Title / Terminate live LV paper insulated power cables in the electricity supply industry

Purpose / People credited with this unit standard are able to: prepare a work site to terminate live low voltage (LV) paper insulated power cables; terminate live LV paper insulated power cables; and test cables and record live termination locations.

Guidance Information

1This unit standard is intended for, but not restricted to, workplace assessment.

2Safety of personnel and plant must be a priority throughout the assessment. If the safety requirements are not met the assessment must stop.

3Performance and work practices in relation to the elements and performance criteria must comply with all current legislation, especially the Electricity Act 1992, and any regulations and codes of practice recognised under that statute; the Health and Safety at Work Act 2015; and the Resource Management Act 1991. Electricity supply industry codes of practice and documented industry procedures include the Safety Manual – Electricity Industry (SM-EI) Wellington: Electricity Engineers’ Association.

4The phrase in accordance with industry requirements is implicit in all elements and performance criteria in this unit standard.

5Industry requirementsinclude all asset owner requirements; manufacturers’ specifications; and enterprise requirements which cover the documented workplace policies, procedures, specifications, business and quality management requirements relevant to the workplace in which assessment is carried out.

6Asset ownerrefers to the owner of an electricity supply network that takes its point of supply from Transpower NZ and delivers electricity to industrial, commercial, and residential customers.

7The observance of special safety requirements associated with this type of termination shall be critical to assessment against this unit standard. When working on live components and live terminations the selection and use of hand tools is to comply with IEC 60900:2004 Live working – Hand tools for use up to 1000 V a.c. and 1500 V d.c.

8LV is defined as ‘low voltage’ and includes voltages up to and including 1000 volts AC.

Outcomes and performance criteria

Outcome 1

Prepare a work site to terminate live LV paper insulated power cables.

Performance criteria

1.1Scope of work is determined.

Rangecable types, condition of cables, energised/de-energised, material and manpower resources, cable condition, personal protection equipment.

1.2Safe working zone is established.

Rangephysical location, working mats, safe working area delineation, entry and exit positions, personal protection equipment.

1.3Cables are identified.

Rangeelectrical, physical, plans.

1.4Cables are checked and tested in preparation for terminating.

Rangecore identification, phasing, voltage, insulation resistance.

Outcome 2

Terminate live LV paper insulated power cables.

Performance criteria

2.1Termination is prepared.

Rangeselection of materials and equipment, cleaning, glanding, stripping, conductor preparation, personal protection equipment.

2.2Conductors are terminated.

Rangelug installation including – compression, mechanical, insulation requirements, personal protection equipment.

2.3Conductors are re-insulated.

Rangeheat shrink, tapes, resin, personal protection equipment.

2.4Earth continuity is re-established.

Rangelead sheaths, neutral screens, steel wire armour, steel tape armour.

2.5Mechanical integrity is re-established.

Rangeenclosures, heat shrink, tapes, wiping, compounding.

Outcome 3

Test cables and record live termination locations.

Performance criteria

3.1Cables are tested.

Rangeincludes but is not limited to – phasing, rotation and voltage.

3.2Termination is recorded as built.

Rangeincludes but is not limited to – location, phasing (core to terminal detail), rotation.
