AHOUSE RESOLUTION

TO CONGRATULATE HERMAN BURNS LIGHTSEY, JR., DEPUTY DIRECTOR OF THE SOUTH CAROLINA STATE ACCIDENT FUND, UPON THE OCCASION OF HIS RETIREMENT, TO COMMEND HIM FOR HIS MANY YEARS OF DEDICATED SERVICE, AND TO WISH HIM MUCH HAPPINESS AND FULFILLMENT IN ALL HIS FUTURE ENDEAVORS.

Whereas, the South Carolina House of Representatives has learned that Herman Burns Lightsey, Jr., of Irmo, deputy director of the South Carolina State Accident Fund, will soon be retiring from a distinguished career spanning fortyone years; and

Whereas, in preparation for his life’s work, Mr. Lightsey earned a bachelor’s degree in both accounting and economicsfrom Lander University in Greenwood, followed by a master’s degree in management of organizations from Central Wesleyan College in Central; and

Whereas, he began his career working as an insurance adjuster with Gay and Taylor, Inc., of Florence, serving there from 1972 to 1976, and from 1976 to 1978 he was a servicing supervisor with AikenSpeir, Inc., also of Florence. In late 1978, he accepted the position of selfinsurance auditor with the South Carolina Workers’ Compensation Commission and began working his way through the ranks, finally becoming judicial director/deputy commissioner in 1988; and

Whereas, for the past eight years, Mr. Lightsey has served with distinction as deputy director of the South Carolina State Accident Fund, from which he will retire on May 31,2013; and

Whereas, a graduate of the Judicial College of the International Association of Industrial Accident Boards and Commissions and the South Carolina Executive Management Institute, he has served as president of the South Carolina Deputy Directors Organization and vice president of South Carolina Deputy Directors; and

Whereas, believing strongly in active involvement in his community, Mr. Lightsey is a member of Ashland United Methodist Church, where he serves as a Sunday School teacher/disciple facilitator and member of numerous church committees. Other present and past commitments include memberships with the Dutch Fork Masons, Jamil Temple Shriners, and Florence Jaycees, which he has served as vice president; and

Whereas, in addition, Herman Lightsey servedin the South Carolina Army National Guard, retiring as director of the surface maintenance office with the rank of colonel.Highly respected by his military colleagues, he is a member of the Palmetto Military Officers School Hall of Fame; and

Whereas, grateful for the legacy of consistent commitment and excellence Mr. Lightsey has bestowed on this great State, the House of Representatives takes great pleasure in wishing him well as he enters retirement and trusts he will find much enjoyment in the more leisurely pace of the days ahead. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, congratulate Herman Burns Lightsey, Jr., deputy director of the South Carolina State Accident Fund, upon the occasion of his retirement, commend him for his many years of dedicated service, and wish him much happiness and fulfillment in all his future endeavors.

Be it further resolved that a copy of this resolution be provided to Herman Burns Lightsey, Jr.
