A CONCURRENT RESOLUTION

TO RECOGNIZE THE SOUTH CAROLINA CREDIT UNION LEAGUE AND SOUTH CAROLINA CREDIT UNIONS FOR THEIR SUPPORT AND PARTICIPATION IN THE NATIONAL CHILD IDENTIFICATION PROGRAM IN WHICH KITS ARE DISTRIBUTED THROUGH LOCAL SCHOOLS TO FAMILIES TO HELP ENSURE THE SAFE RETURN OF LOST AND MISSING CHILDREN.

Whereas, national statistics have indicated that more than 800,000 children are missing each year, a number that equals one every forty seconds; and

Whereas, the credit unions of South Carolina traditionally take part in social responsibility efforts with local or regional impact, and they believe they can help lower instate numbers of missing children; and

Whereas, with the support of the South Carolina Department of Education, South Carolina’s credit unions have delivered nearly 675,000 child identification kits to district and school offices to be distributed to families and, in several districts, administrators have incorporated kit distribution with their existing student safety programs; and

Whereas, these kits are being provided to families free of charge and will help ensure that families and children are prepared should they become separated for any reason. The program is particularly relevant in that many families affected by Hurricane Katrina found themselves separated and unable to locate one another; and

Whereas, it is also hoped that this largescale effort will serve notice to wouldbe abductors that South Carolina’s families are on guard; and

Whereas, these kits are made possible by a partnership of the Federal Bureau of Investigation and the American Football Coache’s Association National Child Identification Program, and various organizations nationwide, whose goal is to fingerprint all 60 million children in the United States; and

Whereas, locally, the program has been praised by Clemson University Head Football Coach Tommy Bowden and University of South Carolina Head Football Coach Steve Spurrier, both members of the American Football Coaches Association. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, recognize the South Carolina Credit Union League and South Carolina credit unions for their support and participation in the National Child Identification Program in which kits are distributed through local schools to families to help ensure the safe return of lost and missing children.

Be it further resolved that a copy of this resolution be forwarded to the South Carolina Credit Union League.
