INDIANA STATE HIGHPOWER CHAMPIONSHIP MATCHES

ISRPA State Championships:

Saturday, Sept. 8, 2012—80 Round Regional Match Course 200-500 yards, Camp Atterbury, IN

Sunday, Sept. 9, 2012—Long Range and F-Class State Championship. 1000 Yard X2, Camp Atterbury, IN

Saturday, Sept. 15, 2012—300 yard Reduced Course State Championship, 80 Round Regional Match Course 200-300 yards, hosted by Wildcat Valley Rifle and Pistol Club, Brookston, IN. **See WVRPC website www.wvrpc.org for match information**.

ENTRY FEE:

ADULTS $35.00 (Includes $10.00 Atterbury Shooter fee and $9.00 NRA Registration Fee)

JUNIORS $10.00 (Atterbury Range fee: $9.00 NRA Registration Fee subsidized by ISRPA Highpower for juniors)

Weekend Package: ADULTS $60.00

JUNIORS $20.00

ELIGIBILITY:

All competitors must be members of the National Rifle Association. Membership in the Indiana State Rifle and Pistol Association or the State Association of the State in which the competitor resides is strongly encocuraged. Membership in ISRPA may be executed on the day of the match. Liability waivers for CIHPRS and Atterbury must be signed by all shooters and personnel before entering the range.

RANGE:

All matches will be held at Camp Atterbury on the KD ranges (200, 300, 500 yards; 600 when possible for RMC matches; 800, 900, and 1000 yards for Long Range) unless otherwise noted. Camp Atterbury is located approximately 31 miles South of Indianapolis and 2 miles West of Edinburgh on Hospital Road (Map available on CIHPRS website: www.cihprs.org ). The listed matches have been approved by Camp Atterbury but may be changed or cancelled at their discretion. If you are traveling a long distance, please check the website www.cihprs.org or contact the Match Director for confirmation (information available on CIHPRS website: www.cihprs.org). Match capacity: 80 competitors.

MILITARY BASE SECURITY:

**CAMP ATTERBURY IS A MILITARY BASE. BASE REGULATIONS REQUIRE US TO SUBMIT A LIST OF ALL PERSONNEL WHO WILL BE ATTENDING CIHPRS MATCHES *BEFORE* MATCH WEEKENDS. TO AVOID PROBLEMS PLEASE CONTACT THE MATCH DIRECTOR NO LATER THAN 4 PM WEDNESDAY BEFORE THE MATCH. DO NOT ATTEMPT TO ATTEND A MATCH WITHOUT CONTACTING THE MATCH DIRECTOR. WE NEED FULL NAME AND ADDRESS FOR THE GATE ROSTER. YOU WILL NEED A CURRENT PHOTO ID (DRIVER’S LICENSE) TO ENTER THE BASE. NEW FOR 2010: Please have registration and proof of insurance with you. It is likely these will be spot-checked this season. **

ENTRIES:

Registration, sign up and squadding opens at 7:00 am and closes at 7:45 am. Registration/sign up and squadding will take place at the parking lot behind KD-5, located at the intersection of Eggleston Street and Hendricks Ford Road.

Entries may be made on a CIHPRS entry form, SR-1 entry card or substitute. Match fees are paid at sign up. Cash, checks, money orders, or award points will be accepted. **Advance entries will be accepted by e-mail (preferred) or phone if necessary. Advance entries should include Name, Address, NRA Number and classification. Advance entries fees should be paid at sign up. Make checks payable to: Central Indiana Highpower Rifle Shooters, Inc ("CIHPRS"). Entry cards are available on site or may be downloaded in pdf form from the website: www.cihprs.org. Cancellations for advance entries will be accepted by e-mail (preferred) or phone.

SQUADDING AND SCORE CARDS:

State Association Membership. ISRPA or shooter’s home State Association membership is Strongly Encouraged but not required. Entry fees must be paid prior to squadding at sign up. Squadding will be completed at sign up. A competitor who fails to present himself at the proper firing point when his relay is called may lose his right to compete in the event.

