2015 July Shaker Woods HOA Board Meeting Minutes

Treasurer’s Report (LoriRuderman)
Lori was absent from the meeting.

Open invoices remain unchanged, so Paula will begin legal action for habitual non-payers.
Paula reported that all expenses associated with the 4th of July picnic were applied to the HOA credit card.

AECC (David Jenkins)
No AECC applications to report.

Kurt reported that the owners of 1214 Rowland Drive are working with the County to reinstate permits (mislaid by the County) for their home day care from 20 years ago now that County regulations relating to Home Day Care are under stricter regulations.

Paula reported that home operated music lessons and day cares are the only businesses allowed within our bylaws. Other occupations that necessitate regular visitors toa home office are not permitted.

Jimmy reported that the installers of his neighbor’s sprinkler system disrupted utility service to his property and inadvertently installed asprinkler head on his property. This issue should be rectified by the installer to avoid an issue when Jimmy comes to sell his home.

Grounds (JimmyAndere)

Jimmy reported that the landscapers were doing a good job including mulching and mowing the median at the entrance to section 8;though he is concerned that the invoices have been late in being paid. The board discussed that perhaps an autodraft from the account could be set up with a Grounds (i.e., Jimmy) approval for it to go out. Without input from the treasurer, the board did not reach consensus on the autodraft.

A tree has fallen on the common area between Sandy and Courtney Courts – half of the tree has fallen onto a stack of logs created by a homeowner within the common area. Jimmy will notify the homeowner that this constitutes adverse possession of the common area and, if the fallen tree is found to have originated on the homeowner’s land, request him/her to remove it, along with the logs, from the common area. (“Where did the tree live when it lived?”) A copy of the note will be included in the notes for the next meeting to ensure a public record of the notification.

Following an e-mail inquiry from one of the neighbors at the south end of Rowland Drive, Jimmy will ask our landscapers to provide a quote to remove the dead trees (and possibly the vines on the house) for the owners of 1257 Rowland Drive. Kurt will also provide a quote for painting/repair services.Paula stated that the Board is under no obligation to ensure that homes are kept in marketable condition, so in future a note would be applicable in similar situations.

Jimmy reported that Eric had asked to have the mulch spread in common area H next to 1316 Shaker Woods Road.

Jimmy will be absent from the next Board meeting.

Brendan noted that the groundskeepers have been doing a good job in Section 7.

Social Events (Jennifer Klein)

Jennifer thanked Paula for hosting the 4th of July picnic in her absence. Paula reported that the kids enjoyed parading behind the ice cream truck and Jennifer said that she would book the ice cream vendor for the July 4th morning parade next year.

The next social event is the SWHOA picnic on September 19/20raindate. Jennifer will be away again, but will send out the Evite and arrange the moonbounce, water “thing” (dual soaker), the ice cream truck and BBQ. If the water soaker again proves to be a hit, Bob will look into creating such a device to be in storage with the catapult for future events.

Kurt will purchase a new set of signs for upcoming events and dues payment reminders.

Paula and Jennifer will coordinate with Lori to return the event items to storage.

Old Business

Paula will send a letter to the delinquent homeowners with last chance options to pay their dues and an invitation to contact her to set up a payment plan. If there is no response, she will issue legal paperwork.

Tim reported further inaction on repairs from the basketball court contractor due to rain.

Follow up with VDOT found that the County regards the regrading to the neighborhood roads as “finished” and “inspected” although, in reality, only “training” has been completed on a few on the roads in Section 8 - to the point one homeowner was seen sweeping gravel from the road back onto the shoulder. The County has closed the tickets on all of the roads except Kelly Court and Meadowville Court, set for regrading at the end of the summer. Tim is following up with a supervisor.

Jimmy asked if progress had been made on the entrance signage and reported that the solar light on at the Section 8 intersection needed realignment. Bob will check the alignment some evening and report backto the board if it is not easily fixed. Eric has suggested that entrance signs to Section 7 be relocated to the corner of Wiehle and the west side of Shaker Woods Road. Eric will discuss this with the owners of the property at 1300 Shaker Woods Road. The Board acknowledged that there may be easement problems and that the owner may wish to be compensated for the use of his land.

New Business:

Paula reported that Brentan Walter is moving from the neighborhood and has resigned as webmaster.

Eric will take over this position as part of his duties to the Board. Bob and Jennifer will also have access to the website to make changes in his absence. The board will review what needs to remain behind the firewall.

Paula suggested a dynamic approach to the content of the website. This will include removing the SWHOA directory invitation and providing AECC information on when Board approval is required or not required for architectural changes. Carole will send the homeowner’s directory to the Board.

A “courtesy to neighbors” reminder will also be posted for homeowners who are having internal or external work completed on their homes which necessitate work vehicles etc. to the home.
