In granting this sanction it is understood and agreed that USA Swimming and Inland Empire Swimming shall be free and held harmless from any liabilities or claims from damages arising by reason of injuries to anyone during the conduct of the event. Use of audio or visual recording, including the use of a cell phone camera, is not allowed in the changing areas, rest rooms or locker rooms. Except where venue facilities require, changing into or out of swimsuits other than in locker rooms or other designated areas is not appropriate and is prohibited.

Location: Central Washington University (CWU) Aquatic Center. The facility is located on campus near Nicolson Pavilion and Tomlinson Field, on North Water.

Parking: Free parking will be available in all parking lots surrounding the aquatic center after 5:00 pm on Friday and all day Saturday and Sunday.

Course: Indoor, 10 lane 25 yard pool with anti-wave lane lines. Eight (8) lanes will be used for competition, and one(1) lane for continuous warm-up/down use. A Colorado Timing System will be used. The pool is 15’ deep at the starting end and 4’ deep at the turn end. The starting blocks meet USA’s height and water depth requirements. Deck Marshals will be present during warm ups. Wheelchair access to lower deck level is available. The competition course has not been certified in accordance with 104.2.2C(4).

Eligibility: Open to currently registered Inland Empire Swimming athletes who have met the USA Swimming National Age Group time standard “BB” in their respective age category. Athletes must compete in their age group. Athletes with a disability are welcome; the Athlete’s Coach (or the Athlete), is responsible for notifying the Meet Referee, prior to the competition, with respect to any disability of the athlete, and any medications requested to accommodate the athlete.

NOTE: Swimmers participating in the meet without a coach must report to the meet referee prior to warm-ups for instructions. Any swimmer entered in the meet must be certified by a USA Swimming member-coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member-coach, it is the responsibility of the swimmer of the swimmer’s legal guardian to ensure compliance with this requirement.

Rules: Current USA Swimming rules and Inland Empire Swimming rules and procedures will govern the meet. Please pay particular attention to the scratch rules in the current Inland Empire Handbook Section 3.F.3., as IES scratch rules will be in effect. Swimmers will have 30 minutes after announcement of the qualifiers to declare their intention to scratch from final events. Any qualifying swimmer who does not declare an intention to scratch a final event and fails to compete in that final event will be barred from competition for the remained of the meet. Coaches will sign a written Declaration of Intent to Scratch for Finals with the Admin Referee to declare their swimmer’s intention to scratch final events. Coaches must be currently registered with USA Swimming. Proof of certification must be produced at any time upon request by the meet referee. The Meet Referee shall be the final authority for the conduct of the competition.

Events: Please note the schedule of events for this meet. All individual events, including the 1650, will count for individual and team points; all relay events will count for team points. Friday night events will be timed finals. Saturday and Sunday individual events for 11 & older swimmers will be prelim-final, except for the 1650 freestyle events, which shall be timed finals. There will be a consolation finals heat for 15 and Over events. All 10 & under events will be timed finals. The 1650 event will be swum during prelims on Sunday as a timed final. The 1650 heats will be swum fastest to slowest, alternating women and men unless otherwise combined by the Referee. A separate warm-up will be held prior to the start of the 1650s. The referee may combine heats, or events (including mixed gender heats or events), in accordance with USA Swimming Rules, for timeline, or other reasons as may be determined by the Referee. 1650 entries may be limited by the meet referee to maintain the time line. Positive check in for the 1650 will close at 11 am on Sunday.

Alternate Timeline:

Due to space limitations at the facility, we may switch to an alternate timeline to reduce crowding.

If the attendance is above 300 swimmers, we will run the 11-19 year old swimmer’s prelim sessions on Saturday and Sunday in the morning, followed by a 10 & Under timed final session in the afternoon. The 10 & Under session will have breaks to allow the swimmers adequate rest between swims. We will make the decision on Thursday, February 19th to allow for families to plan. OME entries will remain unaffected, only the order of events will change.

Entries: Athletes are limited to a maximum of up to three (3) individual events per day (only two (2) events are offered on Friday) and a maximum of one relay per day. No on deck registrations allowed.

Note: No Bonus Swims will be allowed.

Individual Event Entries:

· Qualifying Period: There is no qualifying period. Time from any year may be used for entries.

· All Swimmers must have achieved USA Swimming National Age Group time standard “BB” in each event entered at a sanctioned or approved meet or time trial.

· Swimmers entering events in the 15-19 age group must meet the USA Swimming National Age Group time standard “BB” for 15-16 age group

· No Time or Custom Times entries will not be accepted for any swimmer, regardless of age.

· SCY, SCM or LCM entry times will be accepted. Converted times will not be accepted.

· Non-conforming times will be seeded last (in 1st heats for events swum slowest to fastest; in last heats for events swum fastest to slowest).

· A swimmer who has achieved a USA Swimming National Age Group time standard “BB” in SCY, SCM and/or LCM is considered a qualified ”BB” swimmer in that event.