RULES:

NRA rules apply for all NRA Registered or Approved matches. Competitors should make themselves familiar with these rules. NRA Highpower Rifle Rulebooks will be for sale when available.

CLASSIFICATION:

The NRA Classification system will be used for these matches. Anyone who does not have a Highpower classification will fire in the Master Class (Master Unclassified) for one match only. A temporary score book will be maintained and future entries based on scores fired, see Rule 19.6 or 19.2.

MATCH SCHEDULE:

7:00 A.M. REGISTRATION OPENS

7:45 A.M. REGISTRATION CLOSES

8:00 A.M. PITS ARE SEALED LONG RANGE: Gates are locked and the road to the Range is closed. **THERE IS NO ACCESS TO THE RANGE AFTER PITS ARE SEALED**.

A.S.A.P after pits are sealed MATCH 1 BEGINS

CHANGES IN SCHEDULE:

The Match Director reserves the right to alter any facet of the match. All changes will be posted and/or announced on the firing line and in the pits. Any changes or cancellations will be posted to the website, www.cihprs.org as soon as they are known. Final posting to the website will be made by 7 pm on Friday before the match.

RAIN DATES: To allow participants to alter travel plans, In the event of inclement weather forecast notice will be posted to the CIHPRS website by 7 pm Thursday evening before each weekend matches. Rain Dates will be posted to the website and via the CIHPRS Newsgroup: http://groups. yahoo.com/ group/cihprs to join.

RIFLES:

NRA Match Rifle per rule 3.3 and 3.3.1 or Service Rifle per rules 3.1, 3.1.1, 3.1.2, and 3.1.3 Open Sight only. Competitors wishing to compete with Optical sights will compete in a separate category. Competitors are responsible for the safekeeping and safe operation of their equipment. Optical sights are allowed for across the course. *There must be a minimum of five (5) shooters to make a separate Optical Sight class.

AMMUNITION:

Any safe ammunition. No tracer or incendiary ammo allowed. No ammunition will be furnished at any match.

SCORING AND PIT OPERATIONS:

Competitors will be required to score and operate targets in the pits. It is the competitor’s duty to perform their share of the work, or with approval of the Match Director, provide a suitable replacement. Failure to do so will result in disqualification and forfeiture of match fees and awards. All targets must be refaced at the end of the match as per Camp Atterbury regulations. NO COMPETITORS' PERSONAL VEHICLES ALLOWED IN THE PITS.

CHALLENGE FEE:

A Challenge fee of $2.00 (RULE 16.1) will be assessed for all challenges not ruled in favor of the competitor.

POSTED SCORES:

It is the competitor’s responsibility to check his scores and standing as they are posted and inform the Stat Officer of any errors. The Challenge period for individual matches ends one hour after the final scores are posted. Once final scores are posted they stand as posted. All ties will be broken by NRA Rulebook Guidelines.

MATCH RESULTS:

A Match Bulletin will be sent (email) to each competitor at the completion of the State Championships, and Final Match Bulletins are posted to the website: www.cihprs.org. Printed bulletins may be mailed upon request: contact the match director.

AWARD SCHEDULE:

Awards: May be in the form of cash, certificates, medals or trophies. Check the website for details.

First in Class (5 to 9 Shooters)

Second in Class (10 to 14 Shooters)

Third in Class (15 to 19 Shooters)

Fourth in class (20 to 24 shooters)

If the number of shooters in a classification exceeds 25 there will be one additional award for each 10 competitors.

If there are less than five entries in a category they will be combined with other entries in the same class. Category= Match Rifle or Service Rifle. Optical Sight class will be considered separately.

Less than five entries after combining all categories of a class will be moved to the next higher class. High Master may not be combined with any other class.

