2013 RESOLUTIONS FROM VILAS COUNTY
1. Gun Control. Whereas our country has recently witnessed atrocities associated with the use of assault weapons and high capacity magazine clips and a huge resurgence in militia, Resolved that the DPW supports the following measures:
1. A ban on the sale of all assault weapons,
2. Restriction on the sale of high capacity of magazine clips,
3. Mandatory background checks, including criminal and mental health records,
4. Mandatory storage of weapons in gun safes or using trigger locks,
5. Mandatory participation in gun safety classes or passage of a gun safety test, and
6. Mandatory age appropriate supervision.

2. Mining Legislation - Bad River. Whereas the Walker administration has passed a bill permitting the development of mines within Wisconsin which threaten water quality and allow other environmental hazards, Resolved that the DPW lend the Bad River Tribe its full support in opposing the construction of a mine near tribal lands.

3. Mining Legislation – Interstate Compact. Whereas the Walker administration has passed mining legislation which jeopardizes water safety and permits other environmental hazards, Resolved that the DPW, in conjunction with the League of Conservation Voters, assess whether this legislation violates the Great Lakes Interstate Compact and, if so, initiate recourse, including but not limited to legal action, accordingly.

4. Restoration of Public Sector Collective Bargaining Rights. Whereas the Walker administration has restricted the collective bargaining rights of public school teachers and some other public sector employees, Resolved that the DPW advocates for the full restoration of collective bargaining rights to all public sector employees.

5. Change Procedure for Redistricting. Whereas partisan redistricting is subject to gerrymandering or bias, Resolved that the DPW advocates for future redistricting to be performed by an impartial, non-partisan commission, e.g., the GAB or an equivalent body per legislative reform.

6. School Vouchers. Whereas school vouchers involve the use of public funds to support private enterprise educational institutions not subject to the standards and safeguards to which public schools must adhere, Resolved that the DPW advocates for abolishing the voucher system.

7. State Revenues. Whereas the Walker administration is considering abolishing the state’s income tax in favor of an increased sales tax,
Resolved that the DPW oppose this initiative unless the following elements are addressed:
1. Rebates based upon income level are built into this proposal so as to mitigate
the impact on lower income households,
2. Exempt purchases for food and medicine from increased sales taxation, and
3. Reimburse people for taxation associated with work-related travel expenses.
