Executive Consultant

Consultant for a number of companies on systems development, IT architecture and marketing. Clients include two technology startups, a building contractor and healthcare company. Substantial recent projects completed for:

  • Orange County software-development company that needed to develop a business plan and achieve market penetration. Plan created to standardize products and form alliance with IBM for worldwide marketing and support. Working through IBM’s CEO, got project under way. Was offered, but declined, position as VP of Market Development.
  • Giant marine terminal at Port of Los Angeles that needed requirements-gathered for new, centralized call center to handle exception is almost fully automated port facility. Document became guide for major development effort done internally at terminal company’s headquarters.
  • Led major conversion of system written in DOS-based VP-Info to a full Windows system based on C#, Visual Studio, Windows Presentation Foundation, DevExpress and Microsoft Expression.

Principal Software Engineer

Responsible for analysis, requirements gathering and design of a complete financial system for pharmacies serving 250,000 patients in nursing homes and other institutional settings through 80 regional pharmacies

  • Designed object-oriented system capable of generating correct charges for any brand or generic prescription, durable medical equipment or supply item based on contracts with both institutions and health-insurance/government programs
  • Designed a flexible, object-oriented claims mechanism so each payor could be billed with an individualized form, either on paper or electronically, and automatically adjusted billed invoices to reflect expected actual reimbursement, so A/R numbers always accurately represented true dollar value net of discounts taken arbitrarily by payors
  • Led programmer and QA teams of up to six internal and up to eight outside contractors working on coding
  • Managed analysis and integration of industry and drug data

Started in California at HealthObjects Corporation (later acquired by NeighborCare and renamed NeighborCare Technology Center), transferred with COO and two others to Baltimore in 1998, and led initial expansion to what ultimately became a development and support team of over 125 people. Left to expand horizons as technology consultant in 1999, but rehired as consultant in late 2003. Subsequently rejoined staff until NeighborCare was taken over by largest competitor and the Technology Center closed down in late 2005.