Additional Match Awards

Regional Championships:

Gold, Silver, and Bronze Regional Champion medallions for First, Second, and Third places as provided by the NRA. High Service Rifle is recognized with a plaque. Camp Perry Credits as provided by the NRA will be awarded.

State Championships:

Perpetual Trophies for State Championship Match Winner, High Service Rifle, and High Junior; Long Range Match Winner and F-Class Winner; 100 yard Reduced Course Match Winner and Grand Aggregate Winner (Across the Course, Long Range, and 100 Yard Reduced Course) are displayed on The ISRPA/CIHPRS Trophy Gallery, which is maintained on line on the CIHPRS website www.cihprs.org and on the ISRPA website www.isrpa.org. Trophies are updated annually after the conclusion of the State Championship Series and Awards are presented at the ISRPA Annual Awards Banquet in November. A framed representation of each updated trophy is presented to each Winner which is theirs to keep. These Match Awards Trophies are open to all competitors. In addition, Aggregate Awards are given for the Aggregate of the RMC match, 300 yard RMC match, and 100 yard RMC Match and the Aggregate of the RMC + 300 yard RMC Match.

Plaques are awarded for State Champion (Highest scoring Indiana shooter) and State Champion in each Class. Must be an Indiana Resident to be eligible for State Champion awards.

All MATCHES WILL BE SLOW FIRE PRONE. TWO SIGHTERS--20 SHOTS FOR RECORD IN 25 MINUTES (Palma Format). (COACHING ALLOWED ONLY DURING SIGHTING SHOTS – *MUST BE ON TARGET IN 10 SHOTS OR LESS)

State Aggregate Awards:

GRAND AGGREGATE:

Aggregate of the RMC State Championship Match, Long Range match, and 100 yard Reduced Course Match.

RMC AGGREGATE:

Aggregate of the RMC State Championship Match, 300 yard Reduced Course RMC, and 100 yard Reduced Course Match

500 and 300 yard Aggregate:

500 and 300 yard Reduced Course RMC Aggregate: Aggregate of the 500 yard and 300 yard Reduced Course RMC Matches.

TARGETS:

SR at 20O YARDS, SR-3 at 300 YARDS, MR at 500 YARDS, LR at 1000 YARDS – 100 Yard Reduced Match SR-1 MATCH 1 & 2; SR-21 MATCH 3, MR-31 MATCH 4. Long Range Matches: 1000 yards will use targets as prescribed by the 2007 NRA Rule Changes.

TEAM ELIGIBILITY (IF FIRED):

Team will consist of 4 firing members. The Team Captain and/or Coach may be a firing member of the Team. Pick up Teams will be allowed. Pick up Team composition will be facilitated at squadding.

SAFETY AND LIABILITY:

NRA open chamber indicator flags must be used by all shooters and will be for sale at each match. A Liability Waiver for both CIHPRS and Camp Atterbury must be completed and signed by all individuals present—shooters and non-shooters. Eye and Ear protection are Highly Recommended on both the firing line and in the pits.

VEHICLES AND PARKING:

No personal vehicles are allowed on any part of the range as per Camp Atterbury regulations. Please park in the parking lot next to Hendricks Ford Rd. Shuttle vehicles to pits are available whenever possible but activity on adjacent ranges frequently limits shuttle access. Competitors will have to move their equipment from the parking lot to the 200 yard line (approx. 400 yards) and between yard lines. Please bring only what is necessary.

FACILITIES:

PortaJohns will be available on the range and in the pits. There is no water available on the range. Please bring your own food, water, and personal amenities. NO ALCOHOLIC BEVERAGES ALLOWED ANYWHERE ON CAMP ATTERBURY PROPERTY.

HOUSING:

Hotels and campgrounds are available in the area. Edinburgh, Taylorsville, Franklin, and Columbus are convenient to Camp Atterbury. Billeting is available on base but priority is given to Military Personnel. Information is available on the CIHPRS website.
