A JOINT RESOLUTION

PROPOSING AN AMENDMENT TO SECTION 2, ARTICLE III OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO THE HOUSE OF REPRESENTATIVES, SO AS TO PROVIDE THAT BEGINNING IN 2012, MEMBERS OF THE HOUSE OF REPRESENTATIVES MUST BE CHOSEN EVERY FOURTH INSTEAD OF EVERY SECOND YEAR; TO AMEND SECTION 8, ARTICLE III, RELATING TO ELECTION OF THE HOUSE OF REPRESENTATIVES, SO AS TO PROVIDE THAT MEMBERS OF THE HOUSE BE ELECTED EVERY FOURTH INSTEAD OF EVERY SECOND YEAR; AND TO AMEND SECTION 6, ARTICLE III, RELATING TO ELECTION OF THE SENATE, SO AS TO PROVIDE THAT BEGINNING IN 2012, MEMBERS OF THE SENATE BE ELECTED EVERY SIXTH INSTEAD OF EVERY FOURTH YEAR.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION1. It is proposed that Section 2, Article III of the Constitution of this State be amended to read:

“Section 2.Beginning in 2012, the House of Representatives shall beis composed of members chosen by ballot every secondfourth year by citizens of this State, qualified as provided in this Constitution is provided.”

SECTION2.It is proposed that Section 8, Article III, of the Constitution of this State be amended to read:

“Section 8.The first election for members of the House of Representatives under this Constitution shallmust be held on Tuesday after the first Monday in November, Eighteen Hundred and Ninetysix, and in every secondfourth year thereafter, in such manner and at such places as the General Assembly may prescribe.”

SECTION3.The proposed amendment in Sections 1 and 2 must be submitted to the qualified electors at the next general election for representatives. Ballots must be provided at the various voting precincts with the following words printed on the ballot:

“Must Sections 2 and 8, Article III, of the Constitution of this State be amended so as to provide that a person elected to the House of Representatives, beginning in 2012, shall serve a fouryear instead of a twoyear term?

Yes

No

Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word ‘Yes’, and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word ‘No’.”

SECTION4.It is proposed that Section 6, Article III, of the Constitution of this State be amended to read:

“Section 6.Beginning in 2012, the Senate shall beis composed of one member from each Countydistrict to be elected for the term of foursix years by the qualified electors in each Countydistrict, in the same manner in which members of the House of Representatives are chosen.”

SECTION5.The proposed amendment in Section 4 must be submitted to the qualified electors at the next general election for representatives. Ballots must be provided at the various voting precincts with the following words printed on the ballot:

“Must Section 6, Article III, of the Constitution of this State be amended so as to provide that a person elected to the Senate, beginning in 2012, shall serve a sixyear instead of a fouryear term?

Yes

No

Those voting in favor of the question shall deposit a ballot with a check or cross mark in the square after the word ‘Yes’, and those voting against the question shall deposit a ballot with a check or cross mark in the square after the word ‘No’.”
