A HOUSE RESOLUTION
TO RECOGNIZE AND COMMEND THOMAS EDWARD CALHOUN “TEC” DOWLING OF FORT MILL FOR HIS OUTSTANDING SERVICE AS SUPERINTENDENT OF FORT MILL SCHOOL DISTRICT FOUR UPON HIS RETIREMENT, AND TO WISH HIM MUCH SUCCESS IN HIS FUTURE ENDEAVORS.
Whereas, Mr. Thomas Edward Calhoun “Tec” Dowling began his career in education after attending Clemson University and receiving a B.S. Degree from Pembroke State University in 1970; and
Whereas, he went on to receive a Master of Education Degree in 1976, and an Education Specialist Degree in 1987, both in the field of Educational Administration from the University of South Carolina; and
Whereas, beginning as a teacher at Blenheim Elementary School in 1970, and Clio High School from 1970 until 1975, Mr. Dowling’s career carried him through successive positions as Assistant Principal of Butler High School, Principal of Lamar High School, Secondary Supervisor with the Office of School District Accreditation and Assessment of the State Department of Education, Director of Middle and Secondary Education for Dorchester School District Two, District Superintendent of the School District of Newberry County, and Superintendent of Fort Mill School District Four, the position from which he is retiring; and
Whereas, his strong faith and altruistic spirit is reflected in his dedicated service through numerous former and current activities which have benefited the citizens of South Carolina including, among others, the Clio Rescue Squad, Hartsville Sertoma Club, Lamar Christmas Parade Committee, Lamar United Methodist Church, South Carolina High School League Executive Committee, Newberry and Fort Mill Rotary Clubs, Fort Mill Chamber of Commerce, and YMCA Board; and
Whereas, in addition to his community activities, Mr. Dowling has previously served on and continues to serve on numerous educational consortia and other associations and committees relating to the field of education; and
Whereas, Mr. Dowling has been named Conference Coach of the Year for coaching basketball and football and has been recognized as one of the Outstanding Young Men in America. He also received Service Awards from the Town of Lamar and the South Carolina High School League, was selected by the South Carolina Vocational Directors Association as South Carolina Superintendent of the Year, has published numerous articles, and has been a respected lecturer at different events across the State; and
Whereas, Mr. Dowling is retiring after many years of service as an educator, and the members of the House of Representatives recognize the outstanding contributions of this exemplary citizen and educator to his students, to the schools of his community, and to his State, and extend best wishes to him, his lovely wife Tippy, and their family on the occasion of his retirement. Now, therefore,
Be it resolved by the House of Representatives:
That the members of the House of Representatives of the State of South Carolina, by this resolution, recognize and commend Thomas Edward Calhoun “Tec” Dowling of Fort Mill for his outstanding service as Superintendent of Fort Mill School District Four upon his retirement and wish him much success in his future endeavors.
Be it further resolved that a copy of this resolution be presented to Thomas Edward Calhoun “Tec” Dowling of Fort Mill.
