AHOUSE RESOLUTION
TO RECOGNIZE AND COMMEND THE HONORABLE LEE CASEY MANNING, CIRCUIT COURT JUDGE FOR THE FIFTH JUDICIAL CIRCUIT, FOR A LIFETIME OF OUTSTANDING AND MEANINGFUL ACHIEVEMENTS, AND TO CONGRATULATE HIM FOR BEING INDUCTED INTO THE SOUTH CAROLINA ATHLETIC HALL OF FAME’S CLASS OF 2018.
Whereas, it is altogether fitting and proper that the members of the South Carolina House of Representatives should pause in their deliberations to commend the Honorable Casey Manning; and
Whereas, born in Dillon on December 7, 1950, he is the son of Harnethea and Paul Manning, Sr., neither of whom was able to complete an education, but they served to ensure that allsixof their children earned college degrees; and
Whereas, young Casey Manning excelled in the classroom and on the basketball court during high school and was named South Carolina Player of the Year in 1969 and AllAmerican in basketball, and his team won the class AAA state basketball championship the same year; and
Whereas, heearned a bachelor’s degree in political science and history in 1973 and a juris doctorate in 1977, both from the University of South Carolina (USC). The first AfricanAmerican athlete recruited to the men’s basketball team at USC, he was presented the Outstanding Senior Award in 1973 and was a scholar athlete during his fouryear career. He was honored in 2012 with the USC Richard T. Greener Excellence in Athletics Award, and he serves as a coloranalystbroadcaster for USC basketball games. He will be enshrined to the South Carolina Athletic Hall of Fame’s Class of 2018 on May 14, 2018, at the Columbia Metropolitan Convention Center; and
Whereas, from 1973 through 1974, Judge Manning served as a constable and agent with the South Carolina Law Enforcement Division and, in 1980, served as a parttime instructor at FlorenceDarlington Technical College; and
Whereas, he practiced law in Dillon County from 1979 through 1983, and from 1984 to 1989, he served as a private detective in Los Angeles, California; and
Whereas, Judge Manning became a partner with Walker, Morgan & Manning in Lexington County from 1989 to 1994 until he was elected as a circuit court judge for the Fifth Judicial Circuit in 1994, where he presently serves; and
Whereas, dedicated to his profession, he is affiliated with the South Carolina Bar Association, the American Bar Association, the United States District Court, and the United States Court of Appeals for the Fourth Circuit. He serves on the Circuit Court Judges’ Advisory Committee, South Carolina Commission on Judicial Conduct, and South Carolina Sentencing Guidelines Commission; and
Whereas, Judge Manning’s numerous professional honors include the Matthew J. Perry Civility Award from the Richland County Bar Association in 2002, the South Carolina Association of Justice in 2006, and the Outstanding Contribution to Justice Award; and
Whereas, in 2008, he was awarded the City of Columbia Youth Violence Awareness Award; the Dorn VA Medical Center Black History Award in 2009; the United Way Award for Outstanding Volunteer Service; Who’s Who in Executives and Professionals; and the South Carolina Supreme Court G. Dewey Oxner, Jr. Lawyer Mentoring Award in 2015; and
Whereas, listed in Who’s Who Among Students in American Colleges and Universities, Judge Manning served as captain of the Columbia Tipoff Club in 1993 andpresident of the South Carolina Hall of Fame in 1994. In 2015,hewas included in the Strathmore’s Who’s Who Worldwide Edition for his outstanding contributions and achievements in the field of law; and
Whereas, the South Carolina House of Representatives values the forty years of experience that Judge Manning has dedicated to the legal field, the last twentyfour of which have beenas an exemplaryjudge on the Fifth Circuit Court in Columbia. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the South Carolina House of Representatives, by this resolution, recognize and commend the Honorable Lee Casey Manning, Circuit Court Judge for the Fifth Judicial Circuit, for a lifetime of outstanding and meaningful achievements, and to congratulate him for being inducted into the South Carolina Athletic Hall of Fame’s Class of 2018.
Be it further resolved that a copy of this resolution be presented to the Honorable Lee Casey Manning.