All athletes must be USA and Inland Empire registered for 2015 on the meet entry deadline date. The USA Swimming SWIMS database requires that ALL swimmer data, including results, be correct before any meet data (swimmer times) will be loaded into the USA Swimming database. If you know of any swimmer data that is NOT correct in the meet database please notify the meet referee as soon as possible. The appropriate changes will be made. The data will be sent to USA Swimming within 3 days of the meet. Thank you for your cooperation.

Relays: Relays will have no time standards. Athletes may swim on only one relay per day. All relay teams must consist of qualified athletes.

Teams may enter an unlimited number of relays in each event. Only the top two fastest relays per team will be eligible for scoring and awards

Submitting Entries:

· Entries may be submitted on line beginning 12:00 AM, January 15, 2015 through the USA Swimming website: www.usaswimming.org/ome A link will also be provided on the IES website.

· Online entries will be accepted until 11:59 PM PST, February 18, 2015.

· You will be required to pay for the online entries and we strongly encourage paying by check. However, if you must, you may pay with VISA, MC, AMEX or Discover.

· Before checking out (i.e., completing your online entry), double-check your entry, using the totals and the meet entry fee data to be sure you have entered the correct number of swimmers and splashes.

· Once you complete your online entry you will be sent a confirmation email. Bring all written communications with you to the meet in case of problems with entries.

· OME will not automatically update your entry times as new results are entered into SWIMS. Should you wish your entry to reflect any updated times, you must return to your entry after you have checked out to do so. You can also add events to your entry but you cannot delete events after you have checked out.

· NOTE FOR RELAYS: Use the “over-ride” feature when necessary.

· Please DO NOT submit paper entry to USA Swimming or meet host.

ENTRY DEADLINE:

The entry deadline is Wednesday, February 18, 2015 at 11:59 pm. Late entries will NOT be accepted. Online Meet Entry reports, Fee Tabulation Form and payment must be received by 12 NOON February 20, 2015.

Entry fees: Entry fees are $3.00 for each event and $12.00 for each relay event plus a $17.00 surcharge per swimmer. Fees and surcharges for each team must be paid with one check and accompany Online Meet Entry reports and the Fee Tabulation Form.

Lane Timers: Each team entering swimmers will be expected to supply timers each day of the meet as required for IES Championship meets. Each team will be assigned responsibility for lane timing relative to team entry size, per IES rules. Please include the name and email address of your timer coordinator on the Entry Fee Tabulation Form. 1650 swimmers will need to provide their own lane timers and counters.

Awards and Scoring:

Medals will be awarded 1st through 8th place for individual events and 1st through 3rd for relays. Points will be awarded 1st through 8th place for individual and relay events. Awards will be awarded for first, second and third place teams and for the high point scoring girl and boy in each age group. High point calculations will be based on swimmers’ age groups as follows: 10/under, 11/12, 13/14, 15-19, NOT event age groups. Therefore points earned in combined events will be added into the calculation for each swimmer. Individual and team points can be earned and will be awarded even if the time is slower than “BB” standards. Combined Team Age Group High point awards will be given as follows: 10/under, 11/12, 13/14, 15-19. The Team Spirit Award will be presented during Sunday prelims; one coach and one athlete from each participating team may vote: ballots are due by the end of Saturday finals.

Vendors: A concession stand offering drinks and snacks will be provided by the host team throughout the meet. CASH or CHECK PAYMENT ONLY for concessions.

Heat Sheets will be sold for $7.00 each for prelims and free for finals.

Northwest Swim Shop will be providing swim apparel and accessories.

2015 Short Course Championship shirts will be provided by Fine Designs.

Coaches: Coaches must be 2015 USA Swimming Coach Members. Proof of current certification must be produces upon request by the Meet Referee. There will be a coaches’ meeting at 2:40 pm on Friday and at 7:15 am on Saturday and Sunday. Please present scratches at these times.

Time Trials: Time trials may be available Saturday afternoon following the conclusion of preliminary events. Time trials will be limited to swimmers already entered in the meet and will count towards the 3 events per day limitation, and may be further limited at the discretion of the Meet Referee. The cost of each time trial event entered will be $5.00.

Schedule: Team warm-up lane assignments will be announced. Meet marshals will be present during warm-ups. Coaches must be on deck at all times during warm-ups; further, when spring starts are in progress, the coach must be positioned near the starting blocks in order to maintain proper control over his/her swimmers.

Officials: Each team entering swimmers will be expected to provide a minimum number of officials, and all visiting officials are welcome and encouraged to help. Information on the minimum officials requirements will be sent to participating team once all entries are received. Please send the Team Lead an email if you will be available to work at this meet. Please see the Team Lead during the Officials Meeting for assignments. UNIFORM: White shirt and blue slacks/skirt and white shoes. Shorts are ok during prelims, but long pants during finals. Women may wear skirts.
