WECC Position Paper for the recirculation ballot of Project 2006-06 – Reliability Coordination, being balloted July 15-25, 2011

NERC is conducting a recirculation ballot of Project 2006-06 – Reliability Coordination, which includes standards IRO-002-3, IRO-005-4 and IRO-014-2, from July 15-25, 2011. The most recent ballot achieved an 87.10% quorum and passed with an affirmative weighted segment vote of only 49.54%. However, the initial ballot involved a single up/down vote for a set of six standards. While comments on the initial ballot indicated that significant additional modifications are needed for three of the standards, (COM-001, COM-002, IRO-001), there were no comments that led to substantive changes to IRO-002-3, IRO-005-4, or IRO-014-2.

Members of the Project 2006-06 – Reliability Coordination are encouraged to vote YES to approve the proposed standards.

On July 21, NERC conducted webinar to review the three standards and associated implementation plans. The WECC Reliability Coordinator staff participated in the webinar and has reviewed IRO-002-3, IRO-005-4 and IRO-014-2and supports these standards as drafted. All three standards are applicable to the Reliability Coordinator only.

In addition to the ballot, a non-binding poll of the Violation Risk Factors (VRFs) and Violation Severity Levels (VSLs) is being conducted. The WECC Staff is not aware of any concerns related to the VRFs and VSLs and is recommending a YES vote on the non-binding poll.

During all recirculation ballots, votes are counted by exception. Because this recirculation ballot is only for a portion of the standards voted on during the last ballot it is important for members of the Project 2006-06 – Reliability Coordination ballot pool who did not vote during the initial ballot or would like to change their initial ballot to cast another vote during the recirculation ballot. Members of the Project 2006-06 – Reliability Coordination ballot pool who voted during the initial ballot and do not wish to change their initial ballot do not need to vote again.
