(2) I would strongly suggest that you contact Dennis Ramdahin in Bihar, India, which is just a neighbor to your Nepal.
I suggested him that his first step is to hold a seminar on System Dynamic as Bangladeshi have done — see Reference (e) above.
During this seminar, you would be able to gather experts and interested people of your country for the project of GEWS/Nepal, and then GUS/Nepal.

Since mid 2006, this work has been advanced from its theoretical model stage to actual testing, threading on the waters of possible national and international climate stategy policies. We are now at a point where we are working at getting this into its software application for industry use for the building sector.
The following notes are presented:
1)While we set out to do this work aimed at aiding the building sector industry (contibuting 40% estimated global greenhouse gases emissions), we are now finding great applications in the agrarian fields of poverty stricken Bihar/Eastern Uttar Pradesh. In both instances, the benefits of system optimization have direct relations to postive social, economic and environmental system dynamics (jobs, socio-economic stability, reduced environment risks, etc). We look forward to any synergies with the MI T-21 Model.
2) Understanding of TLCv model, and its use as a energy-economic-carbon financial risk managment calculator to effect positive climate agenda policy is necessitated. It must be understood that the initial research around this was conducted in the United States under those energy-economic-carbon conditions. The results of running this model in India must consider Indian circumstances, such as, government energy subsidies that offsets the true cost of fuels and grid energy (recognizing carbon outputs are constant and reduction is a function of the ability to increase efficiency, reduce demand, and efficiently prescribe renewables to offset fossil fuel usage).
3) Discussions on business strategies. Apart from running individualized building scenarios, the initial research data from modelling a live building (skyscraper) in Manhattan, New York, suggests that this methodology loans itself as a potential new line of risk assessed creative financing arranagement for advancing carbon reduction agendas through faciliation of capital that has been conventionally difficult and risky to source. Having a software modeling tool that can readily do these analyses and effect positive decision making through seeing the energy-economic-carbon risks associated with economy, society and climate, could play a major benefit in the global fight against climate change. This by itself, has been able to point to an estimated trillions of dollars within the US energy economy (over span of next 10 years), for addressing carbon reduction; a similar estimate for India is yet to be developed.
4) TLCv application to addressing carbon reduction agenda is based on the ability to structure loan participation aggrements using the risk measure of the analysis as the lending confidence for energy finance loans. These are proposed for both new constructions, and existing retrofits building infrastructure. Every dollar lost to energy-economic waste causing climate change is a dollar that could be invested towards a sustainable economy. In terms of whole economy, this can be immense.
5) the basis of TLCv research can complement the development of the Indian Global Early Warning System (IGEWS). As pointed out above, the aim of TLCv in context with IGEWS will be to help policy makers see risks and hence draft appropriate policies necessary to counter the effects of foreseable climate change.

We will now see how matters evolve in Bangladesh...the climate change will to wait, so I hope that the local administrations of all sorts, from government, to donors and NGOs will act soonest of the suggestions made by the workshop participants.
