventstheduplicationofservices, providingtimeandcostsavings.Thesepartnershipsalsohelptoidentifypotentialneedsfor additionalresourcesinthecommunity,closeservicegapsforyouthandfamilies,andensure that at-risk youth are no longer falling through the cracks. Therefore, applicants that demonstrate thecapacitytofacilitateeffectivepartnerships withinthecommunitywillbegiven priority.

PREVIOUSGRANTCOMPLIANCE:

Application reviewswillincludescoringontheapplicant’spreviouscompliance withByrneJAG federalandstaterequirementsfortimeliness,accuracy,andcompletenessofreports. Ifyour agencyreceiveddirectByrneJAGfundingforpreviousfiscalyearssupporting asimilarproject, yourapplicationmustincludeadetaileddescriptionofthegrantsummary,goals,objectives,and

finaloutcomes.

UNIFORMCRIMEREPORTINGCOMPLIANCE:

Applicantsandallsubcontractors mustcomplywithMichiganPublicAct319of1968,as amended.Thislawrequirescountysheriff’sdepartments, aswellascity,village,andtownship policedepartments,tosubmitmonthlyuniformcrimereportingdatatotheMichiganState

Police.

LOCALBYRNEJAGAPPLICATIONREQUIREMENT:

Applicantsandanysubcontractorswhich appearonthefederalFY2017Byrne JAGAllocations

ListarerequiredtohavesubmittedaByrneJAGapplicationtotheDepartment ofJustice. Applicantswhichareeligible fordirectByrneJAGawardsandwhichfailapplyforthoseawards forasimilarprojectwillnotbeconsidered forfundingunderthisprogram. TheFY2017Byrne JAGAllocations Listisavailableonlineat: Applications mustincludeawrittenstatementdetailinganycurrentdirectByrneJAGallocation receivedbytheirdepartmentandasummaryofthefundedproject.

The maximumstate awardunderthis programarea will be $60,000.All costsmust be reasonableandjustified.
